  • KGRX-LD 29.x (19) Gila River Indian Community (Gila River Telecommunications Inc.) has requested a license to cover its original construction permit. Technical specifications: Ch 19; TL 33° 19' 57" N, 112° 3' 57" W (South Mtn); ERP 15 kW H / 15 kW V (1.2° elec beam tilt); HAAT 475 m (1558 ft).

Programming Changes

  • KPNX 12.x Mesa (Multimedia Holdings Corporation) has ended the lighthouse programming on RF channel 12, virtual channel 12.12.
  • KGRX-LD 29.x (19) Gila River Indian Community (Gila River Telecommunications Inc.) has begun operating, airing FNX programming on virtual channel 29.1.
  • KGRY-LD 29.x (28) Gila River Indian Community (Gila River Telecommunications Inc.) has begun operating, airing FNX programming on virtual channel 29.1.
  • KPCE-LP 29 Tucson (Word of God Fellowship Inc.) is silent.

Transactions

  • The sale of KVOA 4.x (23) Tucson from Quincy Media to Allen Media Broadcasting Evansville III LLC has been approved by the FCC as part if a divestiture of KVOA from the Gray Television Inc. acquisition of Quincy Media. The new licensee name will be Tucson TV License Company LLC. Translators K04QP-D Casas Adobes and K28OY-D Sierra Vista are also included in the transaction.
  • KPHE-LE 44.x (16) Phoenix (Lotus TV of Phoenix LLC) is proposed to be sold to Sovryn Holdings for $2 million. Sovryn Holdings is headed by Philip Falcone, who was the head of HC2 Holdings Inc. until his ouster in 2020.
  • KYMA-LD 15.x Yuma (Centro Cristiana Vida Abundante Inc.) has been granted a pro forma ownership transfer from its old board to its new board. The transfer was requested in February 2020.
  • Lowcountry 34 Media LLC has agreed to buy 108 LPTV construction permits from Landover 2 LLC and CTB Spectrum Services Two LLC for a total of one hundred (100) dollars. Lowcountry34 intends to build out as many of the stations as it can before the January 10, 2022, extended deadline, finding and moving to in-core channels where necessary, and share the revenues from the operational stations with Landover and CTB. Included in the proposed sale are the following Arizona stations:

    • K41MO-D Lake Havasu
    • K44MD-D Parker
    • K45MP-D Golden Valley

  • The sale of K30PL-D Las Vegas NV from Enlace Christian Television Inc. to Craig Ruark has been approved by the FCC and has been consummated.
  • The sale of KDLU-LP 26 St. George UT from CCR-St. George IV LLC to Scripps Broadcasting Holdings LLC has been consummated.
  • The sale of KVBT-LP 41 Santa Clara UT from CCR-St. George IV LLC to Scripps Broadcasting Holdings LLC has been consummated.

