Arizona TV Station Update - March 2011

New licenses

  • K06PG-D Laughlin NV (Clark County School District) has been granted a license to cover its displacement digital flash cut. Technical specifications: Ch 6; TL 35-14-58 N, 114-44-34 W (Christmas Tree Pass); ERP 0.3 kW directional; HAAT 694 m.

Programming changes

  • KTVP-LD 22.x Phoenix (Mako Communications, LLC) has flash cut to digital on channel 22. Almavision programming remains on channel 22.1, Mexicanal has been added to channel 22.2, and channels 22.3 and 22.4 are color bars.
  • KFTU-CD 34.x (18) Tucson (Telefutura Partnership of Tucson [Univision]) has begun broadcasting under Program Test Authority. Telefutura programming is on 34.1, while 34.2 is an SD retransmission of KUVE-DT 46.x Green Valley. The analog station on RF ch 34 is still operational; I would imagine that Univision will ask for temporary authority to keep operating the analog facility for a time, just as they did with the Flagstaff flash cut.
  • KFPB-LD 50.2 Globe (Globe LPTV) has begun airing programming from Zoe Television. It is Spanish-language Christian-based programming, but it is definitely not local, nor is it the Filipino network.
  • KDFQ-LP 47 Prescott (Una Vez Mas Prescott License II, LLC) has returned to air once again with Azteca America programming.
  • KPDF-CD 41.x Phoenix (Una Vez Mas Phoenix License, LLC) has added infomercials on channel 41.2. Actually, that should be "infomerical". As in one. The same infomercial looped over and over again, without sound. How do you bill for that? KPDF has three of the four programming streams that its full-power counterparts in Houston and Dallas have; will Biz TV complete the lineup? I think so.
  • K51HV Cottonwood (Trinity Broadcasting of Arizona, Inc.) has returned to air, once again retransmitting TBN programming from KPAZ-TV 21.1 Phoenix.
  • K43FO Las Vegas NV (Three Angels Broadcasting Network, Inc.) has begun running a banner advertising that it will be switching to digital soon. It is unknown when the conversion is planned, or which programming streams will be offered.

