Arizona TV Station Update - July 2011

New licenses

  • KYMA-DT 11.x Yuma (Yuma Broadcasting Company [Sunbelt Communications Company]) has been granted a license to cover its post transition facilities. Technical specifications: Ch 11; TL 33-3-10 N, 114-49-40 W (Black Mtn.); ERP 22.3 kW non-directional; HAAT 493 m.
  • K27EC-CD Lake Havasu City (Lake Havasu Christian Television) has been granted a license to cover its flash cut to digital. Technical specifications: Ch 27; TL 34-36-4 N, 114-22-13 W (Goat Hill); ERP 1 kW directional; HAAT 13 m.
  • K63AE Many Farms (KOAT Hearst Television Inc.) has filed for a license to cover its displacement flash cut to digital. Its new call sign will be K36JX-D. Technical specifications: Ch 36; TL 36-27-30 N, 109-5-37 W (Roof Butte); ERP 1 kW non-directional; HAAT 641 m.
  • K21CX Tucson (Ventana Television, Inc.) has filed for a license to cover its flash cut to digital. Technical specifications: Ch 21; TL 32-24-54 N, 110-42-56 W (Mt. Bigelow); ERP 6.2 kW directional; HAAT 1127 m.
  • K20IA Prescott (Martin D. Weiss) has applied for a license to cover its original construction permit for analog facilities. Color me surprised. Was not able to receive the blowtorch station in that area - possibly a phantom request for license to cover so as not to lose the construction permit. Color me not suprised. Technical specifications: Ch 20; TL 34-42-52 N, 112-31-33 W; ERP 150 kW (5 kW to horizon) directional; HAAT 113 m.
  • KLVD-LP 23 Las Vegas NV (Word of God Fellowship [Daystar]) has filed for a license to cover its flash cut to digital. Technical specifications: Ch 23; TL 36-0-36 N, 115-0-20 W (McCullough Mtns.); ERP 15 kW directional; HAAT 346 m.

Programming changes

  • KAZT-TV 7.x Prescott (KAZT LLC [The Londen Group]) and its translators KAZT-CD 36 Phoenix, K17DA-D Lake Havasu City, K20ID-D Kingman and K24DK-D Bullhead City, have moved Me-TV programming to the .2 subchannel and RTV programming to the .3 subchannel.

Construction permits and Special Temporary Authorizations granted

  • K57DC Camp Verde (The Camp Verde TV Club) has been granted a displacement digital flash cut construction permit. When licensed, its call sign will be K25MK-D. Technical specifications: Ch 25; TL 34-28-12 N, 111-52-22 W (Squaw Peak); ERP 0.293 kW directional; HAAT 670 m.
  • K55IY Camp Verde (The Camp Verde TV Club) has been granted a displacement construction permit. Although the application was for an analog station, the FCC has given the station a digital call sign. When licensed, its call sign will be K31LZ-D. It's not certain if the construction permit is actually for a digital station, or if Camp Verde TV Club will need to modify the CP to specify digital operation. Technical specifications: Ch 31; TL 34-28-12 N, 111-52-23 W (Squaw Peak); ERP 0.165 kW directional; HAAT 670 m.
  • K43IB Globe/Miami (Arizona Board of Regents for Arizona State University) has been granted a digital flash cut construction permit. Technical specifications: Ch 43; TL 33-20-31 N, 110-52-14 W (Madera Peak); ERP 1 kW directional; HAAT 685 m.
  • KFTU-CD 34.x (18) Tucson (Telefutura Partnership of Tucson [Univision]) requested, and was granted, a six-month extension of its Special Temporary Authorzation to operate digital facilities while it awaits Mexican concurrence. Technical specifications: Ch 18; TL 32-24-14 N, 109-56-14 W; ERP 11.9 kW directional; HAAT 1079 m.
  • K36DU Lake Havasu City (Richard D. Tatham), having learned that its digital flash cut application submitted last month has been referred to Mexican authorities for concurrence, has requested and received Special Temporary Authorization to proceed with its flash cut. The last construction permit for digital facilities expired before being built because Mexican concurrence had not been obtained within the three-year period that permits are active. Technical specifications: Ch 36; TL 34-36-4 N, 114-22-13 W (Goat Hill); ERP 2.6 kW directional; HAAT 13 m.

Applications and Special Temporary Authorizations requested

  • KLHU-CA 45 Lake Havasu City (Jensen Investments, FLP) has requested to flash cut to digital, joining nearly all of the other Lake Havasu TV stations. Technical specifications: Ch 45; TL 34-36-9 N, 114-22-13 W (Goat Hill); ERP 0.42 kW; HAAT 37 m.
  • KOAT Hearst Television, Inc. (Hearst) has requested a waiver of the new translator application freeze from the FCC so that they can request a new digital LPTV construction permit to replace full-power station KOVT 10.x Silver City NM, similar to what Hubbard did with KOBG 12 Silver City. Hearst cites difficulties in being required to maintain a public inspection file in Silver City, even though there is no studio there, referring to it as a regulatory "trap", in which they are liable if information is not timely placed in the public files. Hearst has stated that if the waiver is not granted, "continued service to the public from facilities in...Silver City...may be impeded." It sounds as if they plan to shutter KOVT in any case, creating a "white area", or area with no full-power television service, in southwest New Mexico. I am surprised that Hearst would be required to maintain a public inspection file physically located in Silver City; I thought that an online public file was acceptable to the FCC. Hearst plans to do the same with KOCT 6.x (19) Carlsbad NM.

LPTV conversion to digital

With the release of the FCC Second Report and Order concerning the digital LPTV conversion, applications for new analog television stations had to be modified to specify digital operation by May 24, 2010. The modification was considered major and applicants had to pay a $705 fee to modify an application that the FCC had sat on for nearly 10 years, so it is no surprise that no Arizona applicants chose to do so. The following applications are to be dismissed by the FCC:

K52KG-D was a companion channel for K28EA Washington UT, which just completed a flash cut to digital last week, so the out-of-core station will cease broadcasting. It is already silent. Of the remainder, the only ones I predict might submit applications to move in-core are KUTG-LP and K61AX, and I'm not certain about the latter, as its coverage and content are duplicated by K19CX Yuma. I believe Southern Greenlee County has shut down its system altogether, K57BD is probably gone for good, and K57HX will be replaced by K23BY-D.

Only K52EG lacks a construction permit, possibly due to delays in obtaining Mexican concurrence, although there are no co-channel Mexican stations nearby, and the adjacent-channel operations are KECY and KYMA. If need be, the FCC is supposed to issue them Special Temporary Authorization to operate on channel 10 if the station requests it.
