Arizona TV Station Update - February 2018

Programming changes

  • KGUN-TV 9.x Phoenix (Scripps Broadcasting Holdings) has added Bounce TV on channel 9.4. The new subchannel is also seen on co-owned translator K16EO-D 9.x in the Marana - Oro Valley area.
  • K21GE Camp Verde (The Camp Verde TV Club, Inc.) has returned to air, rebroadcasting KNXV-TV 15.1 Phoenix.

Transactions

  • KKRP-LD 13.x (46) St. George UT and K43CC-D 13.x Santa Clara UT (KSTU License LLC), as part of a larger transaction involving parent station KSTU Salt Lake City, is being assigned from Tribune Media Company to the Sinclair Divestiture Trust. KSTU is being placed into the trust in order to remove it from the list of assets under Sinclair control if their acquisition of Tribune were to be approved. The intent would be to sell KSTU and its translators to a third party; however, the stations could come back under Sinclair control should the ownership cap be increased beyond the current 39% of TV homes nationwide.

Construction permits and STAs granted

  • KUVE-CD 42.x Tucson (Univision Tucson LLC) was granted a modification of its post-transition construction permit, requesting maximization of facilities. Technical specifications: Ch 36; TL 32° 14' 56" W (Tower Mtn.); ERP 15 kW directional (1.5° electronic beam tilt); HAAT 596 m.
  • K41FT-D 5.x Kingman (Mohave County Board of Supervisors) was granted an STA to move out of the 600 MHz band before the LPTV filing period. Callsign of the authorized station will be K18LZ-D. Technical specifications: Ch 18; TL 35° 4' 53" N, 113° 54' 17" W (Hualapai Peak); ERP 1.26 kW directional; HAAT 1080 m.
  • K49GE-D 8.x Kingman (Mohave County Board of Supervisors) was granted an STA to move out of the 600 MHz band before the LPTV filing period. Callsign of the authorized station will be K33OD-D. Technical specifications: Ch 33; TL 35° 4' 53" N, 113° 54' 17" W (Hualapai Peak); ERP 1 kW directional; HAAT 1085 m.
  • K49HP Camp Verde (The Camp Verde TV Club) requested and has been granted an STA to move out of the 600 MHz band and flash cut to digital. The station is immediately displaced by T-Mobile's intended rollout of 600 MHz service in Yavapai County on April 2. The FCC has assigned call sign K32ME-D to the requested facilities. Technical specifications: Ch 32; TL 34° 28' 13" N, 111° 52' 24" W (Squaw Peak); ERP 0.122 kW directional; HAAT 670 m.
  • K50CY-D 12.x Kingman (Mohave County Board of Supervisors) was granted an STA to move out of the 600 MHz band before the LPTV filing period. Callsign of the authorized station will be K35MX-D. Technical specifications: Ch 35; TL 35° 4' 53" N, 113° 54' 17" W (Hualapai Peak); ERP 0.98 kW directional; HAAT 1085 m.
  • Fan Vision Entertainment LLC requested and was granted Special Temporary Authority to operate a low power TV station from February 23 - 26 on RF channel 44 from Wild Horse Race Track (formerly Firebird Raceway) during the NHRA Arizona Nationals, held February 23 - 25. The station was assigned temporary call sign K44ST-D and was licensed to Chandler. Technical specifications: Ch 44; TL 33° 16' 10" N, 111° 58' 14" W; ERP 0.075 kW non-directional; Ht 19 m AGL.
  • Fan Vision Entertainment LLC requested and was granted Special Temporary Authority to operate a low power TV station from March 8 - 12 on RF channel 44 from ISM Raceway (formerly Phoenix International Raceway) during the NASCAR events to be held March 10 - 11. The station has been assigned temporary call sign K44ST-D and will be licensed to Avondale. Technical specifications: Ch 44; TL 33° 22' 28" N, 112° 18' 39" W; ERP 0.075 kW non-directional; Ht 19 m AGL.
  • Fan Vision Entertainment LLC requested and was granted Special Temporary Authority to operate a low power TV station from March 1 - 5 on RF channel 49 from Las Vegas Motor Speedway during the Spring NASCAR Weekend events to be held March 2 - 4. The station has been assigned temporary call sign K49ST-D and will be licensed to Las Vegas. Technical specifications: Ch 49; TL 36° 16' 18" N, 115° 0' 39" W; ERP 0.075 kW non-directional; Ht 13 m AGL.
  • Fan Vision Entertainment LLC requested and was granted Special Temporary Authority to operate a low power TV station from April 4 - 9 on RF channel 49 from Las Vegas Motor Speedway during the DENSO Spark Plugs NHRA Nationals to be held April 6 - 8. The station has been assigned temporary call sign K49ST-D and will be licensed to Las Vegas. Technical specifications: Ch 49; TL 36° 16' 18" N, 115° 0' 39" W; ERP 0.075 kW non-directional; Ht 13 m AGL.
  • KDFQ-LP 25 Prescott (HC2 Network Inc.) requested and was granted a silence STA until August 15.
  • K17JQ St. George UT (The Edge Spectrum, Inc.) requested and was granted a Silence STA until August 9. The station has been unable to secure an agreement to remain at the current location.
  • K40KZ St. George UT (The Edge Spectrum, Inc.) requested and was granted a Silence STA until August 9. The station has been unable to secure an agreement to remain at the current location.

