Arizona TV Station Update - March 2018

New Licenses

  • KMCC 34.x (32) Laughlin NV (Entravision Holdings LLC) has applied for a license to cover its Distributed Transmission System (DTS). Site 1 technical specifications: Ch 32; TL 35° 39' 7" N, 114° 18' 44" W (White Hills); ERP 1000 kW directional (1° electrical beam tilt); HAAT 607 m. Site 2 technical specifications: Ch 32; TL 35° 56' 46" N, 115° 2' 37" W (Black Mtn. Arden Site); ERP 4.4 kW directional (1.5° electrical beam tilt); HAAT 557 m.

Programming Changes

  • KPNX 12.x Mesa (Multimedia Holdings Corporation) has added a new subchannel to act as host for KFPH-CD's getTV, using virtual channel 35.3.
  • KNXV-TV 15.x Phoenix (Scripps Broadcasting Holdings LLC) has added a new subchannel to act as host for KFPH-CD's Escape, using virtual channel 35.4.
  • KTVW-DT 33.x Phoenix (KTVW Partnership GP) has added a new subchannel to act as host for KFPH-CD's Unimás, using virtual channel 35.1, even though it already had the Unimás simulcast on virtual channel 33.2.
  • KFPH-CD 35.x Phoenix (Unimas Partnership of Phoenix) converted to broadcasting in ATSC 3.0 shortly after midnight on April 6. Its ATSC 1.0 broadcast of Unimás programming has been available on KTVW-DT channel 33.2 and will continue to be, but is also on a new subchannel of KTVW labeled as channel 35.1. Its ATSC 1.0 simulcast of Univision programming on channel 35.2 is already available on KTVW-DT channel 33.1. Its ATSC 1.0 broadcast of getTV is being hosted on a new subchannel of Pearl TV consortium member KPNX 12.x Mesa, but retaining virtual channel 35.3, and its ATSC 1.0 broadcast of Escape is being hosted on a new subchannel of Pearl TV consortium member KNXV-TV 15.x Phoenix, but retaining virtual channel 35.4.
  • KTVP-LD 22.x Phoenix (HC2 LPTV Holdings, Inc.) has dropped AlmaVision programming from channel 22.5. The channel description reads, "Available".
  • KPDF-CA 41.x Phoenix (HC2 Network, Inc.) has dropped LifeHacks DRTV programming from channel 41.3.
  • KPHE-LD 44.x (16) Phoenix (Lotus TV of Phoenix LLC) temporarily replaced Telemax programming on channel 44.2 with infomercials, but by the end of the month, Telemax was back and looking better than before.
  • KINC 15.x (16) Las Vegas NV (Entravision Holdings LLC) has added the Stadium diginet on channel 15.3 and a Spanish-language audio network on channel 15.5.
  • KHDF-CA 19.x Las Vegas NV (HC2 Network, Inc.) has changed channel 19.3 from an Azteca America simulcast to Tele Antenna TV, a Spanish-language channel.
  • KEGS-LD 30.x (24) Las Vegas NV (HC2 LPTV Holdings, Inc.) seems to have dropped Majestad TV from channel 30.1 due to problems, and has replaced Asian Culture TV on channel 30.6 with NRB programming and has launched channel 30.7, which for now only displays color bars.

  • KEEN-CD 17.x Las Vegas NV (LeSEA Broadcasting Corporation) has received approval from the FCC for its assignment of license to Christian Television Corporation, Inc.
  • KKRP-LD 13.x (46) St. George UT and K43CC-D 13.x Santa Clara UT (KSTU License LLC) are requested to be transferred to the Sinclair Divestiture Trust, along with parent station KSTU Salt Lake City UT, as part of Sinclair's attempt to buy television stations owned by Tribune Media. The application is in most respects identical to a similar application that Sinclair filed with the FCC in February. That application was dismissed.

