Arizona TV Station Update - May 2019

New Licenses

  • KFPB-LD 50.x (25) Globe (Globe LPTV LLC) has been granted a license to cover its displacement construction permit. Technical specifications: Ch 25; TL 33° 19' 57" N, 112° 4' 0" W (South Mountain); ERP 5.5 kW directional (2.5° electrical beam tilt); HAAT 480 m.

Programming Changes

  • KNXV-TV 15.x Phoenix (Scripps Broadcasting Holdings LLC) has added Court TV to channel 15.4.
  • KWBA-TV 58.x (21) Sierra Vista (Scripps Broadcasting Holdings LLC) has added Court TV to channel 58.4.
  • KVYE 7.x (22) El Centro CA (Entravision Holdings LLC) has added Court TV to channel 7.5.
  • KNTV-TV 13.x Las Vegas NV (Scripps Broadcasting Holdings LLC) has added Court TV to channel 13.4.
  • KHSV 21.x (2) Las Vegas NV (Channel 33 Inc.) has dropped Comet TV from channel 21.3. Rumor has it going to one of the Sinclair stations (KSNV 3.x or KVCW 33.x).

Transactions

  • KVPA-LD 42.x (34) Phoenix (KRCA License LLC Debtor-In-Possession) has requested to be transferred to KRCA License LLC, as part of KRCA License's emergence from bankruptcy.

Construction Permits and STAs Granted

  • K16FB-D Globe (Unimas Partnership of Phoenix) has been granted a displacement construction permit, as amended, to change channels to avoid causing interference to KHRR Tucson. Its new call sign will be K18NN-D. Technical specifications: Ch 18; TL 33° 17' 21" N, 110° 49' 47" W (Madera Peak); ERP 10 kW directional (2° electrical, 1° mechanical beam tilt); HAAT 1001 m.
  • K19JT-D Gila River Indian Co (Gila River Telecommunications Inc.) has been granted a construction permit to relocate to the South Mountain antenna farm and to maximize its signal. Technical specifications: Ch 19; TL 33° 19' 57" N, 112° 4' 0" W (South Mountain); ERP 15 kW directional (0.5° electrical beam tilt); HAAT 480 m.
  • K30MM-D Gila River Indian Co (Globe LPTV LLC) has been granted a construction permit to relocate to the South Mountain antenna farm and to maximize its signal. Technical specifications: Ch 30; TL 33° 19' 57" N, 112° 4' 0" W (South Mountain); ERP 15 kW directional; HAAT 480 m.
  • K47OC-D Las Vegas NV (Digital Networks-Southwest LLC) has been granted a displacement construction permit to relocate to a mountain east of Primm NV and to change to RF channel 12. Its new call sign will be K12XL-D. Technical specifications: Ch 12; TL 35° 37' 41" N, 115° 16' 27" W (e. of Primm NV); ERP 3 kW directional; HAAT 330 m.

Construction Permits and STAs Requested

  • KDFQ-LP 47 Prescott (HC2 Network Inc.) has requested a six-month extension of its Silent STA, claiming that it expects to be on the air by October 28.
  • KDOS-LD 29.x Globe (KTVW License Partnership GP) has requested a six-month extension of its Silent STA while it awaits FCC approval of its request to operate on RF channel 19.
  • K28MO-D Gila River Indian Co (Gila River Telecommunications Inc.) has responded to an FCC notice of interference in its attempt to move to the South Mountain antenna farm and to maximize its signal. The notice claimed over 90% interference to co-channel station KCOS-LP, operating from Usery Mountain. However, according to prior Arizona TV Station Updates, KCOS-LP has not been operational since March 2008, more than eleven years. Gila River has provided evidence that the station no longer exists, and testimony from the tower owner that KCOS's lease on the Usery Nountain tower expired in 2011, and was never renewed. Gila River is appealing for the FCC to cancel the license of KCOS-LP and ignore the station in interference calculations. The appeal is justified; the license for KCOS-LP should have been canceled ten years ago.
  • K41IO-D Las Vegas NV (Enlace Christian Television Inc.) has requested a six-month extension of its Silent STA while it builds out its displacement facility on RF channel 30.

Expired, Expiring, Canceled and Dismissed

  • KASW 61.x (27) Phoenix (Nexstar Broadcasting Inc.) has requested dismissal of its experimental STA application for ATSC 3.0 transmissions. The FCC has opened up applications for ATSC 3.0 construction permits.
  • The license for KGRY-LD 21.x Gila River Indian Co. (Gila River Telecommunications LLC) has been canceled per licensee request. Station KGRQ-LD 29.x (21) already covers the area served by KGRY-LD.
  • The major modification amendment for K25QE-D Kingman (Fiberlessnet Inc.) has been dismissed for failure to provide necessary technical information. It is believed that Fiberlessnet no longer exists.
  • A new station from R&D Media Group proposed for channel 35 in Mesquite NV has been dismissed by the FCC for failure to resolve interference issues to K35FS-D and K36FT-D, both of Santa Clara UT.

NextGen TV

  • KAET 8.x Phoenix (Arizona Board of Regents for ASU) has been granted an extension of its Experimental STA, allowing it to continue to supply programming to KFPH-CD to broadcast in ATSC 3.0 format.
  • KNXV-TV 15.x Phoenix (Scripps Broadcasting Holdings LLC) has been granted an extension of its Experimental STA, allowing it to continue to supply programming to KFPH-CD to broadcast in ATSC 3.0 format.
  • KPHO-TV 5.x (17) Phoenix (KPHO Broadcasting Corporation) has been granted an extension of its Experimental STA, allowing it to continue to supply programming to KFPH-CD to broadcast in ATSC 3.0 format.
  • KPNX 12.x Mesa (Multimedia Holdings Corporation) has been granted an extension of its Experimental STA, allowing it to continue to supply programming to KFPH-CD to broadcast in ATSC 3.0 format.
  • KSAZ-TV 10.x Phoenix (NW Communications of Phoenix Inc.) has been granted an extension of its Experimental STA, allowing it to continue to supply programming to KFPH-CD to broadcast in ATSC 3.0 format.
  • KTVK 3.x (24) Phoenix (KPHO Broadcasting Corporation) has been granted an extension of its Experimental STA, allowing it to continue to supply programming to KFPH-CD to broadcast in ATSC 3.0 format.

Because dhett lives in Arizona and does this post about things that are local to him. He regularly posted his monthly TV Station Update on a message board, and when I started up the RabbitEars Blog, I asked if he wanted to cross-post it here as well. He has been doing so ever since.

If others wish to do something similar for their own regions, I'm certainly not opposed.
