• K16FB-D Globe (Unimas Partnership of Phoenix) is silent, due to its parent station, KFPH-CD, broadcasting an ATSC 3.0 signal.
• K19FD Camp Verde (The Camp Verde TV Club) is silent.
• K21GE Camp Verde (The Camp Verde TV Club) is silent.
• K23FZ Camp Verde (The Camp Verde TV Club) is silent.
• K25MK-D Camp Verde (The Camp Verde TV Club) is silent.
• K38IZ-D Phoenix (Spanish Independent Broadcast Network) no longer broadcasts Tuff TV on channel 38.2. After about a month of technical difficulties, Tuff TV suddenly pulled the plug on the network, leaving LPTV stations scrambling for replacement programming. K38IZ first aired a simulcast of RitmoVision on channel 38.2 (without sound) but is now airing a Spanish-language Christian video channel called Alpha - Música de Fe. The channel suffers from an extremely low sound level.
• KVTE-LD 35.x Las Vegas NV (Mountain Ridge Holdings Inc.) has been spotted testing GetTV on channel 35.1. They are expected to return to air on October 15, after a lengthy absence.

Call Sign Changes

• K51IO Bullhead City (Digital Networks - Southwest LLC) has a new call sign and a new city of license following licensing of its digital facilities. The new call sign is K47OC-D and it is now licensed to Las Vegas NV.

Transactions

• KEEN-CD 17.x Las Vegas NV (Christian Television Corporation Inc.) requested and has been granted a pro forma assignment of license to Christian Television of Las Vegas Inc. The non-profit station has made changes to its board, with two members departing and the addition of a new member, Phil Driscoll, presumably the musician known in Christian circles for the past 30 years who has hosted several shows on CTN.

Construction Permits and Special Temporary Authorizations Granted

• KPPX-TV 51.x (31) Tolleson (Ion Media Phoenix License LP) requested and has been granted Special Temporary Authority to operate at reduced power from a standby antenna to facilitate the buildout repack facilities for KTAZ 39.x Phoenix (NBC Telemundo License LLC), a tenant on Ion's tower. KTAZ needs to do structural work and install the channel 29 antenna at the top of the tower. NBC Telemundo has provided the standby antenna for KPPX-TV to use during construction. Technical specifications: Ch 31; TL 33° 20' 3" N, 112° 3' 41" W (South Mtn.); ERP 125 kW directional (1.5° electrical beam tilt); HAAT 513 m.
• KASW 61.x (49) Phoenix (Nexstar Broadcasting Inc.) has been granted Special Temporary Authority to operate at variance from its license in order to complete its buildout on channel 27. It will operate from an antenna located lower on the tower and at reduced power. • KUVE-CD 42.x Tucson (Univision Tucson LLC) requested and has been granted Special Temporary Authority to transition to its post-repack channel on its auxiliary antenna by the November 30 conversion date, then to reconstruct its main antenna for post-repack operations after November 30. Technical specifications (auxiliary site): Ch 36; TL 32° 14' 57" N, 111° 7' 1" W (Tucson Mtns.); ERP 14 kW directional (1.5° electrical beam tilt); HAAT 601 m.
• KVPA-LD 42.x Phoenix (KRCA License LLC) has been granted Special Temporary Authority to vacate the 600 MHz band and to operate from its requested frequency. Technical specifications: Ch 34; TL 33° 19' 57" N; 112° 4' 0" W (South Mtn.); ERP 15 kW directional (2° electrical beam tilt); HAAT 465 m.
• K45LU-D 5.x Window Rock (The Navajo Nation) has been granted a displacement construction permit to vacate the 600 MHz band. Its new call sign will be K33QC-D. • K49ET-D 12.x Many Farms (KOB-TV LLC) has been granted a displacement construction permit to vacate the 600 MHz band. Its new call sign will be K21OD-D. Technical specifications: Ch 21; TL 36° 27' 36" N, 109° 5' 35" W (Roof Butte); ERP 1 kW directional; HAAT 690 m.
• KUWB-LD 30.x (22) Bloomington UT (Nexstar Broadcasting Inc.) has been granted a construction permit to change its coverage contour. KUWB-LD and co-owned K25JS-D 4.x St. George UT share an antenna, but the displacement of K25JS-D in the spectrum repack to channel 23 has required purchase of a new antenna for the site. The two stations must share the antenna at the site as there is no more room for another antenna at the site. If the permit had not been granted, then KUWB-LD would have had to find a different site from which to broadcast. Its new call sign will be K26OV-D and the station is expected to use virtual channel 13, the channel of its parent station, KRQE Albuquerque NM. • K43OT-D 5.x Zuni Pueblo NM (Regents of the U of NM & BofE ABQ NM) has been granted a displacement construction permit to vacate the 600 MHz band. Its new call sign will be K33QD-D. Technical specifications: Ch 33; TL 35° 6' 50" N, 108° 44' 14" W (Black Rock); ERP 1.05 kW directional; HAAT 107 m.

