Arizona TV Station Update - September 2013

As always, questions, additions, comments and corrections welcome.

New licenses

  • KGHD-LP 6 Las Vegas NV (Obidia Porras) applied for and has been granted a license to cover its construction permit to move to the Arden electronics site on Black Mountain. Technical specifications: Ch 6; TL 35-56-46 N, 115-2-34 W (Black Mtn. Arden site); ERP 0.999 kW directional; HAAT 570 m.

Programming changes

  • KTAZ 39.x Phoenix (NBC Telemundo License LLC) no longer airs a 3 hour delay of Telemundo programming on channel 39.3. It is now a blank screen.
  • KFPB-LD 50.x Phoenix (Globe LPTV, LLC) has replaced Video Zona programming on channel 50.5 with infomercials. Channel 50.6 seems to be a video channel, but has been displaying a frozen frame for the past day or so.
  • KGNG-LD 47.x (48) Las Vegas NV (King Kong Broadcasting, Inc.) appears to have dropped Korean Arirang programming in favor of a simulcast of The Walk as seen on KNBX-CD 31.2.
  • KLSV-LD 50.x Las Vegas NV (Biltmore Broadcasting Las Vegas, Inc.) was reported temporarily simulcasting JTV on channel 50.1, but its PSIP read LATV Feed. Will Entravision be dropping LATV from KINC 15.2 when getTV debuts? If so, will they do the same in Yuma/El Centro?
  • XHILA 66 Mexicali BC (Intermedia y Asociados de Mexicali, S.A. de C.V.) shut off its analog signal on the evening of March 6, after receiving permission from the Mexican Federal Telecommunications Commission (Cofetel). The early shutoff was allowed in order to more quickly free up the 700 MHz broadcast band. XHILA continues to broadcast four subchannels on RF channel 46, using virtual channel 66.
  • XHBC 3.x (47) Mexicali BC (Televisora de Mexicali, S.A. de C.V.) has begun broadcasting in digital on RF channel 47 with 200 kW ERP.
  • XHMEX 32.x (44) Mexicali BC (Televimex, S.A. de C.V.) has begun broadcasting in digital on RF channel 44 with 200 kW ERP. Suprisingly, this has caused little interference to the analog signal of co-owned, co-channel XHLRT San Luis Rio Colorado SON. San Luis Rio Colorado lies south of Yuma, making it about 60 miles from Mexicali, but I was able to receive both stations in the same location on Telegraph Pass.
  • XHMEE 38.x (45) Mexicali BC (Televimex, S.A. de C.V.) has begun broadcasting in digital on RF channel 45 with 200 kW ERP.

Transactions

  • K19CX Yuma (Arizona Board of Regents for Arizona State University) was granted its request to transfer the station from KAZT, LLC and the sale has been consummated.
  • K39KW-D Yuma (Jose Rivera Miramontes) has been sold to the Arizona Conference Corporation of Seventh-Day Adventists for $10,000, contingent on FCC approval. The Adventists operate Good News TV and Más TV in Phoenix.
  • KKRP-LD 46 St. George UT (Community Television of Utah License, LLC) is seeking FCC approval of its sale to Tribune Broadcasting Company II, along with its parent KSTU Salt Lake City, and other sibling stations, such as K43CC-D Santa Clara UT. It has amended its application to specify changes to stakeholders.
  • K43CC-D Santa Clara UT (Community Television of Utah License, LLC) is seeking FCC approval of its sale to Tribune Broadcasting Company II, along with its parent KSTU Salt Lake City, and other sibling stations, such as KKRP-LD 46.x Salt Lake City UT. It has amended its application to specify changes to stakeholders.
  • K40KZ St. George UT (EICB-TV East, LLC) received authorization from the FCC to buy the station from R&D Media, Inc., in exchange for a construction permit in Aspen CO and ten dollars. The sale has been consummated.

Construction permits and Special Temporary Authorizations (STAs) granted

  • K47GQ Parks (Arizona Board of Regents for Arizona State University) has been granted another modification to its digital flash cut construction permit, increasing power and rotating the broadcast pattern 10° counterclockwise, allowing the station to also protect K47DJ-D Prescott. Technical specifications: Ch 47; TL 35-12-1 N, 112-12-17 W (Bill Williams Mtn.); ERP 1 kW directional; HAAT 750 m.
  • K39KW-D Yuma (Jose Rivera Miramontes) requested and has been granted a six-month extension to its construction permit, which was to expire September 28.
  • K25DM Phoenix (Mako Communications, LLC) requested and has been granted a six-month extension of its STA to operate in digital as it awaits FCC approval of its flash cut application. It is unclear why the application is delayed in being approved; normally, the wait is for Mexican concurrence, which can take a lifetime, but full-power KMSB 11.x Tucson already broadcasts on RF channel 25, so the delay may be with the FCC.
  • As occurs every year at this time, FanVision requested and has been granted an STA to operate an LPTV station licensed to Avondale and based at Phoenix International Raceway during NASCAR events scheduled from November 5 - 12. Technical specifications: Ch 44; TL 33-22-28 N, 112-18-39 W (PIR); ERP 0.1 kW; HAAT 19 m. AGL
  • K40LM-D El Centro CA (Channel 51 of San Diego, Inc.) requested and has been granted a six-month extension of its construction permit, which was to expire September 28.
  • KCSG1 14.x (27) St. George UT (Southwest Media LLC) has been granted an additional six-month extension to its construction permit. The previous extension expired September 10.
  • XHNSS 7 Nogales SON (Jaime Juaristi Santos) has requested RF channel 31 for its digital operations.

Mexicali digital conversion

In accordance with the digital conversion plan from Cofetel, Mexicali BC will be required to switch off all analog TV broadcasts on November 26, 2013.

Given that Univision has added Bounce in several markets and is getting ready to launch GetTV, do you think NBC will add COZI to a few of their Telemundo O&O's if they can't find an affiliate otherwise?

(still waiting for Seth and Ed at KPHO to change their minds about keeping the weather subchannel)
