Programming Changes

  • KDFQ-LP 47 Prescott (HC2 Networks Inc.) has filed notice of resumption of operations as of 11/12. The station's analog signal was not available on RF channel 27 in Cottonwood that evening.
  • KDOS-LD 29.x Globe (KTVW License Partnership GP) is silent.
  • KFPB-LD 50.x Globe (Globe LPTV LLC) has a blank screen on channel 50.5 where the Liquidation Channel had been previously.
  • KGRQ-LD 29.x Gila River Indian Community (Gila River Telecommunications Inc.) is now broadcasting on RF channel 21 from its new Sacaton Peak location. Programming and virtual channel remain the same: First Nations Experience (FNX} on 29.1.
  • KPHE-LD 44.x (16) Phoenix (Lotus TV of Phoenix LLC) has replaced The Family Channel on channel 44.5 with CTYC TV. CTYC, which stands for Connect To Your City, is an urban Christian music video channel. Channel 44.6 is now the new home to The Family Channel.
  • KPSN-LD 12.x (22) Payson (Multimedial Holdings Corporation) is silent.
  • K21CX-D Tucson (Ventana Television Inc.) is silent.
  • K21GE Camp Verde (The Camp Verde TV Club Inc.) has resumed operations, rebroadcasting KNXV-TV 15.1 Phoenix.
  • K23FZ Camp Verde (The Camp Verde TV Club Inc.) has resumed operations, broadcasting AFTV.
  • K25MK-D Camp Verde (The Camp Verde TV Club Inc.) has resumed analog operations, rebroadcasting KPNX 12.1 Mesa.
  • K30OI-D Camp Verde (The Camp Verde TV Club Inc.) has resumed analog operations on channel 30, rebroadcasting KAET 8.1 Phoenix.
  • K32ME-D Camp Verde (The Camp Verde TV Club Inc.) has resumed analog operations on channel 32, rebroadcasting KTVK 3.1 Phoenix.

Cordillera has proposed to sell its stations to Scripps Media, however, since Scripps already owns KGUN and KWBA in the Tucson market, Scripps could not buy KVOA. The sales agreement is pending FCC approval.
  • K04QP-D 4.x Casas Adobes (KVOA Communications LLC) has been proposed to be sold from Cordillera Communications LLC to Quincy Media Inc. The sales agreement is pending FCC approval.

Construction Permits and Special Temporary Authorizations (STAs) Granted

  • KASW 61.x (49) Phoenix (Nexstar Broadcasting Inc.) requested and has been granted an STA to operate from an alternate antenna on its tower on its post-repack channel while it installs its main post-repack antenna.   • KDOS-LD 29.x Globe (KTVW License Partnership GP) requested and has been granted a Silent STA until 5/29/2019. The station was notified that it was producing unacceptable interference to KTAZ 39.x (29) Phoenix, and has gone silent until it can find another channel.
  • KEJR-LD 40.x Phoenix (HC2 LPTV Holdings Inc.) has been granted a construction permit to change towers within the antenna farm when it changes RF channels. Technical specifications: Ch 32; TL 33° 19' 57" N, 112° 3' 59" W (South Mtn.); ERP 15 kW directional (1° electrical beam tilt); HAAT 442 m.
  • KVPA-LD 42.x Phoenix (KRCA License LLC) has been granted a displacement construction permit to vacate the 600 MHz band. Technical specifications: Ch 34; TL 33° 19' 57" N; 112° 4' 0" W (South Mtn.); ERP 15 kW directional (2° electrical beam tilt); HAAT 465 m.
  • KDFQ-LP 47 Prescott (HC2 Network Inc.) has been granted an STA to remain silent through 5/12/2019. It filed a resumption of operations notice the following day.
  • K16EO-D 9.x Oro Valley/Tucson (Scripps Broadcast Holdings LLC) requested and has been granted an STA to construct facilities on RF channel 27 while it awaited Mexican concurrence. The construction permit was granted later in the month, making this STA moot.
  • K16EO-D 9.x Oro Valley/Tucson (Scripps Broadcast Holdings LLC) has been granted displacement construction permit to move off of RF channel 16, which was assigned to KHRR in the repack. Its new call sign will be K27OP-D. Technical specifications: Ch 27; TL 32° 12' 52" N, 111° 0' 21" W (Tumamoc Hill); ERP 9 kW directional (1.5° electrical beam tilt); HAAT 189 m.
  • K18JL-D 25.x Phoenix (HC2 LPTV Holdings Inc.) has been granted a construction permit to change towers within the South Mountain antenna farm. Technical specifications: Ch 23; TL 33° 19' 57" N, 112° 3' 59" W (South Mtn.); ERP 15 kW directional (1° electrical beam tilt); HAAT 442 m.
  • K21CX-D Tucson (Ventana Television Inc.) requested and has geen granted an STA to remain silent through 5/28/2019. It is awaiting approval of an STA to build displacement facilities on channel 35 while it awaits Mexican concurrence for its displacement construction permit.
  • K30MM-D Gila River Indian Community (Globe LPTV LLC) has been granted a modification to its construction permit, allowing it to relocate to the South Mountain antenna farm, where it will become the displacement station for KFPB-LD. Technical specifications: Ch 30; TL 33° 19' 57" N, 112° 4' 0" W (South Mtn.); ERP 15 kW directional (2.5° electrical beam tilt); HAAT 480 m.
  • K42IQ-D Flagstaff (Edge Spectrum Inc.) requested and has been granted a modification to its displacement application, changing its orientation from 180° to 140° and its emissions mask from stringent to full service, likely to mitigate potential interference to K21GE Camp Verde. Its new call sign will be K21ON-D when licensed, replacing K33NU-D. Technical specifications: Ch 21; TL 35° 14' 28" N, 111° 36' 38" W (Mt. Elden); ERP 1 kW directional (1.75° electrical beam tilt); HAAT 103 m.
  • K19LV-D 9.x St. George UT (Utah State Board of Regents) requested and has been granted a construction permit to increase power and to change its antenna, adding electrical beam tilt. Technical specifications: Ch 19; TL 37° 3' 50" N, 113° 34' 23" W (Webb Hill); ERP 0.7 kW (1.75° electrical beam tilt); HAAT 82 m.
  • The Mexican Federal Telecommunications Institute (IFT) has voted to allow the State of Sonora to expand the coverage of Telemax station XHSGU-TDT 15.x (18) Guaymas SON to the entire state. Presumably, stations owned by the Government of Sonora on other RF channels would move to channel 18, but that would not be possible for XHRCS-TDT San Luis Rio Colorado SON, as it would interfere with XHMEX-TDT Mexicali BCN, which already operates on RF channel 18. If the State of Sonora is contemplating adding a station in Nogales SON, it may not be able to use RF 18 due to Class A station KFTU-CD in Tucson.