Construction Permits and Special Temporary Authorizations (STAs) Granted

  • KWKM-LD 12.x (13) Show Low (KM Communications Inc.) requested and has been granted an extension to its digital companion channel construction permit. The permit expires January 10, 2022.
  • KWSJ-LD 10.x (9) Snowflake (KM Communications Inc.) requested and has been granted an extension to its digital companion channel construction permit. The permit expires January 10, 2022.
  • KYPO-LD 27.x Tacna (LMO Christian Media Inc.) requested and has been granted a construction permit, as amended, to flash cut to digital with extension until January 10, 2022.   • K40MZ-D Golden Valley (Landover 2 LLC) has been granted an extension to its construction permit, as amended, until January 10, 2022. The amendment was a letter from Lowcountry 34 Media LLC, proposed assignee of the station, stating its intent to build out the station.
  • K42IQ-D Flagstaff (Edge Spectrum Inc.) has been granted an extension of its Silence STA, through July 2. K42IQ-D was also granted a waiver of 47USC 312(g), allowing it to remain silent for more than a year, in order to implement ATSC 3.0.
  • K42LS-D Yuma (Jose Rivera Miramontes) requested and has been granted an amendment to its displacement application with an extension until January 10, 2022. The station originally requested 15 kW on channel 31, but could not obtain Mexican concurrence, so it changed its request to channel 27 at 3 kW. It has also requested to move to a different tower within the Telegraph Pass electronics site. When licensed, the station will have the call sign K27PC-D. Technical specifications: Ch 27; TL 32° 40' 21" N, 114° 20' 10" W (Telegraph Pass); ERP 3 kW H directional (0.25° elec beam tilt); HAAT 400 m (1312 ft).
  • K45MP-D Golden Valley (Landover 2 LLC) requested and has been granted a displacement amendment to its construction permit, specifying an in-core channel. Its call sign when licensed will be K08QN-D. Technical specifications: Ch 8; TL 35° 9' 0" N, 114° 5' 51" W (McConnico); ERP 3 kW H directional; HAAT -92 m (-302 ft), 12 m (39 ft) AGL.
  • K45MP-D Golden Valley (Landover 2 LLC) has been granted an extension to its construction permit, as amended, until January 10, 2022. The amendment was a letter from Lowcountry 34 Media LLC, proposed assignee of the station, stating its intent to build out the station.
  • KGHD-LP 6 Las Vegas NV (Obidia Porras) has been granted a construction permit to flash cut to digital. Technical specifications: Ch 6; TL 35° 56' 46" N, 115° 2' 37" W (Arden Peak); ERP 3 kW H directional; HAAT 571 m (1873 ft).
  • KGHD-LP 6 Las Vegas NV (Obidia Porras) requested and has been granted an extension of its construction permit until January 10, 2022.
  • K17JQ St. George UT (Edge Spectrum Inc.) has been granted an extension to its construction permit until January 10, 2022.
  • K25PA-D 13.x Santa Clara (Scripps Broadcasting Holdings LLC) requested and has been granted a construction permit to relocate from West Mountain Peak to Webb Hill. Technical specifications: Ch 25, TL 37° 3' 49" N, 113° 34' 24" W (Webb Hill); ERP 0.3 kW H non-directional; HAAT 52 m (171 ft).

  • KBFY-LP 41 Yuma (Jeff Chang) has requested Silence STA of its analog facilities until its digital facilities are operational.
  • KDPH-LD 48.x (13) Phoenix (Word of God Fellowship Inc.) has requested a modification to its licensed facilities, to switch from a directional signal to a non-directional signal.
  • KPCE-LP 29 Tucson (Word of God Fellowship Inc.) has requested Silence STA of its analog facilities until its digital facilities are operational.
  • K31LZ Camp Verde (The Camp Verde TV Club Inc.) has requested an extension until January 10, 2022, of its displacement construction permit to flash cut to digital on channel 9.
  • K40NW-D Yuma (Hispanic Family Christian Network Inc.) has requested an extension of its initial construction permit, to January 10, 2022.
  • K40NW-D Yuma (Hispanic Family Christian Network Inc.) has requested a displacement construction permit to move to an in-core channel. The application awaits Mexican concurrence. A proposal by K42LS-D (now K27PC-D) to broadcast on channel 31 at 15 kW was rejected by Mexican authorities, but this proposal may pass muster because the transmission site is closer to the adjacent stations in San Luis Rio Colorado, Sonora, Mexico, and therefore, within range for permissible adjacent channel broadcasting. Technical specifications: Ch 31; TL 32° 32' 55" N, 114° 39' 10" W (Cor. W. County 19th St & S. Avenue B); ERP 15 kW H non-directional; HAAT 34 m (112 ft).

  • KGHD-LP 6 Las Vegas NV (Obidia Porras) has requested a Silence STA, having gone silent July 13, while it awaits equipment to allow it to convert to digital using the ATSC 3.0, or Nextgen, standard. A poster on another forum has speculated that FrankenFM stations on RF channel 6 are planning to run an analog audio carrier on the 87.5 - 88.0 MHz portion of the signal and use the remaining 5.5 MHz to run an ATSC 3.0 signal.

Rulemaking Requests and Notifications

  • KMCC 34.x (32) Laughlin NV (Ion Television License LLC) has filed a notification with the FCC that it has reduced power at its Dolan Springs AZ transmitter (Site 1) to approximately 50%, effective July 5, due to electrical service issues. Ion is working to upgrade the capacity of its electric service and the internal electrical system, but if repairs require power reduction for more than 30 days, Ion will file an STA request to operate at reduced power until the electrical issues are fixed.
  • KVVU-TV 5.x (9) Henderson NV (KVVU Broadcasting Corporation) has requested a rulemaking to substitute UHF channel 24 for VHF channel 9 in the Table of Allotments for Henderson NV.

