Arizona TV Station Update - October 2012

New licenses

  • K04QP-D Casas Adobes (KVOA Communications, Inc.) has filed to upgrade its license to Class A status. It had sought Class A status as analog station K64BV, but was ineligible due to broadcasting on an out-of-core channel. K04QP-D is the digital companion of K64BV and KVOA is seeking to transfer the Class A application from analog to digital.
  • K45LU-D 5.x Window Rock (The Navajo Nation) has filed for a license to cover its construction permit. Technical specifications: Ch 45; TL 35-40-51 N, 109-3-8 W (Diné College Window Rock); ERP 2.52 kW directional; HAAT -53 m. (21 m. AGL).
  • K16IL-D Kanab UT (Western Kane County Special Service District #1) has filed for a license to cover and to change its programming source from KUPX-TV 16.x Provo to KTTA-LD 42.x Monroe UT, in southern Sevier County. KTTA-LD provides programming local to central and southern Utah. Technical specifications: Ch 16; TL 37-3-35 N, 112-31-12 W; ERP 0.063 kW directional; HAAT 103 m.

Programming changes

  • K25DM Phoenix (Mako Communications) has begun broadcasting in digital. Cubana de Television airs on channel 25.1.
  • KSNV-DT 3.x (2) Las Vegas NV (Southern Nevada Communications) is rumored to be adding Cozi-TV on January 1. It is unknown what the NBC affiliate will do with its other subchannels, if anything. I had sent an e-mail to KPNX asking if NBC would be offering Cozi-TV to affiliates, and if so, if they would be picking it up, but so far, have had no response. The rumor, if true, answers my first question.
  • K47OA-D Washington UT (University of Utah) has begun broadcasting in digital as a repeater of KJZZ-TV 14.x Salt Lake City UT. Didn't expect a university-owned station to air anything other than KUED or KUEN, but those signals are already present in Washington/Santa Clara on university-owned stations.
  • XHILA-TDT 66.x (46) Mexicali BCN (Arnolda Cabada de la O) is multicasting, carrying three subchannels with local programming on 66.1, Cadena Trés network programming on 66.2, and a test pattern on 66.3.

Transactions

  • The FCC has approved the pro forma transfer of KPPX 51.x Tolleson (America 51, L.P.) from Avenue Ion Holdings, L.P. and Trilogy Ion, LLC to BD Ion Media GP Holdings LLC.
  • The FCC has approved the transfer of K25JS-D 4.x St. George UT from Newport Television License LLC to Nexstar Broadcasting, Inc.
  • The FCC has approved the transfer of K28EA-D 4.x Washington UT from Newport Television License LLC to Nexstar Broadcasting, Inc.
  • The FCC has approved the transfer of K09SU-D 4.x Hildale UT from Newport Television License LLC to Nexstar Broadcasting, Inc.
  • The FCC has approved the transfer of KUWB-LD 30.x (22) Bloomington UT from High Plains Broadcasting Company LLC to Nexstar Broadcasting, Inc.
  • The FCC has approved the transfer of K48JF-D 30.x Santa Clara UT from High Plains Broadcasting Company LLC to Nexstar Broadcasting, Inc.

Construction permits and STAs granted

  • DK38LA-D 11.x Overton NV (Moapa Valley Television Maintenance District) requested and was granted an extension of its STA to continue operations. The station had built out its construction permit, but neglected to file for a license to cover, and the FCC canceled the permit. The FCC issued an STA to continue operations as the cancellation was due to a clerical error by the permittee, not failure to construct facilities. A new permit cannot be issued because there is a moratorium on granting new station permits within 75 miles of the reference points of the top 100 TV markets. Overton is within 75 miles of Las Vegas. K38LA-D rebroadcasts KBYU-TV Provo UT.
  • 3-Cities Television Club, Inc. has been granted an STA for a temporary station in Avondale on channel 44, valid through 11/12/2012. Three NASCAR auto racing events are scheduled to be held at Phoenix International Raceway on 11/9-11, and the STA is for a television feed within the confines of the race track that is to operate from 11/6-12. Although the STA requests coverage for a two-mile radius of the track, the last time FanVision was issued an STA for an event at PIR, it was not possible to pick up the signal along the road outside the grandstand. 3-Cities is a subsidiary of FanVision Entertainment. Once again, the STA is issued temporary call sign K44ST-D.

