Arizona TV Station Update - December 2011

New licenses

  • K06AE-D Prescott (Multimedia Holdings Corporation) has been granted a license to cover its flash to digital and transmitter location change. Its transmitter location was moved from Mt. Francis to Mingus Mtn. Technical specifications: Ch 6; TL 34-41-14, 112-7-0 (Mingus Mtn.); ERP 0.5 kW directional; HAAT 768 m.
  • K11LC Prescott (KTVK, Inc.) has applied for a license to cover its flash cut to digital. Technical specifications: Ch 11; TL 34-29-20 N, 112-32-15 W (Mt. Francis); ERP 0.2 kW directional; HAAT 445 m.
  • K52CM Flagstaff (Scripps Media, Inc.) has applied for a license to cover its displacement flash cut to digital. Technical specifications: Ch 24; TL 35-14-26 N, 111-35-48 W (Mt. Elden); ERP 0.824 kW directional; HAAT 590 m.
  • K57FY Kingman (Scripps Media, Inc.) has applied for a license to cover its displacement flash cut to digital. Technical specifications: Ch 30; TL 35-4-57 N, 113-54-13 W (Hayden Peak); ERP 2 kW directional; HAAT 1085 m.
  • K38AI Cottonwood (KTVK, Inc.) has applied for a license to cover its flash cut to digital. Technical specifications: Ch 38; TL 34-41-12 N, 112-6-59 W (Mingus Mtn.); ERP 15 kW directional; HAAT 770 m.
  • K44CN Cottonwood (Scripps Media, Inc.) has applied for a license to cover its flash cut to digital. Technical specifications: Ch 44; TL 34-41-12 N, 112-7-0 W (Mingus Mtn.); ERP 15 kW directional; HAAT 767 m.
  • KTUD-LD 25.x (20) Las Vegas NV (VegasTV, LLC) has applied to convert to a Class A license.

Programming changes

  • KAET 8.2 Phoenix (AZ Board of Regents for ASU) has dropped the Create network for local programming called Eight Life. Many of the same programs seen on 8.2 as Create continue on 8.2 as Eight Life. There are striking similarities to KUAT's change from Create to Ready TV last month.
  • KDOS-LP Globe (KTVW License Partnership, G.P.) has flash cut to digital on channel 29. The analog station will continue to operate for 45 days more under STA
  • K52CM Flagstaff (Scripps Media, Inc.) has flash cut to digital. The KNXV-o&o translator adds Live Well Network to ABC as part of KNXV's digital feed.
  • K25HD Bullhead City (Richard D. Tatham) is broadcasting in digital, but was not sending out any data in its stream, as of December 17.
  • KFPB-LD 50.3 Phoenix (Globe LPTV, LLC) has replaced Spanish-language Christian programming with infomercials from CornerStore TV.
  • KHMP-LD 18.x Las Vegas NV (Hilltop Church) has moved America One programming from channel 18.2 to 18.3. In its place is a channel called American Guns and Glory, which offers old Western movies and general patriotic-themed fare.

Transactions

  • The FCC has approved a settlement agreement confirmed in November by a Bankruptcy Court, whereby stations owned by Harry J. Pappas, including KSWT 13.x Yuma, would be placed in a Liquidating Trust, to be initially managed by Pappas. According to the explanation of the transaction, the FCC approval terminates the Chapter 11 Bankruptcy proceedings against Pappas, and he has until March 26 to provide certain funds and other considerations to the creditor. If that happens, then full ownership of the stations will be restored to Pappas, otherwise, a successor trustee will be named to manage the Liquidating Trust.
  • The FCC has approved the sale of KUTV and co-owned stations from SLC TV Licensee Corp. (Four Points Media Group) to KUTV Licensee, LLC (Sinclair Broadcast Group, Inc.) Included in the sale are KMYU 12.x (9) St. George UT and K07SC Hildale UT.