Construction permits and STAs granted

  • KPAZ-TV 21.x (20) Phoenix (Trinity Broadcasting of Arizona, Inc.) has been granted a construction permit to maximize facilities, doubling its ERP. Technical specifications: Ch 20; TL 33-20-3 N, 112-3-42 W (South Mtn.); ERP 1000 kW non-directional; HAAT 489 m.
  • KESE-LD 35.x (16) Yuma (Gulf-California Broadcast Company) has been granted a modification to its displacement digital flash cut construction permit, moving its transmit location from Telegraph Pass back to the tower it uses for analog operations, located about a mile east of the Yuma MCAS. Technical specifications: Ch 16; TL 32-38-31 N, 114-33-34 W; ERP 4.5 kW directional; HAAT 81 m.
  • K17DA Lake Havasu City (KAZT LLC [Londen Media Group LLC]) has been granted a construction permit to flash cut to digital. The station has already been operating digital facilities per STA. Technical specifications: Ch 17; TL 34-36-9 N, 114-22-13 W (Goat Hill); ERP 0.78 kW directional; HAAT 42 m.
  • K20ID Kingman (KAZT LLC [Londen Media Group LLC]) has been granted a construction permit to flash cut to digital. The station has already been operating digital facilities per STA. Technical specifications: Ch 20; TL 35-4-52 N, 113-54-13 W (Hualapai Peak); ERP 0.043 kW directional; HAAT 1096 m.
  • K24DK Bullhead City (KAZT LLC [Londen Media Group LLC]) has been granted a construction permit to flash cut to digital. Technical specifications: Ch 24; TL 35-2-9 N, 114-22-14 W (Oatman Peak); ERP 0.195 kW directional; HAAT 451 m.
  • KPDF-CA 41.x Phoenix (Una Vez Mas Phoenix License LLC) has been granted a six-month extension of its STA to broadcast in digital while it requests reconsideration of the Mexican government's refusal to accept its previous digital flash cut application. The new authorization expires September 7. Technical specifications: Ch 41; TL 33-20-0 N, 112-3-45 W (South Mtn.); ERP 5 kW directional; HAAT 460 m.
  • K11LC Prescott (KTVK, Inc. [Belo]) has been granted a construction permit to flash cut to digital. Technical specifications: Ch 11; TL 34-29-20 N, 112-32-15 W (Mt. Francis); ERP 0.2 kW directional; HAAT 445 m.
  • K34EE Prescott-Cottonwood (KTVK, Inc. [Belo]) has been granted a construction permit to flash cut to digital. Technical specifications: Ch 34; TL 34-41-11 N, 112-6-58 W (Mingus Mtn.); ERP 2.7 kW directional; HAAT 791 m.
  • K38AI Cottonwood (KTVK, Inc. [Belo]) has been granted a construction permit to flash cut to digital. Technical specifications: Ch 38; TL 34-41-12 N, 112-6-59 W (Mingus Mtn.); ERP 15 kW directional; HAAT 783 m.
  • K03FB Snowflake (Arizona Board of Regents for Arizona State University) requested and was granted a permit to flash cut to digital on its current analog channel. Technical specifications: Ch 3; TL 34-12-22 N, 109-56-32 W (Porter Mtn.); ERP 0.3 kW directional; HAAT 251 m.
  • K14KK Flagstaff (Arizona Board of Regents for Arizona State University) requested and was granted a permit to flash cut to digital on its current analog channel. Technical specifications: Ch 14; TL 35-14-26 N, 111-35-48 W (Mt. Elden); ERP 0.1 kW directional; HAAT 585 m.
  • K47GQ Parks (Arizona Board of Regents for Arizona State University) requested and was granted a permit to flash cut to digital on its current analog channel. Technical specifications: Ch 47; TL 35-12-1 N, 112-12-17 W (Bill Williams Mtn.); ERP 0.43 kW directional; HAAT 750 m.
  • K55DB Prescott (Arizona Board of Regents for Arizona State University) requested and was granted a permit to flash cut to digital on an in-core channel, on which it had twice been granted permits to operate in analog. The digital CP is an update to the current analog CP, so it will expire 12/9/2012, rather than 3/28/2014, like the other permits granted on 3/28. Technical specifications: Ch 43; TL 34-29-25 N, 112-31-59 W (Mt. Francis); ERP 0.615 kW directional; HAAT 486 m.

