Arizona TV Station Update - November 2010

As always, questions, additions, comments and corrections welcome.

New additions as of Dec 9 in bold below.

New licenses

  • K27KS-D 5.x Globe/Miami (Meredith Corporation) was granted a license to cover its construction permit to move in-core to channel 27 and to flash cut to digital. Broadcast parameters: Ch 27; TL 33-20-20 N, 110-52-16 W; ERP 1 kW avg; HAAT 666 m.

Programming changes

  • KSWT 13.x Yuma (Pappas Arizona License LLC) has replaced its SD simulcast with Universal Sports on channel 13.2, promoted as SportsChannel 13.2, and has added Estrella TV on channel 13.3.
  • KPDF-CA 41.x Phoenix (Una Vez Mas Phoenix License LLC) has begun broadcasting LATV programming on channel 41.3.
  • KZOL-LP 15 Safford (KTVW License Partnership, G.P.) has returned to air as a repeater of Phoenix Univision station KTVW.
  • KFPB-LP 50.x Globe (Globe LPTV) has moved Video Zona TV to channel 50.3, has dropped the PromiseLand Television Network and has added Restauracion TV on channel 50.4. Channel 50.1 is now just a splash screen advertising the Sony Network Player NSP-100.
  • K17CM Duncan (Gospel Light Broadcasting Inc.) has returned to air, again broadcasting TBN programming. K17CM and KUAT translator K20GG-D are the only Southern Greenlee stations transmitting - it looks like the rest of the former broadcast cable system is gone.
  • K21GC Safford (Telefutura Partnership of Phoenix) has returned to air as a repeater of Phoenix Telefutura station KFPH-CA.
  • K19FD Camp Verde (Central States Communications) has returned to air, broadcasting Amazing Facts TV.
  • K57DC Verde Valley (The Camp Verde TV Club) has returned to air as a repeater of Mesa NBC station KPNX.
  • K49BX Martinez Lake (Wellton Mohawk Irrigation & Drainage District) is silent.
  • K28FM Yuma (Broadcast Group Ltd.) is silent.
  • KGNG-LD 47.x (48) Las Vegas NV (King Kong Broadcasting) has added another subchannel. Channel 47.7 is now home to bilingual network VMAS. Based in California's Inland Empire, VMAS is an intentionally bilingual network, seeking to bridge the gap in Hispanic households between the older, primarily Spanish-speaking parents and younger, primarily English-speaking children.   • K02FN Mesquite NV (Clark County School District) has gone silent, having been replaced by digital translator K25LU-D.

Call sign changes

  • KUSG 12.x (9) St. George UT (SLC TV Licensee Corp.) has changed its call sign to KMYU (MY Network Utah).

Transactions

  • K28FM Yuma (Broadcast Group Ltd.) has announced a change in its ownership group, pending FCC approval.

Construction permits and STAs granted

  • K25DM Phoenix (Mako Communications) has been granted a displacement flash cut to digital with transmitter location change to South Mountain. When licensed, the new call sign for K25DM will be K18JL-D. Technical specifications: Ch 18; TL 33-19-58 N, 112-3-59 W; ERP 3.8 kw; HAAT 460 m.
  • KTVP-LP 22 Phoenix (Mako Communications LLC) has been granted its first six-month extension of its construction permit for digital companion operations on channel 6. It is likely that the station will not be constructed during the next six months and that Mako will request another extension in six months, taking full advantage of the FCC's rules for LPTV digital conversion.
  • KPHE-LD 44.x (16) Phoenix (Lotus TV of Phoenix LLC) has been granted a displacement construction permit to move operations to RF channel 31 with a height increase of nearly 30 m. The station had claimed interference from adjacent full-power operations on channels 15 (KNXV) and 17 (KPHO). Technical specifications: Ch 31; TL 33-20-1 N, 112-3-45 W; ERP 15 kW directional; HAAT 498 m.
  • KNBX-CA 31 Las Vegas NV (Mako Communications LLC) was granted the CP modification to move to channel 14 instead of channel 21, with a power increase from 1.5 kW (ch 21) to 15 kW (ch 14). Technical specifications: Ch 14; TL 36-56-46 N, 115-2-34 W; ERP 15 kW directional; HAAT 548 m.

Applications filed but not yet approved

  • K09KV Prescott (Meredith Corporation) has filed for another extension of its construction permit to flash cut to digital on channel 30, pending the outcome of KCFG's petition to change its digital channel from 32 to 9. Meredith would prefer to flash cut on channel 9, but cannot do so if KCFG is granted permission to braodcast on channel 9.
  • K44BB Window Rock (Kee Long) has requested to construct a digital companion channel at its licensed analog site about five miles south of St. Michaels. Technical specifications: Ch 45; TL 35-40-51 N, 109-3-8 W; ERP 2.61 kW; HAAT m.
  • KHDF-CA 19 Las Vegas NV (Una Vez Mas Las Vegas License LLC) has requested to flash cut to digital on its current analog channel. Technical specifications: Ch 19; TL 36-0-36 N, 115-0-20 W; ERP 8 kW; HAAT m.
  • K38AU Tohatchi NM (Kee Long) has requested to flash cut to digital. Its analog facility does not reach Arizona, but the proposed digital facility is expected to do so by several miles. Technical specifications: Ch 38; TL 35-54-37 N, 108-46-26 W; ERP 2.62 kW; HAAT m.

Special Temporary Authorization (STA)

  • K61FB 12.x (48) Globe/Miami (Multimedia Holdings Corporation [Gannett]) has requested a six-month extension of its STA, due to expire December 30. The station can no longer operate on channel 61, due to impermissible interference to Verizon Wireless's primary service operations in the Phoenix area, which includes Globe. The application to operate on channel 48 is awaiting Mexican coordination, but the FCC recommended that Multimedia file an STA to begin digital operations while they wait for Mexico. The station has been assigned a temporary call sign of K48MJ-D.
  • K25LU-D 10.x Mesquite NV (Clark County School District) is operational per STA as a digital companion channel to K02FN, replacing the expired CP for K25JR-D. Technical specifications: Ch 25; TL 36-49-55 N, 114-3-32 W; ERP 0.515 kW avg; HAAT -62 m (24 m AGL).

Canceled, Dismissed, Expired or Expiring

  • NBC Telemundo has surrendered the license for K28EY Douglas.
  • KM Communications has requested its application for a digital companion channel to KVFA-LP 6 Yuma, be dismissed. The application was for operations on channel 36, already occupied by nearby full-service station KAJB.
  • The displacement CP to move the analog operations of KWTA-LP 31 Tucson (Venture Technologies Group LLC) to channel 51, expired on November 27.
  • The extended construction permit for K09KV Prescott (Meredith Corporation) to flash cut to digital on channel 30 expires on December 6. Meredith has an extension request pending; see above.
  • The digital flash cut construction permit for K51IO Bullhead City (Trinity Broadcasting Network) is set to expire December 12. It is one of the stations that TBN plans to donate, so the CP will likely expire.
  • The digital companion channel construction permit for KTVP-LD 22.x (6) Phoenix (Mako Communications LLC) is set to expire December 26. Mako has already filed for an extension.
  • The digital companion channel construction permit for KDFQ-LD 47.x (59) Prescott (Una Vez Mas Prescott License II) expires on December 26. KDFQ-LP has not been seen lately, raising doubts as to whether the digital station will be built.
  • The digital companion channel construction permit for K10QA-D 4.x Sierra Vista (KVOA Communications Inc.) expires December 27. It is to be companion to the analog KVOA repeater K20FO.