Construction Permits and Special Temporary Authorizations (STAs) Requested

  • KASW 61.x (49) Phoenix (Nexstar Broadcasting Inc.) has requested an extension of its repack construction permit. It is operating from temporary facilities and constructing its permanent facilities. Technical specifications: Ch 27; TL 33° 20' 1" N, 112° 3' 47" W (South Mountain); ERP 112 kW directional (1.05° electrical beam tilt); HAAT 483 m.
  • KUVE-CD 42.x Tucson (Univision Tucson LLC) has requested an extension of its STA to operate its interim post-repack facilities. The station will then convert its main site to post-repack operations on RF channel 36. Technical specifications: Ch 36; TL 32° 14' 57" N, 111° 7' 1" W (Tucson Mountains); ERP 14 kW directional (1.5° electrical beam tilt); HAAT 601 m.
  • K16FB-D 35.x Globe (Unimás Partnership of Phoenix) has requested an Engineering STA to operate its licensed facilities while providing excessive interference to KHRR 40.x (16) Tucson. Univision and Telemundo, owners of the two stations have signed an agreement whereby Telemundo agrees to accept the excessive interference to KHRR for a period of 90 days while Univision attempts to find another channel on which to operate K16FB-D. At the end of the 90 days, Telemundo can agree to continue accepting interference or require K16FB-D to go silent.
  • K21CX-D Tucson (Ventana Television Inc.) has requested an STA to begin operations on its requested displacement channel while awaiting Mexican concurrence. Technical specifications: Ch 35; TL 32° 24' 54" N, 110° 42' 58" (Mt. Bigelow); ERP 9.2 kW directional (3.3° electrical beam tilt); HAAT 1105 m.
  • K31LZ Camp Verde (The Camp Verde TV Club) requested a six-month extension to its Silent STA. The request has since been dismissed.
  • K43GQ-D 12.x Klagetoh (KOB-TV LLC) has amended its displacement application to specify a different channel, which would clear a mutual exclusivity with K38AU-D Tohatchi NM, which also sought displacement to RF channel 25. Technical specifications: Ch 27; TL 35° 40' 29" N; 109° 12' 25" W (1/4 mi. S. of Jct. AZ-264 and IR-201); ERP 0.205 kW (1.5° electrical beam tilt); HAAT 146 m.

Canceled, Dismissed, Expired and Expiring

  • K31LZ Camp Verde (The Camp Verde TV Club) requested its Silent STA extension be dismissed.

New Allocations

  • The Mexican government has announced a new allocation for a social non-commercial television station in Agua Prieta SON. A social license allows a station to broadcast cultural and educational content, but is not owned by a government entity. The station would be authorized to broadcast a UHF signal to a 35 km (20 mi) radius. The actual frequency is yet unknown, but with only nine UHF channels assigned or in use in the area by primary rights broadcasters, there are plenty of available channels from which to choose. A window will be open from May 6-17, 2019, for interested parties to apply.
  • The Mexican government has announced that a new public television station has been requested for Nogales SON, contingent on FCC concurrence. The band, frequency, coverage and dates to apply are not known at this time, but the announcement mentions using old analog assignments that had been released with the move to digital. Nogales had analog stations on channels 2, 7, 22, 38 and 50, and since channels 38 and 50 are no longer available for television use, and VHF channels have been less desirable than UHF, it is plausible that the new station will be on RF channel 22. It is my opinion that the State of Sonora wants this allotment for a Telemax station. Telemax has stations in Santa Cruz to the east, Imuris to the south and Sasabe to the west, but has been surprisingly absent from Nogales.

