Arizona TV Station Update - December 2012

New licenses

  • K17LM-D Yuma (Three Angels Broadcasting Network, Inc.) has been granted a license to cover its displacement flash cut to digital, but is still not broadcasting. Its previous call sign was K52EG. Technical specifications: Ch 17; TL 32-40-23 N, 114-20-16 W (Telegraph Pass); ERP 6.15 kW directional; HAAT 377 m.
  • K04QP-D Casas Adobes (KVOA Communications, Inc.) has been granted an upgrade of its license to Class A status. Technical specifications: Ch 4; TL 32-12-53 N (Tumamoc Hill), 111-0-20 W; ERP 0.3 kW non-directional; HAAT 153 m.
  • K40AD 5.x Cottonwood (Meredith Corporation) has applied for a license to cover its modified digital flash cut construction permit. Technical specifications: Ch 40; TL 34-41-12 N, 112-6-59 W (Mingus Mtn.); ERP 12.3 kW directional; HAAT 773 m.
  • K50HU 5.x Flagstaff (Meredith Corporation) has applied for a license to cover its digital flash cut construction permit. Technical specifications: Ch 50; TL 35-14-26 N, 111-35-48 W (Mt. Eldon); ERP 0.3 kW directional; HAAT 594 m.
  • A new analog station to serve St. George UT on channel 17 (R & D Media Group, Inc.) has applied for a license to cover its construction permit. Technical specifications: Ch 17; TL 37-3-48 N, 113-34-1 W (Webb Hill), ERP: 0.794 kW non-directional; HAAT 15 m.
  • A new analog station to serve St. George UT on channel 40 (R & D Media Group, Inc.) has applied for a license to cover its construction permit. Technical specifications: Ch 40; TL 37-3-48 N, 113-34-1 W (Webb Hill), ERP: 0.794 kW non-directional; HAAT 11 m.