Construction Permits and STAs Granted

  • KTAZ 39.x (29) Phoenix (NBC Telemundo License LLC) has been granted an amended modification to its post-transition construction permit, allowing it to increase broadcast power. Technical specifications: Ch 29; TL 33° 20' 3" N, 112° 3' 40" W (South Mtn.); ERP 595 kW directional (1.2° electrical beam tilt); HAAT 545 m.
  • KHRR 40.x (16) Tucson (NBC Telemundo License LLC) has been granted a modification of its post-transition construction permit, allowing it to increase broadcast power. Technical specifications: Ch 16; TL 32° 14' 56" N, 111° 6' 59" W (Tucson Mtn.); ERP 396 kW directional (0.75° electrical beam tilt); HAAT 622 m.
  • KUVE-DT 46.x (34) Green Valley (Univision Tucson LLC) has been granted a modification of its post-transition construction permit, allowing it to increase broadcast power. Technical specifications: Ch 34; TL 32° 24' 54" N, 110° 42' 58" W (Mt. Bigelow); ERP 185 kW directional (1.8° electrical beam tilt); HAAT 1124 m.
  • KASW 61.x (27) Phoenix (Nexstar Broadcasting Inc.) has been granted two modifications to its post-transition construction permit. The first modification authorized 1000 kW ERP, but studies determined that the antenna would not produce enough gain for 1000 kW, so the permit was modified to specify an ERP of 445 kW. Technical specifications: Ch 27; TL 33° 20' 1" N, 112° 3' 47" W (South Mountain); ERP 445 kW directional (0.95° electrical beam tilt); HAAT 552 m.
  • KFPH-CD 35.x Phoenix (Unimas Partnership of Phoenix) requested and has been granted an Experimental STA to broadcast in ATSC 3.0 format. The experimental authority was granted effective March 31, 2018 and is valid for one year. There is no expectation of renewal at this time. Technical specifications: Ch 35; TL 33° 20' 0" N, 112° 3' 49" W (South Mountain); ERP 15 kW directional; HAAT 491 m.
  • K42IQ-D Flagstaff (The Edge Spectrum Inc.) requested and has been granted an extension of its modified STA to operate on channel 21.
  • K48AY-D 10.x Kingman (Mohave County Board of Supervisors) was granted an STA to move out of the 600 MHz band before the LPTV filing period. Callsign of the authorized station will be K29LO-D. Technical specifications: Ch 29; TL 35° 4' 53" N, 113° 54' 17" W (Hualapai Mtn. Hayden Peak); ERP 0.94 kW directional (1° electrical beam tilt); HAAT 1085 m.
  • KSNV 3.x (22) Las Vegas NV (KUPN Licensee LLC) has been granted an Experimental STA to test ATSC 3.0 broadcasts on channel 45 until April 27. Technical specifications: Ch 45; TL 36° 0' 27" N, 115° 0' 27" W (Black Mtn. main site); ERP 75 kW directional (0.8° electrical beam tilt); HAAT 383 m.

  • K28OA-D 3.x Cottonwood had amended its STA to add a statement on revoked/denied applications.
  • K29LM-D 5.x Cottonwood had amended its STA to add a statement on revoked/denied applications.
  • K38AI-D 3.x (28) Cottonwood (KPHO Broadcasting Corporation) has requested a six-month extension of its STA to operate on channel 28 with call sign K28OA-D.
  • K40AD-D 5.x (29) Cottonwood (KPHO Broadcasting Corporation) has requested a six-month extension of its STA to operate on channel 29 with call sign K29LM-D.
  • K50HU-D 5.x (17) Flagstaff (KPHO Broadcasting Corporation) has requested a six-month extension of its STA to operate on channel 17 with call sign K17MO-D.
  • K49AS-D 2.x Santa Clara UT (KUTV Licensee LLC) has requested a displacement STA to move to a channel below 600 MHz, having received a 120-day notification letter from T-Mobile. Technical specifications: Ch 29; TL 37° 9' 19" N, 113° 53' 0" W (West Peak); ERP 0.15 kW directional; HAAT 1086 m.

Expired, Expiring, Canceled and Dismissed

  • KTVW-DT 33.x Phoenix (KTVW License Partnership, GP) applied for an Experimental STA to act as host for KFPH-CD programming in ATSC 1.0 format so that KFPH could transition to ATSC 3.0 format broadcasts. The station withdrew the request after learning that an STA was not necessary, and the FCC dismissed the request.

Spectrum Repack

  • KPDF-CA 41.x (22) Phoenix (HC2 Network Inc.), working with American Towers, owner of the tower from which it broadcasts, has requested the necessary permits for its post-transition facility.
  • K43FO-D (36) Las Vegas NV (HC2 Station Group Inc.) has determined that it requires permits for its post-transition facility and has requested them. Local permits are still pending approval. Structural tower studies were begun and have been completed. The station has placed orders for an antenna, transmitter, and a mask filter and/or RF combiner, and has received them. Tower work has not yet been scheduled pending receiving approval of local permits and availability of tower crew. The station reports that it no longer has issues that need to be addressed before it can construct post-transition facilities.
  • The LPTV Displacement Filing Window will open April 10, 2018, for operational stations either in the 600 MHz band, or displaced by a repacked station. Stations viewable in Arizona that are displaced by repacked stations have until November 30, 2018, to transition to a new channel or go dark, but may need to do so by September 14, 2018, the start date for testing. 600 MHz stations have until July 3, 2020, or 120 days following notification from the wireless carrier who will use the spectrum, whichever occurs earliest. - KWBA 58.x (21) Sierra Vista (Scripps Broadcasting Holdings LLC) reports that necessary tower work has been scheduled for May 2018.
- KASW 61.x (27) Phoenix (Nexstar Broadcasting Inc.) reports completion of tower studies.
- KBLR 39.x (20) Las Vegas NV (Telemundo Las Vegas License LLC) reports no changes in its transition status. The station has completed all work and is awaiting the beginning of testing in mid-September 2018.