Construction permits and STAs granted

  • K21EG Golden Valley (Mohave County Board of Supervisors) has been granted a modification to its digital flash cut construction permit, which allows it to implement its proposed power increase. Technical specifications: Ch 21; TL 35-13-40 N, 114-12-54 W (cor. Magma & Chino); ERP 0.64 kW directional; HAAT -94 m (12 m AGL).
  • K34EF Kingman (Mohave County Board of Supervisors) has been granted a modification to its digital flash cut construction permit, which allows it to implement its proposed power increase. Technical specifications: Ch 34; TL 35-4-53 N, 113-54-14 W (Hayden Peak); ERP 1.2 kW directional; HAAT 1092 m.
  • K50CY Kingman (Mohave County Board of Supervisors) has been granted a modification to its digital flash cut construction permit, after its application for an increase in power was reinstated. It had been dismissed last month. Technical specifications: Ch 50; TL 35-4-53 N, 113-54-14 W (Hayden Peak); ERP 1.3 kW directional; HAAT 1092 m.
  • K36DU Lake Havasu City (Richard D. Tatham) has been granted a construction permit to flash cut to digital. The station has had an STA to build the digital station since August 1, but hasn't begun digital operations yet. Technical specifications: Ch 36; TL 34-36-4 N, 114-22-13 W (Goat Hill); ERP 2.6 kW; HAAT 13 m (230 m above COL).
  • K30MM-D Gila River Indian Community (Gila River Telecommunications) has been granted an original construction permit. The reservation successfully petitioned the FCC to classify it as rural pursuant to 47 CFR 73.3564 despite being within 75 mi. of Phoenix, but somehow managed to have its first CP be from a cell tower located at the Gila River Telecommunications office, about 1/2 mi. outside the Phoenix city limits. Technical specifications: Ch 30; TL 33-17-13 N, 111-57-43 W (56th & Allison); ERP 15 kW directional; HAAT 30 m.
  • The FCC has proposed granting a displacement application by Trinity Broadcasting of Arizona, Inc., to flash cut analog station K57BD Tucson to digital on channel 35. A 30-day window is in effect to file petitions to deny. Technical specifications: Ch 35; TL 32-26-31 N, 110-46-51 W (Radio Ridge); ERP 5 kW directional; HAAT 1219 m.
  • The FCC has proposed granting a displacement application by MMTC Broadcasting LLC to flash cut analog station K51IO Bullhead City to digital on channel 38. Despite the community of license, the station would no longer serve any part of Bullhead City or Laughlin, but would instead be located in Searchlight NV. Possible move-in to the Las Vegas area? A 30-day window is in effect to file petitions to deny. Technical specifications: Ch 38; TL 35-28-14 N, 114-55-10 W (Doherty Mtn.); ERP 15 kW directional; HAAT 187 m.
  • The FCC has proposed granting an application by Gila River Telecommunications to build a new LP DTV station on channel 28 at Gila River Indian Co., to broadcast from the proposed Maricopa Village site at S. 78th Avenue and W. Baseline Road. A 30-day window is in effect to file petitions to deny. Technical specifications: Ch 28; TL 33-22-37 N, 112-13-31 W (Maricopa Village); ERP 15 kW directional; HAAT -3 m (55 m AGL).
  • The FCC has proposed granting an application by BGM License, LLC, to build a new LP DTV station on channel 33 at Yuma. A 30-day window is in effect to file petitions to deny. Technical specifications: Ch 22; TL 32-40-25 N, 114-20-13 W (Telegraph Pass); ERP 15 kW non-directional; HAAT 349 m.
  • The FCC has proposed granting three applications by Landover 2, LLC, to build new LP DTV stations on channels 14, 18 and 30 at Bowie. An application for channel 26 at Bowie remains ungranted. A 30-day window is in effect to file petitions to deny. Technical specifications: Chs 14, 18, 30; TL 32-21-5 N, 109-29-27 W (Central Ave. & Airport Rd.); ERP 1 kW non-directional; HAAT -17 m (30 m AGL).
  • The FCC has proposed granting four applications by Landover 2, LLC, to build new LP DTV stations on channels 16, 22, 28 and 35 at San Simon. A 30-day window is in effect to file petitions to deny. Technical specifications: Chs 16, 22, 28, 30; TL 32-16-4 N, 109-14-8 W (Hwy B-10 W); ERP 1 kW non-directional; HAAT -31 m (30 m AGL).
  • The FCC has proposed granting three applications by Landover 2, LLC, to build new LP DTV stations on channels 15, 22 and 40 at Golden Valley. An application for channel 45 at Golden Valley remains ungranted. A 30-day window is in effect to file petitions to deny. Technical specifications: Chs 15, 22, 40; TL 35-9-0 N, 114-5-49 W (McConnico); ERP 2 kW non-directional; HAAT -55 m (40 m AGL).
  • K31HY Needles CA (Mohave County Board of Supervisors) has been granted a modification to its digital flash cut construction permit, which allows it to implement its proposed power increase. Technical specifications: Ch 31; TL 35-2-49 N, 114-22-14 W (Oatman Peak); ERP 1.06 kW directional; HAAT 457 m.
  • K48NJ-D Needles CA (Tri-State Christian Radio) has been granted an original construction permit. Technical specifications: Ch 48; TL 34-49-43 N, 114-36-38 W (Lillyhill & Casa Linda); ERP 11.4 kW directional; HAAT -53 m (30 m AGL).
  • K33MB-D Laughlin NV (Cranston Acquisition LLC, Debtor-in-Possession) has been granted an original construction permit as a fill-in station to serve parts of the Mohave Valley not directly covered by KMCC. Technical specifications: Ch 33; TL 33-10-8 N, 114-38-9 W (3/4 mi W of Needles Hwy & Cougar); ERP 2 kW directional; HAAT -45 m (82 m AGL).
  • The FCC has proposed granting four applications by Landover 2, LLC, to build new LP DTV stations on channels 24, 38, 42 and 44 at Lordsburg NM, whose predicted coverage includes parts of Arizona. A 30-day window is in effect to file petitions to deny. Technical specifications: Chs 24, 38, 42, 44; TL 32-18-57 N, 108-45-20 W (Lookout Hill); ERP 1 kW non-directional; HAAT 207 m.

