Arizona TV Station Update - January 2018

Programming changes

  • KMSB 11.x Tucson (Sander Operating Company V LLC) has added new diginet Quest TV on channel 11.4.
  • KPNX 12.x Mesa (Multimedia Holdings Corporation) has added new diginet Quest TV on channel 12.4.
  • K21GE Camp Verde (The Camp Verde TV Club) has returned to service after having suffered a lightning strike to its satellite dish receiver. Although the receiver is still out of commission, the club's Vice President was able to install a digital demodulator, allowing the station to receive Phoenix TV signals, so where K21GE formerly broadcasted a satellite feed of 3ABN, it is now a rebroadcaster for KNXV-TV 15.1 Phoenix.
  • KFPB-LD 50.x Phoenix (Globe LPTV LLC) has replaced Festiva shopping on channel 50.5 with Shop TV, the shopping channel it formerly aired on that subchannel, and has swapped positions of two of its subchannels, with TeleVida Abundante moving from 50.1 to 50.8 and Nuestra Vision moving from 50.8 to 50.1.
  • KPVT-LD 2.x (27) Las Vegas NV (DNV Spectrum Holdings LLC) has dropped Moxie from channel 2.5 in favor of a combination of 3ABN Kids, Smart Lifestyle TV and 360 HLN.
  • KGNG-LD 47.x (48) Las Vegas NV (King Kong Broadcasting, Inc.) has replaced Rev'n on channel 47.6 with color bars.
  • KLSV-LD 50.x Las Vegas NV (Biltmore Broadcasting Las Vegas, Inc.) has added Festiva Music on channel 50.999.

  • KMOH-TV 6.x (19) Kingman (Hero Licenseco LLC) has been sold to HC2 Station Group, Inc., pending approval by the FCC.
  • The sale of KPDF-CA 41.x Phoenix (Northstar Phoenix License LLC) to HC2 Network, Inc., has been approved by the FCC.
  • The pro forma transfer of K18JL-D 25.x Phoenix (HC2 LPTV Holdings, Inc.) to HC2 Holdings 2, Inc., has been approved by the FCC and has been consummated.
  • The sale of K21CX-D Tucson (Ventana Television, Inc.) from HSN, Inc. to Liberty Interactive Corporation as part of a merger between Liberty Interactive Corporation, Liberty Horizon, Inc. and HSN, Inc., has been consummated.
  • The pro forma transfer of KTVP-LD 22.x Phoenix (HC2 LPTV Holdings, Inc.) to HC2 Holdings 2, Inc., has been approved by the FCC and has been consummated.
  • KEJR-LD 40.x Phoenix (Hero Licenseco LLC) has been sold to HC2 Station Group, Inc., pending approval by the FCC.
  • The sale of KDFQ-LP 47 Prescott (Northstar Prescott License II LLC) to HC2 Network, Inc., has been approved by the FCC.
  • The sale of KMCC 34.x (32) Laughlin NV (Cranston Acquisition LLC) to Entravision has been consummated.
  • KEEN-CD 17.x Las Vegas NV (LeSea Broadcasting Corporation) has been sold to Christian Television Corporation, Inc., pending approval by the FCC.
  • The sale of KHDF-CD 19.x Las Vegas NV (Northstar Las Vegas License LLC) to HC2 Network, Inc., has been approved by the FCC.
  • The pro forma transfer of KNBX-CD 31.x (14) Las Vegas NV (HC2 LPTV Holdings, Inc.) to HC2 Holdings 2, Inc., has been approved by the FCC and has been consummated.
  • The sale of K43FO-D Las Vegas NV (Three Angels Broadcasting Network, Inc.) to HC2 Station Group, Inc., has been consummated.
  • The pro forma transfer of KVPX-LD 28.x Las Vegas NV (HC2 LPTV Holdings, Inc.) to HC2 Holdings 2, Inc., has been approved by the FCC and has been consummated.
  • The pro forma transfer of KEGS-LD 30.x (24) Las Vegas NV (HC2 LPTV Holdings, Inc.) to HC2 Holdings 2, Inc., has been approved by the FCC and has been consummated.
  • The sale of the construction permit for K33MB-D Laughlin NV (Cranston Acquisition LLC) to Entravision has been consummated. K33MB, an unbuilt translator for KMCC, is intended to provide fill-in service for parts of the Mohave Valley that are terrain blocked from the main KMCC signal.
  • The sale of K16DS-D 8.x St. George UT (West American Finance Corp.) to TV-49, Inc., has been consummated. K16DS is a translator for KCSG Cedar City UT, which was the lead station in the assignment of license.
  • The sale of K27MQ-D 8.x St. George UT (West American Finance Corp.) to TV-49, Inc., has been consummated. K27MQ is a translator for KCSG Cedar City UT, which was the lead station in the assignment of license.

