Arizona TV Station Update - February 2011

New licenses

  • KUVE-DT 46.x Green Valley (Univision Tucson LLC) has applied for a license to cover its increase in power. Technical specifications: Ch 46; TL 32-24-54 N, 110-42-56 W; ERP 172 kW directional; HAAT 1113 m.
  • KTVW-CD 6.x (27) Flagstaff/Doney Park (KTVW License Partnership G.P. [Univision]) has been granted a license to cover its digital flash cut. Technical specifications: Ch 27; TL 34-58-6 N, 111-30-34 W; ERP 7.2 kW directional; HAAT 461 m.
  • K15HY Williams-Ash Fork (KTVK, Inc. [Belo]) has been granted a license to cover its move from channel 53 as K53GM to channel 15. The station is still analog and has not announced any plans to convert to digital. Technical specifications: Ch 15; TL 35-12-1 N, 112-12-15 W; ERP 1 kW directional; HAAT 752 m.
  • K06PG-D Laughlin NV (Clark County School District) has requested a license to cover its displacement digital flash cut from channel 53 as K53DG to channel 6. Technical specifications: Ch 6; TL 35-14-58 N, 114-44-34 W; ERP 0.3 kW directional; HAAT 694 m.
  • K16DS-D St. George UT (Southwest Media LLC) has been granted a license to cover its digital flash cut. Although it repeats KCSG 4.x Cedar City UT, K16DS might use virtual channel 16.x, because K25JR-D already uses virtual channel 4.x as a repeater of KTVX 4.x Salt Lake City UT. Technical specifications: Ch 16; TL 37-3-49 N, 113-34-20 W; ERP 0.25 kW non-directional; HAAT 41 m.
  • K08PC-D Hildale UT (SLC TV Licensee Corp) requested and was granted a license to cover its digital companion station, counterpart to analog K07SC. Technical specifications: Ch 8; TL 36-53-39 N, 113-1-54 W; ERP 0.02 kW directional; HAAT 47 m.

Programming changes

  • KPNX 12.x Mesa (Multimedia Holdings Company [Gannett]) has begun broadcasting a Mobile DTV signal, becoming the first station in Arizona to do so. The signal has also been observed on all of its LPDTV translator stations: K61FB Globe/Miami (to be K48MJ-D), K46GI-D Lake Havasu City, K30BQ-D Needles CA, K50CY-D Kingman, K21GE-D Golden Valley, K42CQ-D Chloride, K35EI-D Dolan Springs and K23DK-D Meadview. Although not observed, I am sure it is on K26GF-D Peach Springs as well.
  • KFPB-LD 50.x Globe has replaced infomercials on 50.2 with a slide advertising Zoe Television coming soon. I believe this is local Spanish-language Christian programming, and not Zoe Broadcasting from the Philippines, which is also a Christian media outlet.
  • KWTA-LP 31 Tucson (Venture Technologies Group, LLC) filed for Silent STA due to equipment failure.
  • KCAB-LP 28 Casa Grande (Central Arizona Broadcasting) is silent and has likely ceased operations altogether after nearly 12 years on the air. The station's website domain expired in January and a web search turns up no other sites. The owner began pursuing other interests in March 2010.

Call sign changes

  • K30IP Littlefield (Hispanic Christian Community Network) has changed its call sign to KZVE-LP. It still transmits no signal.
  • Hispanic Christian Community Network has changed the call sign in its application for K30IP's digital companion channel. Once the station is licensed, its new call sign, once licensed, will be KZVE-LD channel 51.

Transactions

  • KTAZ 39.x Phoenix (NBC Telemundo LLC) consummated its transfer of control from GE to Comcast.
  • KHRR 40.x Tucson (NBC Telemundo License LLC) consummated its transfer of control from GE to Comcast.
  • KBLR 39.x (40) Las Vegas NV (Telemundo Las Vegas License LLC) consummated its transfer of control from GE to Comcast.

Construction permits and STAs granted

  • K53IJ Peeples Valley (KVFW-TV LLC) has been granted a construction permit to switch its analog signal from a directional pattern to non-directional, to slightly lower its ERP from 10 kW to 9.99 kW (to avoid Mexican coordination) and to change community of license from Peeples Valley to Rock Springs. The application does not supersede the station's request to flash cut to digital. Technical specifications: Ch 53; TL 34-13-58 N, 112-22-13 W; ERP 9.99 kW non-directional; HAAT 784 m.
  • KFPH-CD 35.x Phoenix (Telefutura Partnership of Phoenix) was granted STA to operate at reduced power for 90 days. Technical specifications: Ch 35, TL 33-20-0 N, 112-3-46 W; ERP 7.36 kW directional; HAAT 491 m.
  • K41ER Globe/Miami (Trinity Broadcasting Network) was granted Silent STA due to equipment failure.