Dismissed, canceled, expiring or expired

  • The FCC has canceled the license of KDLQ-LP 30 St. George UT (MB Broadcasting, Inc.), likely at the applicant's request.
  • The power increase construction permit for K43IB Globe (Arizona Board of Regents for ASU) is set to expire 11/3. As it is an analog CP and K43IB holds a CP to flash cut to digital, it most likely will expire.
  • The construction permit allowing KHMP-LD 18.x Las Vegas NV (Hilltop Church) to move to Arden Peak on Black Mountain is set to expire 11/3.

Late programming change update:

KTVP-LD 22.5 Phoenix (Mako Communications, LLC) has disappeared from the Program Map Table altogether.

It's nice to see Mr. Luken is treating you well. Hope that means he's committed to his TV business, particularly RTV. He needs to rebuild the once great network.

38.2, .3 and .4 in Phoenix are gone now. .4 had country music programming, .3 had 80's music videos ala Hit Video USA, and .2 was mainly infomercials. What happened?

The KTVK M/H signal on sister station KASW is gone. I wonder if it's temporary or permanent?

In Phoenix, Ch 44 KPHE moved to ch 16 with a very strong signal. (Caught it at 11:15PM 11/13/12)

Actually, KPHE-LD has been broadcasting on RF ch. 16 since March 2009. It IDs as virtual ch. 44, however. Two years ago, the station was granted a construction permit to move to ch. 31, due to interference from being between KNXV (RF 15) and KPHO (RF 17). I don't know if Lotus TV will ever follow through on the CP, as its signal on RF ch. 16 is strong, as you have observed. It is broadcasting at maximum power for a digital LPTV station - 15 kW.

K40AD has been off the air since at least 2012-11-15. No digital replacement detected as of 2012-11-16

I was in Verde Valley on 11/15 and noticed the same thing. I also noticed that TBN repeater K51AV was also silent. Are either of the stations back yet, either in digital or analog (K51AV would be moving to ch. 35)?

That's K40AD alright. I wonder if they also rolled out on ch. 50 in Flagstaff. Usually the Verde Valley stations on Mingus Mtn. serve as relays for the Mt. Elden stations in Flag.

K40AD is looking good, although I'm told that they're operating temporarily at reduced power. K50HU in Flagstaff is still analog. K51HV Cottonwood is still off, with nothing appearing in digital on ch 35.

I wonder what will be the fate of K09KV? I only receive the signal off the back of my antenna, so it is phase shifted and messy. I can't receive kasw dt because glassford hill is in the way. I hope k36ae Is next to switch to digital.

I have unconfirmed information that K50HU Flagstaff should flash cut in the next couple of weeks, and that K09KV Prescott should flash cut on ch. 30 by the end of the year. I'm skeptical, especially of the Prescott prediction, but we'll find out soon enough if it's true or not.

Meredith, owner of KPHO and the Prescott, Cottonwood and Flagstaff translators, delayed by several years building out digital facilities for K09KV on ch. 30 while they awaited the FCC's decision on KCFG's petition to move from ch. 32 back to ch. 9. I don't know why Meredith would have done that, unless they wanted to flash cut K09KV on ch. 9 themselves, which wouldn't be possible if the KCFG petition were allowed. Now that KCFG's license has been canceled, Meredith is free to apply to flash cut K09KV on ch. 9 if they wish. The only reason for them not to would be if they've already bought the necessary ch. 30 equipment.

Mobile / Handheld. Three Phoenix stations broadcast a low bandwidth signal that is supposed to be able to be received by mobile / handheld units. Theoretically, you can watch TV on your smart phone without using data minutes. Channels 3, 10 and 12 provide feeds, using channels 61, 45 and 12, respectively. The feeds from 3 and 12 are encrypted and require one to sign up to use it. Also, channel 10's signal uses a different program, so it takes up about twice the bandwidth as the other two.

It's my understanding that you have to buy and install software to receive the M/H signals, but I'm not fully knowledgeable on the topic.
