Arizona TV Station Update - May 2012

New licenses

  • KSWT 13.x Yuma (Pappas Arizona License, LLC) has requested a license to cover a correction in site coordinates. Technical specifications: Ch 13; TL 33-3-18 N, 114-49-39 W (Black Mtn.); ERP 50 kW directional; HAAT 480 m.
  • KUVE-DT 46.x Green Valley (Univision Tucson, LLC) has modified its license application to correct the antenna model. Technical specifications: Ch 46; TL 34-24-54 N, 110-42-56 W (Mt. Bigelow); ERP 172 kW directional; HAAT 1113 m.
  • KPSN-LD 12.x (22) Payson (Multimedia Holdings Corporation) has been granted a license to broadcast in digital, yet is still broadcasting in analog, as of May 25. Technical specifications: Ch 22; TL 34-17-23 N, 111-11-26 W (Diamond Point); ERP 3.3 kW directional; HAAT 289 m.
  • K25MK-D Camp Verde (The Camp Verde TV Club) has been granted a license to cover its displacement construction permit to move from channel 57 to channel 25. Although the call sign indicates a digital station, the service class of the license is analog translator, and the station is broadcasting in analog. Technical specifications: Ch 25; TL 34-28-12 N, 111-52-22 W (Squaw Peak); ERP 0.293 kW directional; HAAT 670 m.
  • K34EE-D Prescott-Cottonwood (KTVK, Inc.) applied for and was granted a license to cover its flash cut to digital. Technical specifications: Ch 34; TL 34-41-11 N, 112-6-58 W (Mingus Mtn.); ERP 1.6 kW directional; HAAT 791 m.
  • K43GQ-D Klagetoh 4.x (KOB-TV, LLC) applied for and was granted a license to cover its flash cut to digital. As of 5/28, it was not broadcasting. Technical specifications: Ch 43; TL 35-40-15 N, 109-12-3 W; ERP 0.205 kW non-directional; HAAT 123 m.

Programming changes

  • K34EE Prescott-Cottonwood (KTVK, Inc.) has begun broadcasting the full digital signal from KASW 61.x Phoenix.
  • KFPB-LD 50.x Globe (Globe LPTV, LLC) has again added ESNE TV to channel 50.2 and ESNE Radio to 50.12. ESNE - El Sembrador Nuevo Evangelización - is a Spanish-language Catholic ministry.
  • KPHE-LD 44.2 Phoenix (Lotus TV of Phoenix, LLC) has replaced Más TV with programming from LarsaVisión, from Obregón, Sonora. LarsaVisión broadcasts in HD, but KPHE shows it in SD, with the edges cut off. According to the website, LarsaVisión can be seen on channel 39.3 in New York City as well.
  • K14NA-D 3.x Globe-Miami (KTVK, Inc.) is silent.
  • K16FB-D 35.x Globe (Telefutura Partnership of Phoenix) is broadcasting, but sending out a null packet with no data in the Program Association or Program Map Tables.
  • K45LU-D 5.x Window Rock (The Navajo Nation) is on the air as a full repeater of KNME Albuquerque NM, with PBS programming on 5.1, V-Me on 5.2, and a M/H feed of the PBS programming. The station is supposed to have been a companion to analog K44BB, but I had never been able to get a signal from K44BB, and still couldn't.
  • K38CX Shonto (Digital Networks Southwest) is on the air, broadcasting TBN programming, but with a very poor quality signal.

Proposed allotment

  • The FCC has proposed an allotment of UHF channel 14 to Tolleson AZ, giving KPPX-TV an alternate channel should it wish to relocate from channel 51.

Transactions

  • K51HV Cottonwood (Trinity Broadcasting of Arizona, Inc.) has been named among 36 translator stations being sold by Trinity Broadcasting to Regal Media. Regal is paying $9,404.86 for the station.
  • The FCC has dismissed an application to transfer KCOS-LP 28 Phoenix from Aracelis Ortiz Corporation to Paso de Fe/Widows Might Incorporated. No reason was given.

