Arizona TV Station Update - September 2023

New Licenses

  • KAZS 27.x Yuma (Gray Television Licensee LLC) requested and has been granted a license to cover its original construction permit, as amended. Technical specifications: Ch 27; TL 33° 3' 2" N, 114° 49' 41" W (Black Mtn.); ERP 100 kW H / 30 kW V DA 0.75° EBT; HAAT 434 m / 1423 ft.
  • KAZF 32.x Flagstaff (Gray Television Licensee LLC) requested and has been granted a license to cover its original construction permit, as amended. Technical specifications: Ch 32; TL 34° 58' 8" N; 111° 30' 31" W (Mormon Mtn.); ERP 100 kW H / 30 kW V DA 1° EBT; HAAT 433 m / 1421 ft.
  • K06QW-D Sentinel (Lowcountry 34 Media LLC) requested and has been granted a license to cover its relocation to Gila Bend. A recent visit to Gila Bend did not find the station on air. Technical specifications: Ch 6; TL 32° 56' 42" N, 112° 43' 32" W (510 E. Pima St.); ERP 0.9 kW H DA; HAAT -26 m / -85 ft (6 m / 20 ft) AGL.

Programming Changes

  • Scripps Sports has been announced as the new broadcast home of the NHL Arizona Coyotes for the 2023-24 season, allowing them to broadcast games that are not nationally-televised. Only one of the 82 2023-24 Coyotes games is scheduled to be nationally televised, a Dec. 21 matchup on ESPN+, so the other 81 games will be shown on KNXV-TV channel 15.2 in Phoenix and KGUN-TV channel 9.2 in Tucson, pre-empting Antenna TV programming in Phoenix and Laff programming in Tucson. Scripps-owned Salt Lake City UT stations KUPX channel 16.1 (Independent) and KSTU channel 13.2 (Antenna TV) will also split the Coyotes games. No KUPX translators serve Arizona, but KSTU translators are on air in Kanab UT and St. George UT that can be viewed in Arizona.
  • KVOA 4.x Tucson (Tucson TV License Company) no longer airs DABL programming on channel 4.4. The subchannel still appears in the Virtual Channel Table, but no data packet is being transmitted for that address; the channel is blank.
  • KAZS 27.x Yuma (Gray Television Licensee LLC) signed on during the week of 9/17, according to the azfamily.com website. The station is confirmed to be airing AZ Family Sports, and Titan TV indicates that the station is a simulcast of KPHE-LD Phoenix.
  • KAZF 32.x Flagstaff (Gray Television Licensee LLC) signed on 9/26, according to the azfamily.com website. The station is confirmed to be airing AZ Family Sports, and Titan TV indicates that the station is a simulcast of KPHE-LD Phoenix.
  • KUVE-DT 46.x (34) Green Valley (Univision Tucson LLC) has added DABL on channel 46.6. The subchannel was not added to KUVE-CD.
  • KFPB-LD 31.x (30) Gila River Indian Co (Globe LPTV LLC) has moved The Walk from channel 31.7 to channnel 31.3, has replaced iSports on channel 31.6 with Newsmax 2, and The Walk on channel 31.7 with One America Network.
  • KDVD-LD 50.x (25) Globe (Globe LPTV LLC) has replaced GEB TV on channel 50.5 wi infomercials, and Stadium on channel 50.6 with a general entertainment channel called AWE Encore. AWE stands for A Wealth of Entertainment.
  • K35OU-D 21.x Tucson (Ventana Television Inc.) has replaced DABL on channel 21.6 with QVC Fashion Finds.
  • KVCW 33.x (29) Las Vegas NV (KUPN Licensee LLC) is planning to replace Stadium with a new Sinclair-owned diginet called The Nest, effective October 30. The Nest advertises that it will be airing "'comfort food programming,' with home improvement, true crime, reality and celebrity-driven shows."
  • XHNSS-TDT 8.x (31) Nogales Son. (Mario Gustavo de la Fuente Manríquez) is confirmed to be airing Imagen network programming.

Transactions

  • KVPA-LD 42.x (34) Phoenix (Estrella Television Licensee LLC) has been bought, along with a San Diego-area LPTV station, for $3 million, by Bridge News LLC, producers of NewsNet. The transaction is pending FCC approval. It is very likely that Bridge News will place NewsNet on channel 42.1, but whether the station will continue to air Estrella TV and Estrella News is unknown.
  • The sale of K08QN-D and K34QY-D Golden Valley (Lowcountry 34 Media LLC) to Bridge News LLC has been approved by the FCC. The transaction has been consummated.

