Arizona TV Station Update - September 2010

New licenses

  • KFPH-DT 13.x Flagstaff (Telefutura Partnership of Flagstaff) has been granted a license to cover construction of its post-transition digital facilities. Technical specifications: Ch 13; TL 34-58-6 N, 111-30-34 W; ERP 33 kW; HAAT 475.5 m.
  • KYMA-DT 11.x Yuma (Yuma Broadcasting Company) has been granted a license to cover construction of its post-transition digital facilities. Technical specifications: Ch 11; TL 33-3-10 N, 114-49-40 W; ERP 22.3 kW; HAAT 493 m.
  • K27KS-D 5.x (27) Globe/Miami (Meredith Corporation) has applied for a license to cover its construction permit. The station has been operating for several months per STA. Technical specifications: Ch 27; TL 33-20-20 N, 110-52-16 W; ERP 1 kW; HAAT 666 m.
  • K36FT-D Santa Clara UT (Brigham Young University) has been granted a license to cover construction of its digital facilities. Technical specifications: Ch 36; TL 37-9-19 N, 113-52-56 W; ERP 0.225 kW; HAAT 1064 m.
  • K39JZ-D St. George UT (Brigham Young University) has been granted a license to cover construction of its digital facilities. Technical specifications: Ch 39; TL 37-3-50 N, 113-34-20 W; ERP 0.325 kW; HAAT 62 m.

Transactions

  • Aracelis Ortiz, owner of longtime silent station KCOS-LP 28 Mesa, has donated the station to her daughter, Julie Mejia. The transaction is pending FCC approval.
  • Three Arizona LPTV stations are among the 155 stations that Trinity Broadcasting Network has announced it will donate to Minority Media Telecommunications Council, Inc.: K51IO Bullhead City, K41ER Globe/Miami and K38CX Shonto. The remaining TBN-owned translator stations in Arizona are owned by Trinity Broadcasting of Arizona, Inc. (KPAZ-TV) and are not included in the donation: K07YX Tucson, K57BD Tucson, K51HV Cottonwood, and a CP for digital companion channel K29IQ-D Cottonwood, which expires in 2012.
  • Sometime between July 1 and September 30, K27EC has changed ownership from Lake Havasu Christian Television to Advance Ministries, Inc. No change in ownership application has been filed and the FCC station search still lists the owner as Lake Havasu Christian Television, even though the latest application lists Advance Ministries as the owner.
  • 9th Island Broadcasting, Inc. has consummated its reacquisition of K63HJ Laughlin NV from Roger Mills.
  • The licenses for KTUD-CA 25 and companion digital station KTUD-LD 25.x (20) Las Vegas NV (Las Vegas TV Partners, LLC) have been assigned to Las Vegas TV Partners, LLC, Debtor-In-Possession, following its licensee's entry into bankruptcy.

Construction permits and STAs granted

  • KPDF-CA 41.x Phoenix (Una Vez Mas Phoenix License LLC) has been granted a six-month extension of its STA to operate in digital while the FCC International Bureau continues to work with Mexico to obtain approval of the station's digital operations.
  • KFTU-CA 34 Tucson (Telefutura Partnership of Tucson) has been granted a displacement construction permit to flash cut to digital on channel 18. Technical specifications: Ch 18; TL 32-24-54 N, 110-42-56 W; ERP 15 kW; HAAT 1079 m.
  • KDOS-LP 50 Globe (KTVW License Partnership GP) has been granted a displacement construction permit to flash cut to digital on channel 29. Technical specifications: Ch 29; TL 33-17-21 N, 110-49-45 W; ERP 15 kW; HAAT 1001 m.
  • KZOL-LP 15 Safford (KTVW License Partnership GP) has been granted a displacement construction permit to flash cut to digital on channel 16. Technical specifications: Ch 16; TL 32-39-1 N, 109-50-53 W; ERP 15 kW; HAAT 1311 m.
  • K21GC Safford (Telefutura License Partnership of Phoenix) has been granted a displacement construction permit to flash cut to digital on channel 34. Its new call sign will be K34LF-D. Technical specifications: Ch 34; TL 32-39-1 N, 109-50-53 W; ERP 15 kW; HAAT 1311 m.
  • K48GX Tucson (Telefutura License Partnership of Tucson) has been granted a displacement construction permit to flash cut to digital on channel 36. Its new call sign will be K36KP-D. Technical specifications: Ch 36; TL 32-24-54 N, 110-42-56 W; ERP 6.7 kW; HAAT 1079 m.
  • KRPO-LP 55 Quartzsite (Hispanic Christian Community Network, Inc.) has been granted a displacement construction permit to flash cut to digital on channel 21. Technical specifications: Ch 21; TL 33-43-35 N, 113-37-2 W; ERP 15 kW; HAAT 90 m.
  • K59CI Globe/Miami (Meredith Corporation) has been granted a displacement construction permit to flash cut to digital on channel 27. The station has already been operating in digital per STA but has been awaiting Mexican coordination. Its new call sign will be K27KS-D. Technical specifications: Ch 27; TL 33-20-20 N, 110-52-16 W; ERP 1 kW; HAAT 666 m.
  • KCFG 9.x (32) Flagstaff (KM Communications Inc.) sought and was granted an STA to operate from its old Mt. Elden electronics site at 1 kW. KM reported that the station commenced operation on 8/31.
  • K39KW-D Yuma (Jose Rivera Miramontes) has been granted an original construction permit to operate a new LP DTV station from Telegraph Pass, east of Yuma. Technical specifications: Ch 39; TL 32-40-22 N, 114-20-11 W; ERP 15 kW; HAAT m.
  • KUVE-DT 46.x Green Valley (Univision Tucson LLC) has been granted a construction permit to increase power from 70.3 kW to 172 kW. Technical specifications: Ch 46; TL 32-24-54 N, 110-42-56 W; ERP 172 kW; HAAT 1113 m.
  • KMCC1-LD 32.x Laughlin NV (Cranston Acquisition LLC) has been granted a six-month extension of its STA to operate an experimental low power booster station from Black Mountain in Henderson NV to provide service to the Las Vegas metropolitan area. Technical specifications: Ch 32; TL 35-56-43 N, 115-2-32 W; ERP 5 kW; HAAT 547 m.
  • K08PC-D 2.x (8) Hildale UT (SLC TV Licensee Corp) has been granted a CP to operate as a digital companion channel for K07SC, rebroadcasting KUTV. Technical specifications: Ch 8; TL 36-53-38.5 N; 113-1-54 W; ERP 0.02 kW; HAAT 47 m.