Programming changes

  • KPPX 51.x Phoenix (America 51, L.P.) has added a new unencrypted subchannel on 51.4, and has removed two of its encrypted Airbox H264 subchannels. The new subchannel is labeled I-Shop, for a future shopping channel, but for now, is airing a second subchannel of Ion Life.
  • KVOA 4.x (23) Tucson (KVOA Communications, Inc.) has announced that it will add COZI TV on 4.2, starting sometime in the first quarter of 2013.
  • Univision's Telefutura network will be rebranding as UniMás on January 7, as it tries to increase its viewership among the young male demographic. Telefutura stations in Arizona and adjacent cities are: KFPH-DT 13.x Flagstaff, KFTU-DT 3.x (36) Douglas, KFPH-CD 35.x Phoenix, KFTU-CD 34.x (18), K16FB-D 35.x Globe, K21GC Safford, KAJB-DT 54.x (36) Calipatria CA, and KELV-LD 27.x (15) Las Vegas NV.
  • KFPB-LD 50.x Globe (Globe LPTV, LLC) has replaced infomercials with Televida Abundante (TVA) on channel 50.1 and with a Spanish-language Christian broadcast called TV Real (Royal TV) on channel 50.3. Apparently, TVA is controversial in evangelical Christian communities, claiming that the station's leader, Manuel Salvador Sanchez, is a false prophet.
  • K50HU 5.x Flagstaff (Meredith Corporation) is now broadcasting in digital, repeating KPHO's lineup of CBS on 5.1 and WeatherNow on 5.2.
  • KUDF-LP 14 Tucson (LM Media Group, Inc.) has transitioned to digital, broadcasting one 480i stream of Azteca America programming on channel 14.1.
  • An undisclosed Phoenix TV station has agreed to begin airing The Cool TV sometime in 2013.
  • KSNV-DT 3.x (2) Las Vegas NV (Southern Nevada Communications Company) has added COZI TV to its lineup on channel 3.2, with Antenna TV on channel 3.3.
  • KTUD-CD 25.x (20) Las Vegas NV (Las Vegas TV Partners, LLC) has announced that its Asian programming, VAsian, will no longer appear on channel 25.3, but will move to channel 25.1 and air on weekends exclusively. There is no news as to whether channel 25.3 will be filled with another programming service.
  • KEEN-CD 17.3 Las Vegas NV (Christian Media Associates International Inc.) is no longer broadcasting a signal, however, the subchannel still appears in the Program Map Table.
  • KNBX-CD 31.x (14) Las Vegas NV (Mako Communciations, LLC) is silent.
  • KVPX-CD 28.x Las Vegas NV (Mako Communciations, LLC) is broadcasting only a null packet.
  • KGHD-LP 6 Las Vegas (Obidia Porras) is silent.
  • KHDF-CD 19.x Las Vegas NV (Una Vez Mas Las Vegas License LLC) has replaced infomercials on channel 19.2 with the same "for lease" screen as appears on channel 19.3, and has replaced the "for lease" screen on channel 19.4 with local programming, branding as "Azteca 19".
  • KLSV-LD 50.x Las Vegas NV (Biltmore Broadcasting Las Vegas Inc.) has removed its blank subchannel, leaving Jewelry TV on channel 50.1 and Joan Rivers Beauty infomercials on channel 50.2. I know - "Joan Rivers Beauty" - I thought that was an oxymoron too.
  • KMYU 12.x (9) St. George UT (KMYU Licensee, LLC) is now broadcasting in 1080i HD. KMYU's other subchannel, channel 2.1, airing programming from KUTV Salt Lake City, is also in 1080i HD. Ouch. Although, reports are that it doesn't look bad.
  • K24CY St. George UT (Larry H. Miller Communications Corp.) has flash cut to digital, rebroadcasting co-owned KJZZ-TV. The FCC database doesn't show an application to flash cut.
  • XHILA-TDT 66.x (46) Mexicali BCN (Intermedia y Asociados de Mexicali, S.A. de C.V.) has added a fourth subchannel. Its lineup now consists of Canal 66 local programming on 66.1, CadenaTrés network programming on 66.2, Canal 66 local programming (delayed) on 66.3, and Milenio Televisión on 66.4.

Transactions

  • Meredith Corporation has restructured its television station holdings, placing KPHO-TV 5.x (17) Phoenix and its co-owned translators K09KV Prescott, K27KS-D Globe, K40AD-D Cottonwood and K50HU Flagstaff into an entity called KPHO Broadcasting Corporation. The pro forma restructure has been approved by the FCC.
  • Nexstar Broadcasting, Inc., has consummated its purchase of KUCW Salt Lake City UT and its translators, including KUWB-LD 30.x (22) Bloomington UT and K48JD-D 30.x Washington UT.

