Arizona TV Station Update - December 2010

New licenses

  • K25LU-D 10.x Mesquite NV (Clark County School District) has applied for a license to cover its construction permit. Technical specifications: Ch 25; TL 36-49-55 N, 114-3-32 W; ERP 0.515 kW directional; HAAT -62 m (24 m AGL).

Programming changes

  • KFPB-LD 50.x Phoenix (Globe LPTV, LLC) has launched Spanish-language Casa TV on channel 50.1. Casa TV is a local, Spanish-language, Christian broadcaster.
  • Mohave County has converted Bullhead City translators K04GT, K07YJ and K12OF, all broadcasting from Katherine's Landing, to digital. K02HR and K09KG, which briefly broadcast digital signals before their construction permits were issued, and K11LX, are still broadcasting in analog, as the FCC has determined that they cause impermissible interference to KSNV-DT, KVVU-TV and KLVX, respectively. Why K07YJ wasn't deemed to interfere with KLAS-DT is a mystery. Mohave County has applications to move K02HR to channel 3, K09KG to channel 8, and K11LX to channel 5, but none has been approved by the FCC to date.
  • KGNG-LD 47.x (48) Las Vegas NV (King Kong Broadcasting, Inc.) has added another programming service, on channel 47.8, broadcasting Korean MBC America from KSCI 18.3 Los Angeles. When it first went digital, KGNG carried MBC on 47.2.

Construction permits and STAs granted

  • Live Sports Radio LLC has been granted an STA to operate a 5-watt low-power audio service within the channel 3 band from University of Phoenix stadium beginning December 25, 2010 and ending June 24, 2011. The service will be identical to that offered during the Fiesta Bowl last January and will provide an on-site play-by-play audio feed to fans during the Fiesta Bowl on January 1 and the National Championship Game on January 10. Technical specifications: Ch 3; TL 33-31-38 N, 112-15-43 W; ERP 0.005 kW non-directional; Ht 18.5 m AGL
  • Live Sports Radio LLC was granted an STA to operate a 5-watt low-power audio service within the channel 4 band from Sun Devil stadium beginning December 25, 2010 and ending June 24, 2011. The service provided an on-site play-by-play audio feed to fans during the Insight Bowl on December 28. Technical specifications: Ch 4; TL 33-25-35 N, 111-55-57 W; ERP 0.005 kW non-directional; Ht 18.5 m AGL
  • K25LU-D 10.x Mesquite NV (Clark County School District) has been granted a digital companion channel construction permit as companion to analog K02FN. The digital station has been operating under STA and the analog station has already been shut off. Technical specifications: Ch 25; TL 36-49-55 N, 114-3-32 W; ERP 0.515 kW directional; HAAT -62 m (24 m AGL).
  • K15IN-D 27.x Las Vegas NV (Entravision Holdings LLC) has been granted a digital companion channel construction permit as companion to analog KELV-LP. Oddly, the station doesn't have the call sign KELV-LD. Technical specifications: Ch 15; TL 35-56-46 N, 115-2-34 W; ERP 15 kW directional; HAAT 570 m.
  • KGHD-LD 6.x (38) St. George UT (Obidia Porras) has been granted a digital companion channel construction permit as companion to analog KGHD-LP. Although it is to be licensed to St. George UT, the proposed transmitting location is actually outside of Overton NV, with service to the Moapa Valley. I don't forsee the station ever broadcasting from this location, but rather, applying to move into the Las Vegas area. Technical specifications: Ch 38, TL 36-35-6 N, 114-36-1 W; ERP 2 kW directional; HAAT 598 m.
  • KGHD-LP 6 St. George UT (Obidia Porras) has been granted a construction permit to move operations to outside Overton NV, with a COL change to Overton. Also an intermediate step on a move to Las Vegas? Technical specifications: Ch 6; TL 36-35-6 N, 114-36-1 W; ERP 3 kW directional; HAAT 598 m.

Applications filed / STAs requested

  • Jose Rivera Miramontes has filed a modification to reduce power on his application for a new station to serve Yuma on channel 42. The original 15 kW application was predicted to cause impermissible interference to KBFY-LP 41 Yuma and was threatened with dismissal if not modified. Unfortunately, KBFY hasn't broadcast since KYMA-DT began pre-transition digital operations on channel 41 in 2006, yet the KBFY license still affects proposed operations. Technical specifications: Ch 42; TL 32-40-22 N, 114-20-11 W; ERP 1.9 kW directional; HAAT 386 m.
  • KZOL-LP 15 Safford (KTVW License Partnership LLC [Univision]) has filed a modification to reduce power by 52% on its 15 kW digital flash cut application. Technical specifications: Ch 16; TL 32-39-1 N, 109-50-53 W; ERP 7.2 kW directional; HAAT 1311 m.
  • K16FB Globe (Telefutura Partnership of Phoenix [Univision]) has filed a modification to reduce power by 32% on its 7.5 kW digital flash cut application. Technical specifications: Ch 16; TL 33-17-21 N, 110-45-45 W; ERP 5.1 kW directional; HAAT 995 m.
  • KTUD-CA 25 Las Vegas NV (Las Vegas TV Partners LLC) has filed an silent STA for its analog station. The analog station has been shut off, but the owners wish to preserve KTUD's Class A status, and the FCC has not yet finalized plans for Class A digital stations that had been companion channels. Las Vegas TV Partners is in Chapter 11 Bankruptcy and cannot afford to operate both stations.
  • KELV-LP 27 Las Vegas NV (Entravision Holdings LLC) has filed a request for extension of its STA to operate at height at variance with its license. Technical specifications: Ch 27; TL 36-0-26 N, 115-0-23 W; ERP 43 kW directional; HAAT 324 m.
  • K16DS St. George UT (Southwest Media LLC) has requested to flash cut to digital. Technical specifications: Ch 16; TL 37-3-49 N, 113-34-20 W; ERP 0.25 kW non-directional; HAAT 41 m.

Canceled, Dismissed, Expired or Expiring

  • The digital flash cut CP for K51IO Bullhead City (Trinity Broadcasting Network) expired on December 12.
  • The digital companion channel CP for K10QA-D Sierra Vista (KVOA Communications, Inc. [Evening Post Publishing Company]) expired on December 13.
  • The digital companion channel CP for KDFQ-LD 47.x (59) Prescott (Una Vez Mas Prescott License II, LLC) expired on December 26.
  • The digital companion channel CP for KNJO-LD 6.x (15) Holbrook (KM Communications, LLC) expires on January 12. It has already been extended twice.
  • The digital companion channel CP for KWKM-LD 10.x (13) Show Low (KM Communications, LLC) expires on January 12. It has already been extended twice.
  • The digital companion channel CP for KWSJ-LD 12.x (9) Snowflake (KM Communications, LLC) expires on January 12. It has already been extended twice.
