Arizona TV Station Update - October 2010

Television station activity in Arizona and adjacent communities for October, 2010.

As always, questions, additions, comments and corrections welcome.

New licenses

  • K53GM Williams (KTVK Inc. [Belo]) has applied for a license to cover its displacement construction permit, moving in-core, but still broadcasting in analog. The station is operational on the new channel. When granted, the new call sign will be K15HY. Technical specifications: Ch 15; TL 35-12-1 N, 112-12-15 W; ERP 1 kW; HAAT 752 m.

Programming changes

  • KFPB-LD 50.x Globe (Globe LPTV LLC) dropped PromiseLand TV Network from its lineup, replacing it with color bars, then picked it back up. The slide advertising the .4 subchannel for lease also changed to color bars for about a week, then returned with audio in the background advertising some service, and is now running a logo advertising Restauracion TV, coming soon.
  • K27EC Lake Havasu City (Advance Ministries, Inc.) went silent on 10/13 due to equipment failure in the transmitter. The station is considering whether to fix the analog transmitter or to just order a new digital translator if its request to extend its digital flash cut construction permit is approved.
  • K35FH Flagstaff (Jerry Marth) is back on the air after a long absence, and is once again airing TBN programming, although it is unclear whether it is a rebroadcast of KPAZ-TV in Phoenix, or a satellite rebroadcast of KTBN-TV in Santa Ana CA.
  • K19FD Camp Verde (Central States Communications) is silent.
  • K57DC Verde Valley (The Camp Verde TV Club) is silent.
  • KVCW 33.x (29) Las Vegas NV (Channel 33, Inc. [Sinclair Broadcast Group]) has added The Country Network, a country music video channel, to its lineup on channel 33.3. Sinclair added TCN to several of its stations in October, with more to follow in 2011.
  • KMCC 34.x (32) Laughlin NV (Cranston Acquisition LLC) has again fired up its transmitter located just outside the city of Laughlin, from which it had operated per STA. The licensed facility near Dolan Springs AZ is still not operational. Last month, KMCC was reapproved for reduced-power operations from Dolan Springs, which the station claims to be running. I question the veracity of that claim, as I cannot pick up a signal from 5-10 miles away, yet I can get one in and around Bullhead City/Laughlin, which is a good 35-40 miles away and blocked by mountains, as well as being a half-mile lower in elevation.
  • KVPX-LP 28 Las Vegas NV (Mako Communications LLC) went silent on 10/11. The station has filed an STA to remain silent until digital conversion.
  • KNBX-CA 31 Las Vegas NV (Mako Communications LLC) went silent on 10/8. The station has filed an STA to remain silent until digital conversion.
  • KEGS-LD 30.x (24) Las Vegas NV (Mako Communications LLC) has announced it would begin airing the SOTH TV Network on channel 30.1. SOTH stands for Songs Of The Heart and is owned by a Las Vegas-based entertainer/minister by the name of Wyleaner Springfield, but known only as "Wyleaner", who pitches herself as the "Las Vegas Queen of Gospel". "Wyleaner" used to have a show called "Where the Rubber Meets the Road" that aired on KYRK-LP 35 Las Vegas (now KVTE-LP) in 2003 or 2004. She is a fan of Gospel legend Mahalia Jackson, so Black Gospel should figure prominently into the station's offerings.

Transactions

  • KTUD-CA 25 and companion KTUD-CD 25.x (20) Las Vegas NV (Las Vegas TV Partners LLC) have consummated their court-ordered transfer of control to Las Vegas TV Partners LLC, Debtor-in-Possession, following the owner's bankruptcy.
  • KEEN-CD 17.x Las Vegas NV (Christian Communications of Chicagoland, Inc.) has consummated its transfer of control to Christian Media Associates International, Inc.
  • Las Vegas TV Partners LLC, Debtor-in-Possession has agreed to sell KTUD-CA 25 and companion KTUD-CD 25.x (20) Las Vegas NV to GC Investments LLC, as part of a reorganization. The proposed sale is pending FCC approval.

