Arizona TV Station Update - April 2015

New licenses

  • KLHU-CD 45.x Lake Havasu City (Jensen Investments, FLP) applied for and has been granted a license to cover its flash cut to digital. Technical specifications: Ch 45; TL 34-36-9 N, 114-22-16 W (Goat Hill); ERP 0.42 kW directional; HAAT 45 m.
  • KPDF-CA 41 Phoenix (Northstar Phoenix License LLC) has applied for a license to cover its construction permit to flash cut to digital. Technical specifications: Ch 41, TL 33-20-0 N, 112-3-45 W (South Mtn.); ERP 5 kW directional; HAAT 460 m.
  • K39KW-D Yuma (Good News Broadcasting Network, Inc.) has applied for a license to cover its original construction permit. Technical specifications: Ch 39; TL 32-38-31 N, 114-33-37 W (E. County 13th St. & S. Avenue 4 E); ERP 15 kW directional; HAAT 82 m.

Programming changes

  • KTVK 3.x (24) Phoenix (KPHO Broadcasting Corporation) has dropped ThisTV from channel 3.2 and has replaced it with all-news channel 3TV 24/7 (formerly the cable-only AZ NewsChannel). The station has also added channel 3.3 to the lineup and has placed Weather Now there, which was formerly seen on KPHO 5.2.
  • KPHO 5.x (17) Phoenix (KPHO Broadcasting Corporation) has replaced Weather Now on channel 5.2 with Cozi TV. Unlike the broadcast on 39.3, KPHO airs the programming in correct aspect ratio.
  • KNXV-TV 15.x Phoenix (Scripps Media, Inc.) has begun airing Laff TV on channel 15.3.
  • KOLD-TV 13.x (32) Tucson (Raycom National Inc.) added Grit programming to channel 13.3 sometime between late November and mid-January.
  • KLHU-CD 45.x Lake Havasu City (Jensen Investments, FLP) has begun transmitting a digital signal. The station continues to air programming from The Family Channel with much locally-produced content.
  • KGRF-LD 19.x Gila River Indian Community (Gila River Telecommunications, Inc.) is on the air, broadcasting programming from First Nations Experience. The three Gila River TV stations - also including KGRQ-LD 19.x (29) and KGRY-LD 19.x (21) - had their official launch on April 6, with common programming. More information at http://grbc.tv.
  • KVVU-TV 5.x (9) Las Vegas NV (KVVU Broadcasting Corporation) has added the Escape TV network on channel 5.3.
  • KNBX-CD 31.x (14) Las Vegas NV (Mako Communications LLC) has added The Family Channel on channel 31.5.

Transactions

  • Hilltop Church, seller of KHMP-LD 18.x Las Vegas NV, and DNV Spectrum Holdings, LLC, buyer, have amended their asset purchase agreement to remove language requiring an FCC Final Order for the transaction to progress, substituting instead the initial grant of FCC consent. The amendment also changes the "upset date" provision, allowing either the buyer or seller to terminate the agreement if the sale is not consummated by December 31, 2015. The original agreement only gave the buyer the right to back out if the transaction were not consummated within 12 months of the purchase agreement, which occurred in December 2013.

Construction permits and STAs granted

  • KPDF-CA 41 Phoenix (Northstar Phoenix License LLC) has been granted a construction permit to flash cut to digital. The former owners of the station, Una Vez Más, had applied for flash cut authorization in September 2009, but the application was dismissed in August 2010 due to Mexican objection. The Mexican government contended that the proposed digital station was too close to a digital channel 41 reservation at Sonoita, Son., Mexico, which is located about 45 miles south of Ajo AZ and about 120 miles from the South Mountain antenna farm. Una Vez Más timely submitted an engineering statement proving that no interference should be expected, and the FCC reinstated the application in September 2011. It has taken since then to secure Mexican permission to build the facility, even though KPDF has been operating a digital station at the requested parameters via STA since March 2010. Technical specifications: Ch 41, TL 33-20-0 N, 112-3-45 W (South Mtn.); ERP 5 kW directional; HAAT 460 m.

Applications filed / STAs requested

  • KUVE-CA 38 Tucson (Univision Tucson LLC) is expected to be granted a construction permit for a companion digital station on channel 42. The FCC announced its intent to grant on April 8, and has set aside a 30-day period for public comment.

Canceled, Denied, Dismissed, Expired or Expiring

  • KTVP-LD 22.x Phoenix (Mako Communications, LLC) has presumably dropped its displacement request to move to channel 25 and the FCC has dismissed the application.

License Renewals

The following stations have been granted renewal of their licenses:

  • KTVP-LD 22.x Phoenix (Mako Communications, LLC). Renewed in March with KVPX-LD Las Vegas NV.
  • KVVU-TV 5.x (9) Henderson NV (KVVU Broadcasting Corporation). Both 2014 and 2006 license renewals were granted.
  • K28EU-D 5.x Laughlin NV (KVVU Broadcasting Corporation). Both 2014 and 2006 license renewals were granted.
  • KEGS-LD 30.x (24) Las Vegas NV (Mako Communications, LLC). Renewed in March with KVPX-LD Las Vegas NV.
  • K17JQ St. George UT (EICB-TV East, LLC). Renewed in March with K42IQ-D Flagstaff.
  • K40KZ St. George UT (EICB-TV East, LLC). Renewed in March with K42IQ-D Flagstaff.

Arizona, Nevada and Utah licenses expire October 1, 2022. California licenses expire December 1, 2022.

Digital transition

The FCC has announced that the September 1, 2015, date for all stations to convert to digital broadcasting has been indefinitely postponed for low power stations only so that they will not have to incur costs twice upgrading to digital, then changing broadcast frequencies during the repacking process. Class A stations, however, are still under the September 1 mandate. The following low power stations are affected:

UPDATE FOR THE CW IN EL PASO, TX:

Since yesterday 05/12/2015 in the night, channel 7.2 THE CW in EL PASO, TX; has upgraded to HD 1080i.

This means we have a dual-hd:

7.1 ABC 720p
7.2 THE CW 1080i

UPDATE FOR THE CW IN EL PASO, TX:

KVIA was doing tests with THE CW in HD, but there are only tests, but they say that in a near future they could be put a triple HD: 7.1 ABC, 7.2 THE CW, 7.4 AZTECA.

So in these moments THE CW is in SD 480i.