Applications filed / STAs requested

  • K55IY Camp Verde (The Camp Verde TV Club) has filed a displacement application to move its analog operations to an in-core channel with a slight increase in power. Technical specifications: Ch 31; TL 34-28-12 N, 111-52-23 W (Squaw Peak); ERP 0.165 kW directional; HAAT 670 m.
  • Landover 2 LLC has modified its application for a new station on channel 51 in Yuma, moving its proposed transmitter site about six miles west and two miles north to resolve interference issues to K52EG Yuma (Three Angels Broadcasting Network, Inc.) Landover has also secured an agreement from CTB Spectrum Services Four LLC, owner of a co-channel application in Yuma, specifying the exact same transmitter location, to accept interference from this station. Landover, LLC owns a 3.45% interest in CTB Spectrum Services; does CTB plan to drop its application? I see no way technically that these two co-located, co-channel applications could be granted. Technical specifications: Ch 51; TL 32-41-41 N, 114-36-45 W (South Park Industrial District); ERP 2 kW non-directional; HAAT 42 m.
  • Landover 2 LLC has modified its application for a new station on channel 14 in Lake Havasu, rotating its proposed antenna pattern an additional 20 degrees clockwise to resolve interference issues to K15CR Lake Havasu City (Mohave County Board of Supervisors). Technical specifications: Ch 14; TL 32-27-29 N, 114-21-4 W (Havasu Island); ERP 0.25 kW directional; HAAT -154 m. (20 m. AGL)
  • K43IB Globe/Miami (Arizona Board of Regents for Arizona State University) has requested to flash cut to digital on its current analog channel. Technical specifications: Ch 43; TL 33-20-31 N, 110-52-14 W (Madera Peak); ERP 1 kW directional; HAAT 685 m.
  • The FCC has proposed granting a displacement construction permit for K02HR Bullhead City (Mohave County Board of Supervisors) to flash cut to digital on channel 3, if no objections are raised during the 30-day window, which ends April 21. Technical specifications: Ch 3; TL 35-12-46 N, 114-33-18 W (Katherine Landing); ERP 0.001 kW directional; HAAT -179 m. (6 m AGL)
  • The FCC has proposed granting a displacement construction permit for K11LX Bullhead City (Mohave County Board of Supervisors) to flash cut to digital on channel 5, if no objections are raised during the 30-day window, which ends April 21. Technical specifications: Ch 5; TL 35-12-46 N, 114-33-18 W (Katherine Landing); ERP 0.002 kW directional; HAAT -179 m. (6 m AGL)
  • The FCC has proposed granting a displacement construction permit for K09KG Bullhead City (Mohave County Board of Supervisors) to flash cut to digital on channel 8, if no objections are raised during the 30-day window, which ends April 21.   • The FCC has proposed granting a displacement construction permit for K53IJ Prescott (KVFW-TV, LLC) to flash cut to digital on channel 21, if no objections are raised during the 30-day window, which ends April 21. The station is also changing its transmitter location from Towers Mtn. to a site in the Buckhorn foothills about halfway between Wickenburg and Lake Pleasant, and is changing its community of license to Sun City. Technical specifications: Ch 21; TL 33-57-21 N, 112-28-34 W; ERP 15 kW non-directional; HAAT 206 m.
  • The FCC has proposed granting a displacement construction permit for K54GI Flagstaff (KTVK, Inc. [Belo]) to flash cut to digital on channel 25, if no objections are raised during the 30-day window, which ends April 21. Technical specifications: Ch 25; TL 35-14-26 N, 111-35-48 W (Mt. Elden); ERP 1.3 kW directional; HAAT 608 m.
  • The FCC has proposed granting a digital companion channel construction permit to serve Window Rock to Kee Long, if no objections are raised during the 30-day window, which ends April 21. It would be companion to analog station K44BB Window Rock. Technical specifications: Ch 45; TL 35-40-51 N, 109-3-8 W; ERP 2.61 kW directional; HAAT -24 m. (12 m AGL)
  • The FCC has proposed granting an original construction permit to serve Lake Havasu City to Luke Skelton, if no objections are raised during the 30-day window, which ends April 21. Technical specifications: Ch 49; TL 34-36-9 N, 114-22-13 W (Goat Hill); ERP 2.61 kW directional; HAAT 37 m.

Canceled, Denied, Dismissed, Expired or Expiring

  • The construction permit for K17IX Flagstaff (KTVK, Inc. [Belo]) expired March 24.
  • The construction permit extension for K27EC-D Lake Havasu City (Lake Havasu Christian Television) expired March 27.
  • As requested by KPNX 12.x Mesa (Multimedia Holdings Corporation [Gannett]), the FCC has dismissed its application to increase power from 39 kW to 40 kW.
  • The license for KQBN-LP 28 Prescott (Una Vez Mas Prescott License I, LLC) has been revoked by the FCC due to failure to transmit for twelve months.
  • The license for K07YX Tucson (Trinity Broadcasting of Arizona) has been revoked by the FCC due to failure to transmit for twelve months.
  • The license for K57JO Laughlin NV (9th Island Broadcasting, Inc.) has been revoked by the FCC due to failure to transmit for twelve months.

I got in contact with 3ABN and found out that they plan to roll out their digital facilities in mid-April - "end of next week" is what the person in the engineering dept. told me. The station is to have subchannels for 3ABN, 3ABN Latino, 3ABN Proclaim and two radio stations.