Regarding KGHD-LP...

Five LPTV stations on channel 6 have received FCC Special Temporary Authority for dual-mode ATSC 3.0/analog FM operation. These STAs are valid for six months and contain a number of specific conditions. Probably the two most important are that the station must periodically disclose any reports of interference, including to the station's own ATSC 3.0 signal; and that the FM operation must be on 87.75MHz. (not 87.7 or 87.9 as is the typical "FrankenFM" practice) The stations are indicating they will use the bottom 5.509MHz of the channel for ATSC 3.0 broadcasts, opening the top 491KHz for analog FM.

From what I know about ATSC 3.0 this seems feasible to transmit. How an ATSC 3.0 receiver will behave with a big honking analog FM signal at the top of the channel I have no idea.

The five LPTVs in question:

Picking up KGRX 29.1 (my TV says KGRQ) with about the same signal strength as KPNX when it was transmitting on VHF Channel 12; outdoor antenna is pointed at South Mountain. Only thing I've noticed about the channel is the horrible lip sync and delayed closed captions

No surprise that KGRX IDs as KGRQ; they're a simulcast. My TV picks up three channel 29.1s: KGRX on RF 19, KGRQ on RF 21 and KGRY on RF 28. In the Laveen area, folks can get KGRF on RF 21 instead of KGRQ. Gila River Telecom is planning to eventually make KGRY a NextGen station, according to their filings. I was surprised to see it as ATSC 1.0, even on a test basis.

Anyone heard whether any Phoenix stations will be picking up Rewind TV when it branches off of Antenna TV on 9/1 ? I believe it is a Nexstar network and I don't believe Nexstar owns any stations in Phoenix currently. But we do get Antenna TV so hoping Rewind gets picked up here as well.

I hope one of the stations picks up Rewind. There is so much duplication on the sub channelsright now in Phoenix. I think we've got two COZI channels, three (or more) GRIT, two Mystery, two LAFF, two BOUNCE, etc. Let's get something new and get rid of some of these redundant ones.

Some big changes this month in Tucson. Daystar (KCPE-LP) on RF 29 went off air on July 13th as the FCC digital deadline passed. K350U-D went dark as well with the QVC and HSN stations. No FCC data is available so not sure why they went dark on RF35.

KGUN seems to ensure that I need to have their signal as they are now in three different locations out here in Vail. RF 9, 21 with KWBA, and RF27. ION is now on 9-5 and 13-4. Almost sniffs like a night light situation, but I haven't seen any CP for ATSC 3.0 in Tucson. Maybe ION is changing affiliates again in Tucson?

AZTV7 is now broadcasting previously aired content on sub-channel 7.5. I asked what the plan is for content and the station responded "There is no official schedule for this channel yet. We are still working out a program schedule and in the meantime we are running repeats of The Arizona Daily Mix, along with a few other programs, as filler"

KGRQ is running a crawl saying KGRX & KGRY will be switching to ATSC 3.0 on September 20, 2021 and that viewers may need to obtain new equipment and a subscription to receive the new signals

Las Vegas viewers have three new sub-channels this weekend. Biltmore's KLSV 50.1 is now VIET SKY, 50.2 is VIET SUN, while 50.3 is VIET MED(ia). This caused a ripple effect moving JTV from 50.1 up to 50.6, and Shop LC from 50.4 to 50.7. %0.4 and 50.5 and without PSIP's currently. Friday evening the three VIET sub-channels were spotted on the RF positions of 21.1, 21.2, and 21.3 on some TV's, while showing up as 1.0 for each of the three on at least one brand of digital tuner.

KMCC-34 Dolan Springs and Henderson returned to the air Sunday afternoon. Their 34.1 is ION, 34.2 Bounce, 34.3 Court TV, 34.4 is currently empty, 34.5 Defy. 34.6 TruReal, and 34.7 Shop LC. The 34.4 may be a KTNV-13 simulcast once again when that feed is activated.