Construction permits and STAs granted

  • K23FV 3.x Kingman (Mohave County Board of Supervisors) has been granted requested modifications to its digital flash cut construction permit. Technical specifications: Ch 23; TL 35-4-53 N, 113-54-14 W (Hayden Peak); ERP 0.75 kW directional; HAAT 1092 m.
  • K41FT 5.x Kingman (Mohave County Board of Supervisors) has been granted requested modifications to its digital flash cut construction permit, which protects proposed co-channel stations in Parker and in Needles CA, and an adjacent channel station approved for Golden Valley. Technical specifications: Ch 41; TL 35-4-53 N, 113-54-14 W (Hayden Peak); ERP 1.03 kW directional; HAAT 1097 m.
  • K44DK 15.x Kingman (Mohave County Board of Supervisors) has been granted requested modifications to its digital flash cut construction permit. Technical specifications: Ch 44; TL 35-4-53 N, 113-54-14 W (Hayden Peak); ERP 1.2 kW directional; HAAT 1092 m.
  • K48AY 10.x Kingman (Mohave County Board of Supervisors) has been granted requested modifications to its digital flash cut construction permit. Technical specifications: Ch 48; TL 35-4-53 N, 113-54-14 W (Hayden Peak); ERP 1.14 kW directional; HAAT 1092 m.
  • K09KV Prescott (Meredith Corporation) applied for and was granted a modification to its digital flash cut construction permit, proposing to change the antenna rotation from true north to 40°. The proposal would change the theoretical coverage to include more of Prescott Valley and Dewey-Humboldt, while excluding Paulden. Technical specifications: Ch 30; TL 34-29-25 N, 112-32-0 W (Mt. Francis); ERP 1.2 kW directional; HAAT 478 m.
  • K47DJ 15.x Prescott (Scripps Media, Inc.) has been granted an STA to operate at lower power level than the construction permit specifies, to comply with new power output restrictions imposed by the US Forest Service. Technical specifications: Ch 47; TL 34-29-25 N, 112-32-0 W (Mt. Francis); ERP 1.2 kW directional; HAAT 485 m.
  • K34MT-D Lake Havasu City (Landover 2 LLC) has been granted an original construction permit. Technical specifications: Ch 34; TL 34-27-29 N, 114-21-4 W (Havasu Island); ERP 0.25 kW directional; HAAT -154 m. (20 m. AGL)
  • K18LD-D Roll (Landover 2 LLC) has been granted an original construction permit. Technical specifications: Ch 18; TL 32-47-43 N, 113-32-43 W (Dateland); ERP 1 kW non-directional; HAAT 36 m.
  • K30NQ-D Sentinel (Landover 2 LLC) has been granted an original construction permit. Technical specifications: Ch 30; TL 32-51-40 N, 113-12-30 W (N. of I-8 exit 78); ERP 1 kW non-directional; HAAT 39 m.
  • K45MW-D Sentinel (Landover 2 LLC) has been granted an original construction permit. Technical specifications: Ch 45; TL 32-51-40 N, 113-12-30 W (N. of I-8 exit 78); ERP 1 kW non-directional; HAAT 39 m.
  • K40NP-D Wellton (Landover 2 LLC) has been granted an original construction permit. Technical specifications: Ch 40; TL 32-41-38 N, 114-0-48 W (N. of I-8 exit 36); ERP 2 kW non-directional; HAAT 25 m.
  • KDTP-LP 58 Phoenix (Community Television Educators) requested and was granted Special Temporary Authorization to broadcast in analog on channel 48 while its application for a digital companion on channel 11 that was filed last March is being reviewed by Mexican authorities and potential interference issues are worked out with adjacent channel stations KSAZ-TV and KPNX. Channel 48 has been the home of co-owned KDPH-LP, and Daystar took that station silent to allow KDTP-LP to temporarily operate on channel 48. In actuality, KDTP-LP is remaining silent for up to one additional year, while KDPH-LP is operating with reduced power to remain compliant with the Memo of Understanding with Mexico. Technical specifications: Ch 48; TL 33-20-3 N, 112-3-38 W (South Mtn.); ERP 18.72 kW directional; HAAT 484 m.

Applications and STAs requested

  • KDPH-LP 48 Phoenix (Community Television Educators) has applied for Special Temporary Authorization to go silent to allow KDTP-LP to use the frequency to avoid being silent for 12 consecutive months while it awaits authorization to construct digital facilities on channel 11.
  • KTNV-TV 13.x Las Vegas NV (Journal Broadcast Corporation) has requested a slight correction in transmitter location. No other aspects of the transmission have changed.

Canceled, Dismissed, Expired or Expiring

  • The permit allowing KDTP 11 Holbrook (Community Television Educators) to construct a 160 kW facility expired last June.
  • The construction permit granted to R & D Media Group, Inc. for a new analog station on channel 20 at Mesquite NV expired on December 8.

Las Vegas Franknen FM KGHD analog channel 6 was only silent for a short time. The station continues to broadcast Hispanic music and an unrelated video loop.

KPPX 51.4 is showing infomercials on a limited basis; at other times, it simulcasts IonLife.