Construction permits and STAs requested

  • KTAZ 39.x (29) Phoenix (NBC Telemundo License LLC) has filed an amendment to its repack construction permit. Tower studies revealed the center of radiation to be 5.6 meters lower than originally documented; the amendment is to correct the record. Technical specifications: Ch 29; TL 33° 20' 3" N, 112° 3' 40" W (South Mountain); ERP 595 kW directional (1.2° electrical beam tilt); HAAT 544.7 m.
  • KSNV 3.x (22) Las Vegas NV (KUPN Licensee LLC) has requested an experimental STA to operate ATSC 3.0 facilities, which will multiplex the signals of KSNV and KVCW. Orignally requesting to operate facilities at up to 1000 kW over a six-month period, as it had in the past, Sinclair amended its request in order to expedite processing, deferring to the preference of the Media and Wireless Telecommunications Bureau. The new proposed window of operation is March 5 - April 27, which will encompass the National Association of Broadcasters (NAB) Show, scheduled for April 7 - 12. Technical specifications: Chs 25 and/or 45; TL 36° 0' 27" N, 115° 0' 27" W (Black Mtn.); ERP 75 kW directional (0.8° electrical beam tilt); HAAT 382.9 m.
  • K40JM-D Kanab UT (Western Kane County Special Service District #1) has requested an extension of its STA to move to channel 33. The current STA expires March 6.

Canceled, Denied, Dismissed, Expired or Expiring

  • KCOS-LP 28 Phoenix (Aracelis Ortiz) has had its flash cut application dismissed due to unacceptable interference predicted to K28MO-D Gila River Indian Community.

Spectrum Repack

  • K39IT-D 10.x Flagstaff (NW Communications of Phoenix, Inc.) has transitioned to channel 26.
  • The FCC has announced the filing window for displaced LPTV stations to request a different channel. Displaced stations are either those displaced by full-power or Class A stations being assigned their frequency in the spectrum repack, or those broadcasting in the 600 MHz band. The filing window will open April 10, 2018 and will close May 15, 2018. Arizona stations being displaced by full-power or Class A stations have until November 30, 2018, to either transition to a new channel, or to go dark. Stations on channel 38 or above with an interference contour reaching either Yavapai or Coconino Counties in Arizona have until April 2 to transition or go dark, and most have already secured temporary authority and transitioned.

And while we're correcting screw-ups, K39FC-D East Flagstaff changed to channel 26. K39IT-D is the Fox 10 translator in Prescott and changed to channel 25 a couple months ago.

This past weeks saw Las Vegas get a duplicate feed of Stadium show up on KINC-15.. That network now airs on both KSNV 3.3 and KINC 15.3. KINC also launced a 15.5 with an audio feed of one the the Vegas Hispanic FM stations.

Up the dial on KHDF-19, that station flipped their 19.3 from a 3rd feed of Aztecca to the newly local launch of Tele Antenna TV, an Hispanic religious broadcaster.

Moving further up the dial, KEGS-30 had been off the air afetr suffering some power issues, but came back on Monday. With the power restoration, 30.1, which has been colorbars for about a month after the sudden cancellation of Majistad, changed their PSIP to KEGS-LD, erasing any trace of Majistad. KEGS 30.6 changed from Asian Culture TV to NRB. But that station seems to have the same programming, but emphasizes the national NRB network perhaps more. Next door, KEGS launched yet another colorbar channel on their 30.7 under the KEGS-LD PSIP name.

KGNG-47 has had numerous pesky problems that past several weeks with several of their sub-channels. But that's norhing new for KPVT-2 and KHMP-18, wher that is almost a daily happening.

What's "Punch TV"? Zap2it lists it in our Phoenix OTA market, K25DMD2 I can't find any information on this network (antenna aiming, signal strength) their website is pretty sparse, doesn't look as it they update their website at all.

I don't put any stock in Zap2It's listings.

Punch TV aired very briefly on Ch. 25.2, launching in January 2013, and lasting about 2 months. The diginet was aimed at the Black community, much like Bounce TV is today, but was supposed to focus on original programming.

As of today (4/6), KFPH-CD 35 Phoenix is now an ATSC 3.0 test station. ATSC 1.0 feeds of 35.1, 35.2, and 35.3 are now on the RF channels of KTVW-DT, KPNX, and KNXV-TV, respectively.

Did they change? Shortly after midnight this morning, KPNX was hosting getTV as channel 35.3 and KNXV was hosting Escape as channel 35.4.

Yes, ATSC 3 is now broadcasting on channel 35. I haven't done a rescan since so when I once could reliably receive 35.3, I can't anymore. I don't think the station's know what's being broadcasted since they don't have compatible tuners yet.

At the same time, I lost the ability to receive KFPB-LD 50.x channels. They've never really been reliable where I'm located but without changing my antenna settings, I get a "weak signal" message.

I did a rescan, and still saw 35.1, 35.3, and 35.4, so other RF sources are now hosting them as you mentioned. I didn't save the rescan results for the hope I can receive the 50.x channels again.