Applications filed / STAs requested

  • K11LC Prescott (KTVK, Inc. [Belo]) has requested to flash cut to digital. Technical specifications: Ch 11; TL 34-29-20 N, 112-32-15 W; ERP 0.2 kW directional; HAAT 445 m.
  • K34EE Prescott-Cottonwood (KTVK, Inc. [Belo]) has requested to flash cut to digital. Technical specifications: Ch 34; TL 34-41-11 N, 112-6-58 W; ERP 2.7 kW directional; HAAT 791 m.
  • K38AI Cottonwood (KTVK, Inc. [Belo]) has requested to flash cut to digital. Technical specifications: Ch 38; TL 34-41-12 N, 112-6-59 W; ERP 15 kW directional; HAAT 783 m.
  • K54GI Flagstaff (KTVK, Inc. [Belo]) has requested a displacement flash cut to digital on channel 25. I'm not certain how this would affect KAET's Mingus Mtn.-to-Mt. Elden translator relay in the same frequency range - do such relays have lower priority than LPTV? The station already had analog displacement construction permit for channel 17, but that will likely go unbuilt, as it expires in late March. Technical specifications: Ch 25; TL 35-14-26 N, 111-35-48 W; ERP 1.3 kW directional; HAAT 608 m.
  • KESE-LD 35.x (16) Yuma (Gulf-California Broadcast Company) has requested a modification to its displacement digital flash cut construction permit. Instead of moving transmitter location to Telegraph Pass and building maximized digital facilities, KESE-LD wishes to broadcast from its current analog facility near the airport at lower power. Technical specifications: Ch 16; TL 32-38-31 N, 114-33-34 W; ERP 4.5 kW directional; HAAT 81 m.
  • K57DC Verde Valley (The Camp Verde TV Club) has requested a displacement flash cut to digital on channel 25 with community of license change to Camp Verde. As this was KAZT's pre-transition DTV channel, the only possible issue I can see might be KAET's translator relay operating in the same frequencies from atop Mingus Mtn., although that signal cannot be detected in Verde Valley. The requested facility would operate from Squaw Peak, site of its current analog operations. Technical specifications: Ch 25; TL 34-28-12 N, 111-52-22 W; ERP 0.293 kW directional; HAAT 670 m.

Canceled, Denied, Dismissed, Expired or Expiring

  • STAs expired on March 1 for three Mohave County KAZT LLC translators to operate digital facilities. K17DA Lake Havasu City and K20ID Kingman were converted but do not have construction permits; K24DK Bullhead City was not.
  • The construction permit for K17IX Flagstaff (KTVK, Inc. [Belo]) will expire on March 24. Belo has instead applied for digital operations on channel 25.
  • The construction permit extension for K27EC-D Lake Havasu City (Lake Havasu Christian Television) will expire on March 27. FCC rules allow it to be extended one more time.
  • The FCC has dismissed an application modification by KPVY-LD 45.x Prescott (KM Communications, Inc.) that would have moved the station's transmitter location from Shaw Butte to South Mountain. The FCC rejected the modification because, although its predicted signal contour from South Mountain overlapped that from Shaw Butte, it did not overlap the contour of its licensed facility near Yarnell, which the FCC required. KM's request to waive the requirement was rejected.
  • K16GB Kingman (Smoke and Mirrors, LLC) lost its license due to failure to transmit within a 12-month period.
  • K50FV Tucson (KMSB-TV, Inc. [Belo]) has surrendered its license and the call sign has been deleted. The Mt. Bigelow translator became unnecessary once KMSB moved its main signal from Mt. Hopkins, near Green Valley, to Mt. Bigelow.
  • San Diego State University modified its application for a new NCE television station for Brawley CA, requesting a change in the table of allotments to substitute channel 41 for channel 26. Channel 41 was the pre-transition allotment for KYMA, and would not require further Mexican coordination. Technical specifications: Ch 41; TL 33-03-02 N, 114-49-38 W; ERP 110 kW directional; HAAT 444 m. The request was denied by the FCC the same day.
  • K67HO Laughlin NV (Smoke and Mirrors, LLC) lost its license due to failure to transmit within a 12-month period.

K16DS-D isn't using any virtual channel, because KCSG has no PSIP. It displays as the physical channel on any translator carrying its stream, including 14-x on the main signal.

I'm wondering why they haven't installed some PSIP gear and then gotten FCC permission to map to 6-1, as I'm sure they could get it.