Applications and STAs requested

  • KTVP-LD 22.x Phoenix (Mako Communications, LLC) has applied for an increase in effective radiated power, from 5 kW to 15 kW. Technical specifications: Ch 22; TL 33-19-58 N, 112-3-59 W (South Mtn.); ERP 15 kW directional; HAAT 460 m.
  • KDOS-LP 50 Globe (KTVW License Partnership, G.P.) has requested permission to operate its analog facilities until 45 days date that the station flash cuts to digital. KDOS originally was to flash cut on December 30, but as of January 2, has not yet made the transition, possibly due to waiting for the authority to continue analog operations.
  • K23FV Kingman (Mohave County Board of Supervisors) has filed an amendment to its ungranted application, requesting a lesser power increase, and replacing a non-directional antenna with a directional antenna aimed at azimuth 310° with 1.75° electrical beam tilt. Technical specifications: Ch 23; TL 35-4-53 N, 113-54-14 W (Hayden Peak); ERP 0.98 kW directional; HAAT 1060 m.
  • K48AY Kingman (Mohave County Board of Supervisors) has once again filed an application to modify its construction permit to specify more effective radiated power. The previous modification request was dismissed due to interference concerns with K48NJ-D Needles CA. The new application changes from non-directional operation to directional aimed at due north. Technical specifications: Ch 48; TL 35-4-53 N, 113-54-14 W (Hayden Peak); ERP 1.14 kW directional; HAAT 1059 m.
  • K49KI Prescott (Sara Diaz Warren, Executrix, Estate of Pete E. M. Warren) has filed a digital flash cut application. Technical specifications: Ch 49; TL 34-42-52 N, 112-31-33 W (Table Mtn.); ERP 1 kW; HAAT 191 m.
  • K55DB Prescott (AZ Board of Regents for ASU) has filed an STA requesting authorization to go silent as of Dec. 31, in accordance with FCC rules requiring out-of-core television stations to cease transmission.
  • KELV-LP 27 Las Vegas NV (Entravision Holdings, LLC) has filed a request to extend an STA that allows its analog station ot operate at variance with the parameters listed on the license.
  • R & D Media Group has filed a major amendment to its application for an LP station on channel 35 at Mesquite NV. The application had been dismissed on Sept. 29 because the transmitter site was 71 miles from Las Vegas, but was later reinstated so that R & D Media could specify a new site outside the 75-mile limit that would still serve Mesquite. As the specified site was 71 miles from Las Vegas, the FCC granted R & D Media's request for reconsideration so that they could find another site outside the 75-mile limit that would serve Mesquite. R & D Media has also boosted the requested power level from 0.1 kW to 0.5 kW. Technical specifications: Ch 35; TL 36-49-56 N, 114-3-31 W (Mesquite Airport); ERP 0.5 kW directional; HAAT -73 m (17 m AGL).

Canceled, Dismissed, Expired or Expiring

  • A digital companion channel application for KWTA-LP 31 Tucson (Venture Technologies Group, LLC) has been dismissed. The proposed operations on channel 56 are out-of-core.
  • The license for K41ER Globe (Trinity Broadcasting Network) has been canceled by the FCC due to failure to broadcast since 4/7/2010.
  • A new LPTV station application by Charles C. Townsend, III, for channel 41 at Bisbee, has been dismissed. No reason has been given.
  • A new LPTV station application by Wesley C. Pearce, for channel 46 at Flagstaff, has been dismissed. No reason has been given.
  • A new LPTV station application by Pete E. M. Warren, III, for channel 23 at Prescott, has been dismissed. No reason has been given.
  • The construction permit for analog station K05MK Flagstaff (Jackalope Broadcasters) expired on Dec. 15.
  • A new LPTV station application by R & D Media Group, for channel 41 at St. George UT, has been dismissed. No reason has been given.
  • A new LPTV station application by R & D Media Group, for channel 42 at St. George UT, has been dismissed. No reason has been given.

KVPX 28.1 Las Vegas (Mako O&O) has come to life on the sixth of January with SBN, Son Life, programming.

K25HD should now have programming, according to someone I spoke to in the area today.

K25HD is showing 4 subchannels. 25.1-3 airs color bars, while 25.4 has Cornerstone TV Network. Not sure why they chose to do it that way, as the analog station was Cornerstone.