Applications and STAs requested

  • KCFG 9.x (32) Flagstaff (KM Communications Inc.) has filed an STA for suspension of operations and to remain silent, pending the outcome of its request to relocate to a site on the Mogollon Rim above Strawberry and to move to RF channel 9. KM claims that the station went silent on 9/1, 24 hours after it reported commencement of operations. Was it ever on? The station's studio on Steves Blvd in Flagstaff is empty, with a For Rent sign on the front window.
  • BGM License LLC [Broadcast Group Management LLC] has filed an application for a new LP DTV station to serve Yuma. Technical specifications: Ch 33; TL 32-40-25 N, 114-20-13 W; ERP 15 kW; HAAT 349 m.
  • K27EC Lake Havasu City (Advance Ministries, Inc.) has filed an application for a twelve-month extension of its construction permit to flash cut to digital, citing risk due to a delay in LPTV cities in converting to digital and a drop in viewer donations due to the bad economy. With Mohave County having converted their LPTV stations to digital, the risk of being the first local station to go digital has been removed for Advance Ministries. Advance Ministries has also told the FCC that they are very likely to receive a grant from the NTIA to assist them in digital conversion. The station's CP was due to expire September 27.
  • K02FN Mesquite NV (Clark County School District) has filed an STA request to commence broadcasting in digital on channel 25 immediately. The station had a construction permit for K25JR-D that expired last March. It wasn't able to commence broadcasts due to late delivery of equipment. The equipment is installed and the station is ready to go. Clark County has an application for a new construction permit on channel 25, but once the FCC decides to approve the permit, there would be another 30 days minimum comment period before the permit could be officially awarded. Clark County has stated that the digital signal on channel 25 would replace the analog signal on channel 2.
  • KVPX-LP 28 Las Vegas NV (Mako Communications, LLC) has filed an application to flash cut to digital. Technical specifications: Ch 28; TL 35-56-46 N, 115-2-34 W; ERP 7.5 kW; HAAT 514 m.
  • KNBX-CD 31.x (21) Las Vegas NV (Mako Communications, LLC) has filed a displacement application to change its digital flash cut channel and to increase power. Studies have predicted 40% interference from adjacent channel KVMY-DT 21.x (22). Technical specifications: Ch 14; TL 35-56-46 N, 115-2-34 W; ERP 15 kW; HAAT 548 m.
  • KGHD-LP 6 St. George UT (Obidia Porras) is requesting to move its transmitter location to a mountain ridge west of Logandale NV and a community of license change to Overton NV. The predicted signal contour of the application barely overlaps the signal contour of the existing application, and it is almost certain that this is an intermediate step to eventually move the station to Las Vegas NV, where KVPX-LP has abandoned plans to open a digital channel on RF channel 6. Technical specifications: Ch 6; TL 36-35-6 N, 114-36-1 W; ERP 3 kW; HAAT 608 m.
  • Obidia Porras has filed an application for a companion digital channel to KGHD-LP 6, to broadcast from the Overton NV site, but still to be licensed to St. George UT. It is almost certain that Porras plans to eventually move this station to Las Vegas NV, as there are already two applications for digital LPTV stations from Overton NV. In Las Vegas, KHDF-LD has abandoned plans for a companion station on RF channel 38. Technical specifications: Ch 38, TL 36-35-6 N, 114-36-1 W; ERP 2 kW; HAAT 598 m.

Licenses/permits canceled and applications dismissed

  • NW Communications of Phoenix has surrendered its license for K09JZ Winslow, removing the last licensed LPTV station from the city. Truthfully, it didn't matter; the station was so weak, its signal never reached town anyway, and the Flagstaff translators come in with a good antenna for those still desiring OTA TV. The station was a KSAZ translator, owned by Fox.
  • K25DM Phoenix (Mako Communications LLC) has requested that its digital flash cut application for channel 25 be dismissed. It will retain its displacement construction permit to flash cut to digital on channel 18.
  • The FCC has dismissed an application by Amy Meredith for a new digital LPTV station to serve Parker on ch 5. The application specified a 1 kW station but the limit for VHF LD is 0.3 kW. Meredith was given an opportunity to correct the mistake, but did not do so in a timely matter.
  • Valley Broadcasting Company has surrendered its license for K40CQ Laughlin NV, leaving Laughlin/Bullhead City with only KPNX translators for its NBC programming.

Expiring construction permits

  • The construction permit for K27EC-D Lake Havasu City (Lake Havasu Christian Television) expired on September 27. The station applied for a one-year extension before the permit expired.
  • The construction permit for K25AL-D Lake Havasu City (Lake Havasu Christian Television) will expire on October 19. As with K27EC-D, it is expected that the station will also apply for an extension.
  • The construction permit for K50KQ Gallup NM (Native American Television Network, Inc.) will expire on October 4.