Construction Permits and Special Temporary Authorizations Requested

• KDPH-LD 48.x Phoenix (Community Television Educators Inc.) has requested an amendment to its displacement construction permit to allow it to move to a different tower in the same antenna farm. • KGRQ-LD 29.x Gila River Indian Co (Gila River Telecommunications Inc.) has requested Special Temporary Authorization to relocate and to change channels in advance of KTAZ's move to channel 29. Technical specifications: Ch 21; TL 33° 0' 7" N, 111° 40' 28" W (Sacaton Peak); ERP 15 kW directional; HAAT 416 m.
• K03ID-D Flagstaff (One Ministries Inc.) has requested a modification of its construction permit to move its transmitter to a different location. The station is currently authorized to build on Mormon Mtn. and wishes to move to Mingus Mtn. north site, above Cottonwood, and maximize power from its authorized 0.3 kW. The new location and power increase will greatly increase coverage, but would no longer serve Flagstaff well, with most of the city getting a weak signal from the opposite direction of its other stations. Technical specifications: Ch 3; TL 34° 42' 5" N; 112° 7' 3" W (Mingus Mtn. north site); ERP 3 kW non-directional; HAAT 837 m.
• K30MM-D Gila River Indian Co (Gila River Telecommunications Inc.) has requested a modification to its construction permit, moving its transmitter site from the Gila River Telecommunications office in the Lone Butte Office Park to South Mountain, in preparation for KFPB-LD to use the channel for its displacement facilities. Technical specifications: Ch 30; TL 33° 19' 57" N, 112° 4' 0" W (South Mtn.); ERP 15 kW directional (2.5° electrical beam tilt); HAAT 480 m.
• K43OT-D 5.x Zuni Pueblo NM (Regents of the U of NM & BofE ABQ NM) has amended its displacement application to correct the overall structure height, formerly 5 m, now 30 m.

Canceled, DIsmissed, Expired or Expiring

• The FCC has dismissed the displacement application of K33MD-D Yuma (Broadcast Group Ltd.), who claimed displacement due to causing excessive interference to XHLRT San Luis Rio Colorado, Sonora, Mexico, which operates on RF channel 32, and to a new full-power allotment on channel 33 for San Luis Rio Colorado. The FCC dismissed the displacement application because only stations in the 600 MHz band or displaced by a repacked full service or Class A station are eligible for displacement in this window. KBFY-LP 41 Fortuna had originally intended to request channel 27, but chose channel 2 due to K33MD-D already requesting the channel, and KYPO-LP Tacna having been assigned channel 27. While KYPO's city of license is Tacna, which is not far from KBFY's proposed transmission site, the site specified in its license is actually near Salome, about 75 miles away, so channel 27 is available.
• The FCC has dismissed a Legal STA application from K39KW-D Yuma (Good News Broadcasting Network Inc.) for immediate operational authority on channel 24. The FCC granted the displacement application for channel 24 in August, so the Legal STA is moot.
• The FCC has dismissed an ungranted application by Gila River Telecommunications to build a station at the Stotonic communications site. The channel will be needed by KGRQ-LD, which is being displaced by KTAZ in the repack. It's likely that Gila River Telecommunications requested dismissal of the application.