Construction permits and STAs granted

  • K25DM Phoenix (Mako Communications LLC) has been identified by the FCC as having a grantable application. A 30-day comment period began October 8. If there are no objections, the station should be granted a displacement digital flash cut permit to operate on channel 18 and move from Shaw Butte to South Mountain. The good news is that it's one of the Phoenix-area stations I haven't been able to get. The bad news is that right now, it's only infomercials. Technical specifications: Ch 18; TL 33-19-58 N, 112-3-59 W; ERP 3.8 kW; HAAT 460 m.
  • K17DA 7.x Lake Havasu City (KAZT LLC) has converted its operations to digital per STA.
  • K20ID 7.x Kingman (KAZT LLC) has converted its operations to digital per STA.
  • K04GT Bullhead City (Mohave County Board of Supervisors) has been granted a construction permit to flash cut to digital on its analog channel. Technical specifications: Ch 4; TL 35-12-46 N, 114-33-18 W; ERP 0.002 kw; HAAT -179 m (6.1 m AGL).
  • K07YJ Bullhead City (Mohave County Board of Supervisors) has been granted a construction permit to flash cut to digital on its analog channel. Technical specifications: Ch 7; TL 35-12-46 N, 114-33-18 W; ERP 0.001 kw; HAAT -142 m (6 m AGL).
  • K12OF Bullhead City (Mohave County Board of Supervisors) has been granted a construction permit to flash cut to digital on its analog channel. Technical specifications: Ch 12; TL 35-12-46 N, 114-33-18 W; ERP 0.001 kw; HAAT -119 m (5 m AGL).
  • K27EC-D Lake Havasu City (Advance Ministries, Inc.) has been granted a six-month extension of its digital flash cut construction permit, despite requesting twelve months. The station amended its application, adding a statement of the expected cost of conversion.   • K30BQ 12.x Needles CA (Needles Community TV Club Inc.) is once again operating its digital facilities, despite the fact that it still has not been granted a permit to construct those facilities.
  • KNBX-CD 31.x (21) Las Vegas NV (Mako Communications LLC) has been identified by the FCC as having a grantable construction permit modification. A 30-day comment period began October 8. If there are no objections, the station should be granted a modification to its displacement digital flash cut permit to operate on channel 14 instead of channel 21, and at 15 kW instead of 1.5 kW. Technical specfications: Ch 14; TL 35-56-46 N; 115-2-34 W; ERP 15 kW; HAAT 548 m.

Applications and STAs requested

  • KFTU-CD 3.x (18) Tucson (Telefutura Partnership of Tucson) has filed for a modification to its displacement digital flash cut construction permit, changing to a composite antenna and mounting it 11 meters higher on the existing Mt. Bigelow tower. The new antenna will have a narrower pattern toward the southwest - still covering metro Tucson, but also adds a narrow northward lobe to add a fairly significant Hispanic population in the lower San Pedro River valley. Technical specifications: Ch 18; TL 32-24-54 N, 110-42-56 W; ERP 15 kW; HAAT 1090 m.
  • BGM License LLC has amended its application for a new station to serve Yuma on ch 33, changing the name of the owners to Broadcast Group Ltd., under which it also owns stations K28FM Yuma and K36FO Calexico CA, and has an application for a new station to serve Calexico on ch 42. The owners also own station K40FW El Paso TX, under the old name of BGM License LLC.
  • KFPB-LD 50.x Globe (Globe LPTV LLC) has requested to maximize power, to change to a non-directional broadcast pattern, and to use a full service emission mask. Without the emission mask, the proposal would cause interference to KPPX-TV 51 Tolleson, but KPPX has agreed that there would be no interference if KFPB is allowed to use the full service mask. Co-channel KDOS-LP 50 Globe won't be a problem, as that station already has a CP to flash cut to digital on channel 29. (Although licensed to Globe, KFPB broadcasts from South Mountain in Phoenix and its signal never reaches Globe.) However, the provided interference study doesn't include XHNOS 50 Nogales SO or XHRCS 50 San Luis Rio Colorado SO; who thinks the proposal will get shot down by Mexico due to interference to one or more of those stations? Technical specifications: Ch 50; TL 33-19-57 N, 112-3-57 W; ERP 15 kW; HAAT 472 m.
  • Tri-State Christian Radio has amended its application for a new station to serve Needles CA on ch 48, in response to an FCC requirement to protect an application that K57JO Laughlin NV has filed to move to channel 49. Tri-State has changed its proposed antenna from omnidirectional to directional, but has also proposed an increase max power from 5.53 kW to 11.4 kW. The proposed transmitter location is south of downtown Needles and with the antenna pointed to the SE, the increased power will ensure that the station will still serve the city. Technical specifications: Ch 48; TL 34-49-43 N, 114-36-38 W; ERP 11.4 kW; HAAT -53 m (30 m AGL).

Licenses/permits canceled and applications dismissed

  • K69CT St. George UT (Newport Television License LLC) surrendered its analog license to the FCC on 8/27. Newport already covers St. George in digital on K25JS-D.

Expiring construction permits

  • The digital flash cut construction permit for K25AL-D Lake Havasu City (Lake Havasu Christian Television) expired on October 19.
  • The original construction permit for analog K50KQ Gallup NM (Native American Television Network, Inc.) expired on October 4.

K25DM is owned by Mako, who does nothing but leases bandwidth. As such, I'm not surprised that all you see is infomercials at the moment.

KVPX-LP 28 and KNBX-CA 31, both Las Vegas, have been mostly silent this year. The FCC action just seems to make it official. KVPX did come back to life and transmit briefly earlier this year.

I didn't recall either of the analog stations being on earlier this year, but the dates given were those on their FCC applications. I'm guessing that they started broadcasting briefly in order to keep their licenses, but never had any intentions of broadcasting in analog again. If the digital stations don't come on within a year, expect a replay of the stations coming back on for a minimum of 24 hours, then going off air again.