Construction permits and STAs granted

  • KHRR 40.x Tucson (NBC Telemundo License LLC) requested and has been granted authorization to construct an interim facility on a nearby tower so that the station can continue operating on channel 40 while the main facility is offline for conversion to channel 16 during repack testing and deployment. Technical specifications: Ch 40; TL 32° 14' 57" N, 111° 7' 1" W (Tucson Mtns.); ERP 273.7 kW directional (1.5° electrical beam tilt); HAAT 601 m.
  • KPHE-LD 44.x (16) Phoenix (Lotus TV of Phoenix LLC) has been granted a construction permit to alter their antenna pattern to send less signal to the southeast valley, removing expected unacceptable interference to the new RF 16 signal of KHRR 40.x Tucson, expected to launch November 30.
  • K18JL-D 25.x Phoenix (HC2 LPTV Holdings, Inc.) has been granted a construction permit to maximize its low-power signal. Technical specifications: Ch 18; TL 33° 19' 58" N, 112° 3' 59" W (South Mountain); ERP 15 kW directional; HAAT 458 m.
  • K47IK Camp Verde (The Camp Verde TV Club) has filed a displacement application to convert to digital operations on an in-core channel. The station carries PBS programming from KAET Phoenix, so The Camp Verde TV Club may have received financial assistance from T-Mobile, which has committed to helping low power PBS stations in the 600 MHz band that have been displaced. The station has been given the call sign K30OI-D, so a grant is likely. Technical specifications: Ch 30; TL 34° 28' 13" N, 111° 52' 24" W (Squaw Peak); ERP 0.122 kW directional (3° mechanical beam tilt); HAAT 670 m.

Applications and Special Temporary Authorizations (STAs) requested

  • K41FT-D 5.x Kingman (Mohave County Board of Supervisors) has requested an STA to move out of the 600 MHz band before the LPTV filing period. The station received notice from T-Mobile that its operations could cause unacceptable interference to their planned 600 MHz operations in PEA 180 (Coconino and Yavapai Counties), now postponed to April 2. The application is likely to be granted by the FCC, as they have assigned a call sign of K18LZ-D. Technical specifications: Ch 18; TL 35° 4' 53" N, 113° 54' 17" W (Hualapai Peak); ERP 1.26 kW directional; HAAT 1080 m.
  • K48AY-D 10.x Kingman (Mohave County Board of Supervisors) has requested an STA to move out of the 600 MHz band before the LPTV filing period. The station received notice from T-Mobile that its operations could cause unacceptable interference to their planned 600 MHz operations in PEA 180 (Coconino and Yavapai Counties), now postponed to April 2. The application is likely to be granted by the FCC, as they have assigned a call sign of K35MX-D. Technical specifications: Ch 35; TL 35° 4' 53" N, 113° 54' 17" W (Hualapai Peak); ERP 0.98 kW directional; HAAT 1085 m.

Spectrum Repack

  • All full power and Class A stations in Arizona and Southern Nevada that are changing channels have filed their 4Q 2017 Transition Status Reports:
    • KTAZ 39.x Phoenix (NBC Telemundo License LLC) has requested the necessary permits, which are still under review by the City of Phoenix. Structural tower studies have now been completed and tower work will be scheduled once the permit process is complete. All necessary work is expected to be completed in time to meet construction deadline.
    • KHRR 40.x Tucson (NBC Telemundo License LLC) has completed its structural tower studies, and is now reporting that a new main facility transmitter will not be required. All necessary work is expected to be completed in time to meet construction deadline.
    • KPDF-CA 41.x Phoenix (Northstar Phoenix License LLC) is still working with its landlord and American Tower, owner of its tower, for the necessary permits. It has completed tower studies and has placed and order for a new main studio antenna and mask filter. Tower modification is no longer deemed necessary. All necessary work is expected to be completed in time to meet construction deadline.
    • KUVE-CD 42.x Tucson (Univision Tucson LLC) has begun structural tower studies and has placed an order for a main tower antenna. All necessary work is expected to be completed in time to meet construction deadline.
    • KUVE-DT 46.x Green Valley (Univision Tucson LLC) still has not ordered a mask filter for its main facility, anticipates receiving it in time to meet construction deadlines. No other work is reported to be necessary.
    • KPPX-TV 51.x (31) Tolleson (America 51, LP) reports that its transition is complete, as the FCC has modified its post-auction facilities to be its current RF channel 31 facilities, and has granted the station a license to cover on its current facilities.
    • KWBA 58.x (44) Sierra Vista (Scripps Broadcasting Holdings LLC) has placed orders for a main facility antenna, transmitter, transmission line and mask filter. The equipment has not yet been received but the station anticipates receiving it in time to meet construction deadlines. Necessary tower work has been tentatively scheduled, but the station is still waiting on finalizing of requirements for modifications.
    • KASW 61.x (49) Phoenix (Nexstar Broadcasting, Inc.) now reports needing FAA approval for its post-auction facility but has not yet requested it. Structural tower studies are still in progress.
    • KBLR 39.x (40) Paradise NV (Telemundo Las Vegas License LLC) has ordered its main facility transmitter and has received all equipment ordered. All necessary construction has been completed both on its main facility and auxiliary facility and the station reports being ready to begin testing.
    • K43FO-D Las Vegas NV (HC2 Station Group, Inc.) reports no progress being made during the 4th quarter of 2017. While no approvals, permits or RF studies are necessary, structural tower studies will be required, but have not yet been started. The station needs a main facility antenna, transmitter and mask filter, and will be moving to a new tower, which will require substantial modification. Nevertheless, the station believes that it can complete construction on time.
  • T-Mobile has delayed implementation of its 600 MHz operations in PEA 180 (Coconino and Yavapai Counties) until April 2, giving LPTV stations extra time that have not yet transitioned to frequencies below channel 37.

The STAs for K41FT-D, K49GE-D and K50CY-D have been granted. K48AY-D is still pending, possibly due to interference concerns to KVCW 33.x (29) Las Vegas NV.

No displacement or silence STA application has been filed by K44DK-D 15.x Kingman yet.