NextGen TV

• KTVK 3.x (24) Phoenix (KPHO Broadcasting Corporation) requested and has been granted an experimental STA to allow it to broadcast an ATSC 3.0 signal on the lighthouse station KFPH-CD.
• KPHO-TV 5.x (17) Phoenix (KPHO Broadcasting Corporation) requested and has been granted an experimental STA to allow it to broadcast an ATSC 3.0 signal on the lighthouse station KFPH-CD.
• KAET 8.x Phoenix (Arizona Board of Regents for ASU) has been granted an experimental STA to allow it to broadcast an ATSC 3.0 signal on the lighthouse station KFPH-CD.
• KPNX 12.x Mesa (Multimedia Holdings Corporation) has been granted an experimental STA to allow it to broadcast an ATSC 3.0 signal on the lighthouse station KFPH-CD.
• KNXV-TV 15.x Phoenix (Scripps Broadcasting Holdings LLC) has amended its experimental STA request, adding that KNXV-TV and KFPH-CD have entered into a channel sharing agreement, which is expected to bring KNXV's STA request into compliance with the FCC's requirements. The application has been granted.

Spectrum Repack

• Testing period for Repack Phase 1 stations began September 14 and runs until November 30. All remaining 600 MHz full-power and Class A stations in Arizona are in Phase 1:

• Transition Status:
  • KASW 61.x (27) Phoenix (Nexstar Broadcasting Inc) reports that permits were necessary (up until now, it had been reporting that no permits were necessary) and that it has requested and received all necessary permits. The station has not completed construction necessary to begin testing.
  • KHRR 40.x (16) Tucson (NBC Telemundo License LLC) reports no changes in construction status. It has completed all construction necessary for testing and to apply for a license to cover.
  • KPDF-CA 41.x (22) Phoenix (HC2 Station Group Inc) reports ordering a main facility transmitter, which prior was reported as not being necessary. The equipment has not yet arrived, but the station anticipates receiving it in a timely fashion.
  • KTAZ 39.x (29) Phoenix (NBC Telemundo License LLC) reports that it has not completed all in-building (equipment) work. It had reported completion in 2Q2018.
  • KUVE-CD 42.x (36) Tucson (Univision Tucson LLC) reports having received all new broadcast equipment necessary to begin construction and completion of all in-building (equipment) work. There is now a new auxiliary antenna system, which has been completed and is in the process of testing. The station plans to commence interim post-transition operations on the auxiliary system at the November 30 cutover and shut down the primary facility for conversion. Once the primary facility is converted to post-transition operation, then it will move operations to the primary facility.
  • KUVE-DT 46.x (34) Green Valley (Univision Tucson LLC) reports having completed all construction necessary for testing its post-transition operations.
  • KWBA-TV 58.x (21) Sierra Vista (Scripps Broadcasting Holdings LLC) reports that its tower work commenced September 20 and is anticipated to be completed by October 10.
• Stations stil awaiting displacement construction permits:
  • KBFY-LP 41 Fortuna, to channel 2.
  • KDFQ-LP 47 Prescott, to channel 27.
  • KEJR-LD 40.x Phoenix, to channel 32.

Due to the short time window in which to be approved for and to build out post-transition facilities, there is a growing risk that the station will need to go dark for a period of time.
  • KTVP-LD 22.x Phoenix, to channel 23. Due to the short time window in which to be approved for and to build out post-transition facilities, there is a growing risk that the station will need to go dark for a period of time. There may be minimal impact to its programming, however, as one of the seven subchannels is currently dark, another three are already duplicated on channels co-owned by HC2 Station Group, and there is room on the other HC2 Station Group stations in town to accommodate the three remaining programming streams.