Construction Permits and Special Temporary Authorizations Granted

  • KAZS 27.x Yuma (Gray Television Licensee LLC) requested and was granted a modification to its construction permit, allowing it to move to a nearby location, to lower its antenna height, and to change to a different antenna. Technical specifications: Ch 27; TL 33° 3' 2" N, 114° 49' 41" W (Black Mtn.); ERP 100 kW H / 30 kW V EP DA (0.75° EBT); HAAT 434 m / 1,423 ft.
  • K06QW-D Sentinel (Lowcountry 34 Media LLC) has been granted a construction permit to relocate to, and change its city of license to, Gila Bend, 29 miles to the east, with its antenna on a tower near the center of town. The station was part of the 2009 Rural LPTV Station allotment which specifies that it must be no closer than 121 km (75 mi) from the Phoenix reference point of 33° 27' 12" N, 112° 4' 28" W. Gila Bend is only 83 km (52 mi) from Phoenix, but is terrain-shielded from Phoenix and cannot receive any Phoenix television station, so it was able to meet the criteria for a rural location. Technical specifications: Ch 6; TL 32° 56' 42" N, 112° 43' 32" W (510 E. Pima St.); ERP 0.9 kW H DA; HAAT -26 m / -85 ft (6 m / 20 ft) AGL.
  • KVCW 33.x (29) Las Vegas NV (KUPN Licensee LLC) has been granted an extension of its STA.
  • KGHD-LD 6.x Las Vegas NV (Obidia Porras) has been granted an STA extension, allowing it to continue to broadcast an ATSC 3.0 television signal with an analog FM carrier at 87.75 MHz.

Construction Permits and Special Temporary Authorizations Requested

  • KGRX-LD 19.x Gila River Indian Co (Gila River Telecommunications Inc.) has requested a Silence STA, having gone silent on September 1 due to damage to its transmitter building and antenna during a storm.
  • KGRY-LD 28.x Gila River Indian Co (Gila River Telecommunications Inc.) has requested a Silence STA, claiming to have gone silent on September 1 due to damage to its transmitter building and antenna during a storm. KGRY-LD has actually been off air for several months.
  • KVCW 33.x (29) Las Vegas NV (KUPN LIcensee LLC) has requested a modification to its STA, or if not permitted, then a new STA, to broadcast its ATSC 1.0 content on other channels in the market. The station's contract with Stadium expires on October 30, to be replaced with a contract with a new digital network called Nest.

Expired, Expiring, Canceled and Dismissed

  • The original construction permit for K16NM-D Salome (Landover 2 LLC) expired September 3. Look for the permit to be canceled by the FCC shortly.
  • Jennifer Juarez, licensee of KRPO-LD 21.x Quartzsite, relinquished her license for the station on September 7. The license renewal has been dismissed and the license canceled by the FCC.
  • The original construction permit for K14SL-D Roll (Landover 2 LLC) will expire October 26.

License Renewals

The FCC has renewed the licenses of the following television stations until October 1, 2030:

  • KVVU-TV 5.x (9) Henderson NV (Gray Television Licensee LLC)
  • K28EU-D 5.x Laughlin NV (Gray Television Licensee LLC)

The FCC has renewed the licenses of the following television stations until December 1, 2030:

  • KECY-TV 9.x El Centro CA (NPG of Yuma/El Centro)
  • K11XU-D El Centro CA (NPG of Yuma/El Centro)

New Allotments

  • Mexico's Federal Institute of Telecommunications (IFT) has published call letters for the Agua Prieta, Sonora, television station allotment on UHF channel 26: XHCTAP-TDT. No other technical parameters for the station have been announced. The allotment is for a station in the Imagen network, but will not be able to use virtual channel 3, as most Imagen stations do, as Channel 3 is being used by Unimas affiliate KFTU-DT.   • Mexican authorities have also approved a complementary television station for Imagen TV station XHCTAP-TDT, to be built at Agua Prieta, Son. The complementary station will broadcast from Cananea, Sonora, and it is expected to be viewable from the Palominas, Arizona area. Technical specifications: Ch 26; TL 30° 59' 11" N, 110° 16' 56" W (Ignacio Allerde & Calle 16 Este, Valle Dorado); ERP 2.306 kW DA HP; HAAT 20 m / 66 ft AGL.
  • XHCPCA-TDT, the new digital VHF channel 5 Telemax allotment for Cananea and Magdalena de Kino, Sonora, has been modified to broadcast on UHF channel 14 and to serve only Cananea, as Magdalena de Kino is already served by a Telemax station. The other Cananea stations are viewable in Arizona in the Palominas area; it is uncertain whether XHCPCA-TDT will be, as it is lower power and directs its signal toward the east, rather than northward.   • XHCPAO-TDT is a digital VHF channel 7 SPR allotment for Mexicali, Baja California. It is unknown if the station's signal will be viewable in Arizona. Technical specifications: Unknown

Correction

In the August 2023 Arizona TV Station Update, I erroneously reported that KGRX-LD 19.x Gila River Indian Co (Gila River Telecommunications Inc.) had changed programming to H&I on channel 19.1 and The Grio on channel 19.5. In reality, KGRX-LD went silent, and the programming being seen on channel 19 was from KTTU-TV 18.x Tucson, which also broadcasts on RF channel 19, and was regularly seen in west Chandler prior to the debut of KGRX-LD.