Construction permits and Special Temporary Authorizations granted

  • K27KS-D Globe (Meredith Corporation) has been granted a construction permit to change its antenna from an off-the-shelf Bogner, which is no longer supported, to a composite Scala. The permit also corrects the location and height of the antenna. Technical specifications: Ch 27; TL 33-20-31 N; 110-52-12 W (Madera Peak); ERP 1.0 kW directional; HAAT 676 m.
  • K40AD-D Cottonwood (Meredith Corporation) has been granted a construction permit to modify its construction permit, increasing power from 2.3 kW to 12.6 kW. Technical specifications: Ch 40; TL 34-41-12 N, 112-6-59 W (Mingus Mtn.); ERP 12.3 kW directional; HAAT 773 m.
  • K34EE Cottonwood (KTVK, Inc.) was granted a construction permit to flash cut to digital. The facility has been built, licensed, and is operational. Technical specifications: Ch 34; TL 34-41-11 N, 112-6-58 W (Mingus Mtn.); ERP 1.6 kW directional; HAAT 791 m.
  • K19JT-D Gila River Indian Co (Gila River Telecommunications, Inc.) has been granted an original construction permit. Technical specifications: Ch 19; TL 33-17-13 N, 111-57-43 W (Lone Butte); ERP 15 kW directional; HAAT 30 m. Both proposed Lone Butte stations have now been granted construction permits.
  • K19JV-D Gila River Indian Co (Gila River Telecommunications, Inc.) has been granted an original construction permit. Technical specifications: Ch 19; TL 33-22-37 N, 112-13-31 W (Maricopa Village); ERP 15 kW directional; HAAT -3 m (55 m AGL). Both proposed Maricopa Village stations have now been granted construction permits.
  • K21MD-D Gila River Indian Co (Gila River Telecommunications, Inc.) has been granted an original construction permit. Technical specifications: Ch 21; TL 33-1-49 N, 111-34-29 W (Signal Peak); ERP 7 kW directional; HAAT 21 m.
  • K29KO-D Gila River Indian Co (Gila River Telecommunications, Inc.) has been granted an original construction permit. Technical specifications: Ch 29; TL 33-1-49 N, 111-34-29 W (Signal Peak); ERP 15 kW directional; HAAT 21 m. Both proposed Signal Peak stations have now been granted construction permits.
  • K29KP-D Gila River Indian Co (Gila River Telecommunications, Inc.) has been granted an original construction permit. Technical specifications: Ch 29; TL 33-9-38 N, 111-48-4 W (Stotonic); ERP 15 kW directional; HAAT 23 m. This is the first of the Stotonic stations to be granted a construction permit; the proposed Stotonic station on channel 21 remains the only ungranted application for Gila River Telecommunications.
  • K21GE Camp Verde (The Camp Verde TV Club) applied for and has been granted a construction permit to flash cut to digital. The antenna coordinates were mistakenly identified as 34-23-13 N, roughly 5 miles south of the current analog site, and the HAAT is therefore mistakenly calculated as 560 m. Technical specifications: Ch 21; TL 34-28-13 N, 111-52-21 W (Squaw Peak); ERP 0.5 kW directional; HAAT 667 m.
  • K23FZ Camp Verde (The Camp Verde TV Club) applied for and has been granted a construction permit to flash cut to digital. Technical specifications: Ch 23; TL 34-28-13 N, 111-52-21 W (Squaw Peak); ERP 1 kW directional; HAAT 667 m.
  • K47IK Camp Verde (The Camp Verde TV Club) applied for and has been granted a construction permit to flash cut to digital. Technical specifications: Ch 47; TL 34-28-12 N, 111-52-22 W (Squaw Peak); ERP 0.17 kW directional; HAAT 669 m.
  • K49HP Camp Verde (The Camp Verde TV Club) applied for and has been granted a construction permit to flash cut to digital. Technical specifications: Ch 49; TL 34-28-12 N, 111-52-22 W (Squaw Peak); ERP 0.17 kW directional; HAAT 669 m.

Applications and Special Temporary Authorizations requested

  • KPHO-TV 5.x (17) Phoenix (Meredith Corporation) has requested to maximize facilities, raising the location of the transmitting antenna to the top of the tower and switching from a directional antenna to a omni-directional antenna. Technical specifications: Ch 17; TL 33-20-2 N, 112-3-40 W (South Mtn.); ERP 1000 kW non-directional; HAAT 530 m.
  • KVFA-LP 6 Yuma (KM Communications, Inc.) has requested a Silent STA, claiming to have lost its lease on the tower due to financial difficulties, as of 4/30. I have never observed the station actually broadcasting.
  • KUDF-LP 14 Tucson (Una Vez Más Tucson License, LLC) has applied for a construction permit to flash cut to digital. Technical specifications: Ch 14; TL 32-24-54 N, 110-42-54 W (Mt. Bigelow); ERP 5 kW directional; HAAT 1087 m.
  • KVVU-TV 5.x (9) Henderson NV (Meredith Corporation) has requested to maximize facilities, increasing its ERP to approximate coverage of the largest station in the market, KSNV-DT. Technical specifications: Ch 9; TL 36-0-26 N, 115-0-22 W (Black Mtn.); ERP 160 kW non-directional; HAAT 384.5 m.
  • KGNG-LD 47.x (48) Las Vegas NV (King Kong Broadcasting, Inc.) has applied for a displacement construction permit to change channels, citing significant visual interference to its analog operations on channel 47 from the digital operations on channel 48. It proposes to use the channel vacated when the license for KBBB-LP/KBBB-LD was revoked. Technical specifications: Ch 26; TL 35-56-44 N, 115-2-33 W (Black Mtn. Arden site); ERP 15 kW directional; HAAT 541 m.

Licenses and permits canceled or expired, and applications dismissed

  • The FCC has dismissed the license of KBBB-LP Boulder City NV for failure to broadcast within a twelve-month period. The construction permit for KBBB-LD Las Vegas NV was also dismissed.

Old news (Better late than never)

  • Missed this. On June 1, 2011, KSWT 13.x Yuma (Pappas Arizona License, LLC) filed a Petition for Rulemaking and Request for Waiver to move the station back to its pre-transition channel, channel 16, due to inferior propagation on channel 13. The request for a waiver was made necessary because on May 31, 2011, the FCC froze all channel assignments, only granting channel change requests by waiver of the freeze for individual cases. To date, the FCC has neither granted nor denied the request.

I sure hope the K40AD conversion happens quickly. Next in line should be K36AE or K04AI, Followed by K42AC. KPHO and KSAZ in digital off of Mingus would be great.

K04AI converted years ago - well, actually, went the companion station route. K39IT-D is the digital KSAZ translator in Prescott, coming off Mt. Francis. As for the other translators owned by Fox - nothing. Not in Globe, Cottonwood/Clarkdale, Flagstaff or Show Low. The only reason they're digital in Mohave County is because Mohave County owns the stations. The KUTP translators in Mohave County, which are owned by Fox, are still analog.
