Arizona TV Station Update - September 2012

New licenses

  • KPPX 51.x Tolleson (America 51, L.P.) has been granted a license for its maximized facilities. Technical specifications: Ch 51; TL 33-20-3 N, 112-3-38 W (South Mtn.); ERP 1000 kW non-directional; HAAT 533 m.
  • KGHD-LP 6 Las Vegas NV (Obidia Porras) has been granted a license to cover its move to Apex, on the northeast edge of the Las Vegas metro area, even though it doesn't seem to actually broadcast from there. Technical specifications: Ch 6; TL 36-19-24 N, 114-55-49 W (Apex); ERP 3 kW directional; HAAT 42 m.
  • K47OA-D 7.x Washington UT (University of Utah) has been granted a license to cover, as a companion channel for K34FS St. George. Technical specifications: Ch 47; TL 37-9-19 N, 113-52-57 W; ERP 0.3 kW directional; HAAT 1100 m.

Programming changes

  • KAZT-TV 7.3 Prescott and KAZT-CD 7.3 (36) Phoenix (KAZT, LLC) have switched programming from RTV to HSN.
  • KUTP 45.x (26) Phoenix (Fox Television Stations) has added Bounce TV to its lineup as channel 45.2. It is Program 5 on RF channel 26; My Network TV and an SD rebroadcast of KSAZ-TV remain on Programs 3 and 4, using virtual channels 45.1 and 10.2.
  • K25HD-D Bullhead City (Richard D. Tatham) is silent and has filed for a Silent STA, which was granted and will be in effect until 3/24/2013.
  • KGUN-TV 9.2 Tucson and K16EO-D 9.2 Tucson (Journal Broadcast Corporation) has replaced its SD simulcast of ABC programming with Antenna TV.

Transactions

  • KPPX 51.x Tolleson (America 51, L.P.) is to be transferred from Avenue Ion Holdings, L.P. and Trilogy Ion, LLC to BD Ion Media GP Holdings LLC, pending FCC approval, in a debtor-in-possession restructuring of Ion Media Networks.
  • The sale of K51HV Cottonwood from Trinity Broadcasting of Arizona, Inc. to Regal Media, Inc., has been consummated.
  • The sale of KEEN-CD 17.x Las Vegas NV from Christian Media Associates International, Inc. to Landover Wireless, has fallen through and a notice of Non-Consummation has been filed.

Construction permits and Special Temporary Authority (STA) granted

  • Landover 2 LLC has been granted a construction permit for a new station to broadcast on channel 45, serving Golden Valley. The call sign, when licensed, will be K45MP-D. Technical specifications: Ch 45; TL 35-9-0 N, 114-5-49 W (McConnico); ERP 2 kW directional; HAAT -55 m. (40 m. AGL)
  • KMCC1-LD 34.x (32) Lauglin NV filed for and was granted a six-month extension of its Experimental Authority to operate a digital booster station from Black Mtn. while its proposal for a Distributed Television System is being processed by the FCC. Technical specifications: Ch 32; TL 35-56-43 N, 115-2-32 W (Black Mtn. Arden site); ERP 5 kW directional; HAAT unknown.
  • KCSG1 4 St. George UT (Southwest Media, LLC) has been granted an STA to begin broadcasting in digital on channel 27. Technical specifications: Ch 27; TL 37-9-18 N, 113-52-57 W (West Mtn. Peak); ERP 1.1 kW directional; HAAT 1093 m.

Applications submitted and Special Temporary Authority requested

  • Landover 2 LLC has modified its application for a new station on channel 51 in Yuma, due to channel 51 being cleared as a buffer between television and broadband uses. Technical specifications: Ch 32; TL 32-41-41 N, 114-36-45 W (South Park Industrial Dist.); ERP 1 kW directional; HAAT 42 m.
  • The FCC has recommended granting a construction permit to K51HV Cottonwood (Regal Media, Inc.) to flash cut to digital on channel 35. A 30-day period to file an opposition to the proposal ends October 18. Technical specifications: Ch 35; TL 34-42-4 N, 112-7-4 W (Mingus Mtn.); ERP 0.9 kW non-directional; HAAT 840 m.
  • KUDF-LP 14 Tucson (LM Media Group, Inc.) has superseded its digital flash cut application, correcting the longitude of the transmitter location, changing antenna from Jampro JA/LS-CF-16 to ERI AL8WX-14-PL, changing the azimuth pattern, reducing the height of the center of radiation, increasing ERP from 5 kW to 10.8 kW, adding an electrical beam tilt of 1.75°, and changing the emission mask from "stringent" to "simple". An interference study shows a shortfall in separation to a co-channel digital allotment to Magdalena, Son., but the study is based on a 1000 kW full power station, as there is no agreement for low power stations. LM Media Group asserts that there will be no actual interference. Mexican concurrence is still pending. Technical specifications: Ch 14; TL 32-24-54 N, 110-42-56 W (Mt. Bigelow); ERP 10.8 kW directional; HAAT 1080 m.
  • R & D Media Group, Inc., has amended its application for a new digital LPTV station to serve Mesquite NV, moving the transmitter site to a location more than 75 miles from Las Vegas. The latest round of applications for new digital LPTV stations required the transmission site to be more than 75 miles from the reference points of the top 100 TV markets. The proposed ERP increases from 0.1 kW to 0.5 kW, the pattern rotation shifts from 79° to 225°, and the antenna switches from a Scala PR-450U to a Scala 4DR-16-2HW. Technical specifications: Ch 35; TL 36-49-56 N, 114-3-31 W (Mesquite Airport); ERP 0.5 kW directional; HAAT -73 m. (17 m. AGL)

Dismissed, canceled, expiring or expired

  • The FCC has dismissed an application for station K64BV Tucson (KVOA Communications, Inc.) to move to channel 20. KVOA moved the station to channel 4 instead, rendering this application moot.