Spectrum Repack

  • KTAZ 39.x Phoenix (NBC Telemundo License LLC) has completed transition to its post-repack assignment on RF channel 29.
  • KHRR 40.x Tucson (NBC Telemundo License LLC) has transitioned to its temporary facilities on RF channel 16. It will now rebuild its main transmitter site for operations on RF channel 16.
  • KUVE-CD 42.x Tucson (Univision Tucson LLC) has transitioned to its temporary facilities on RF channel 36. It will now rebuild its main transmitter site for operations on RF channel 36.
  • KUVE-DT 46.x Green Valley (Univision Tucson LLC) has completed transition to its post-repack assignment on RF channel 34.
  • KWBA-TV 58.x (44) Sierra Vista (Scripps Broadcasting Holdings LLC) has completed transition to its post-repack assignment on RF channel 21.
  • KASW 61.x (49) Phoenix (Nexstar Broadcasting Inc.) has transitioned to its temporary facilities on RF channel 27. It will now replace its main antenna with one for RF channel 27.
  • Stations stil awaiting displacement construction permits:
    • KBFY-LP 41 Fortuna, to channel 2. The application is likely awaiting Mexican concurrence.
    • KFPB-LD 50.x Globe, to channel 21 ‡, temporary channel 25 †. The station has been granted FCC approval to acquire K30MM-D from the Gila River Indian Community, and intends to use that channel for post-transition operations.
    • KGRQ-LD 29.x Gila River Indian Community, to channel 21 ‡.
    • K21CX-D Tucson, to channel 35. The application is likely awaiting Mexican concurrence. The station went dark but has applied for an STA to operate on its requested channel.
    • K43GQ-D 12.x Klagetoh, originally to channel 25 ‡. The station has amended its application to specify channel 27.
    • KWWB-LP 45 Mesquite NV, to channel 29 ‡.
    • K49AS-D 2.x Santa Clara UT, to channel 29 † ‡.

ATSC 3.0

  • KSNV 3.x (22) Las Vegas (KUPN Licensee LLC) has requested Special Temporary Authorization to operate an experimental ATSC 3.0 digital television station for six months. KSNV would like to use the station to demonstrate ATSC 3.0 capabilities at the Consumer Electronics Show, January 8-11, 2019, and at the National Association of Broadcasters Show, April 6-11, 2019. The proposed station would operate from the same tower used by KSNV and KUCW. The station is requesting a maximum ERP of 42 kW, but to have the authorization to operate at less than maximum ERP for experimental purposes. Technical specifications: Ch 33; TL 36° 0' 27" N, 115° 0' 27" W (Black Mountain); ERP 42 kW directional (1.05° electrical beam tilt); HAAT 374 m.

KLSV-50 Las Vegas moved to their new rf channel of 21 today. The virtual remains 50.

K14RK-D is on the air with their 7 subchannels, and yes, they are still using virtual channel 38.

Court TV is being relaunched for OTA and cable carriage. KTNV-13 Las Vegas is one of the stations that will receive the network, but not until about May 2019. It's currently unknown whether Court will replace LAFF or GRIT, or simply be added to a new 13.4 sub-channel.

Like Trip, I'm betting on 13.4.

Court TV is also slated for Tucson - again, like Trip, I'm betting on KWBA 58.4, unless they slide LATV and ThisTV down and put Court TV on 58.2.

KFPB-LD has filed for extension of its STA to temporarily operate on RF 25. They're still broadcasting on RF 50, but are waiting for T-Mobile to kick them off that frequency.

Viewers of KGNG-26 in Las Vegas and surrounding Arizona have been missing their service for a couple of days. But by Saturday morning (Dec 29) the signal and subs seem to be fully restored. This was the result of a transmitter move. The new signal is stronger at my location.

GET TV is now resident on KGNG 26.8 after several weeks of colorbars on KNBX 31.2. In October, the network made a brief appearance on KVTE 35.1. Back in 2014, GET TV was on KSNV 3.3, bringing the network to four homes in Vegas in its' history.

KTTU, 18 in Tucson is operating on very low power as their main transmitter is out of order pending new parts.......This started last Friday, December 29, 2018.

The main high power KTTU transmitter has experienced a parts failure. We are waiting delivery of parts from the manufacturer, arrival TBD due to the holiday weekend.

We are on the lower power KTTU backup transmitter at this time, and have not stopped broadcasting our programming

As of this date KTTU still is off the air......their low power transmitter has a radius of at best 10 miles. I am located 25 miles from the transmitter with an 8dbe antenna on a mast with rotator and cannot receive their signal anymore.

For about the past week, KPHE-LD has had two Jewelry Television feeds - the designated on at 44.4 and where The Family Channel is supposed to be at 44.6.
