Arizona TV Station Update - June 2021

New Licenses

  • KJPO-LD 25.x Tonopah (Iglesia Manmin Toda la Creacion USA Inc.) requested and was granted a license to cover its displacement construction permit. Technical specifications: Ch 25; TL 33° 31' 55" N, 113° 6' 32" W (Burnt Mtn.); ERP 15 H kW non-directional; HAAT 118 m.
  • K16BP-D 45.x Cottonwood (Fox Television Stations LLC) requested and was granted a license to cover its construction permit, as amended, to co-locate with K36AE-D. Technical specifications: Ch 16; TL 34° 41' 13" N, 112° 7' 2" W (Mingus Mtn.); ERP 15 kW H directional (2° elec beam tilt); HAAT 777 m (2549 ft).
  • K36AE-D 10.x Clarkdale (NW Communications of Phoenix Inc.) requested and was granted a license to cover its construction permit, as amended, to correct height and coordinates, and change to a broadband antenna that can also accommodate K16BP-D. Technical specifications: Ch 16; TL 34° 41' 13" N, 112° 7' 2" W (Mingus Mtn.); ERP 15 kW H directional (2° elec beam tilt); HAAT 777 m (2549 ft).

Programming Changes

  • KNXV-TV 15.x Phoenix (Scripps Broadcast Holdings LLC) has replaced Court TV on channel 15.4 with QVC.
  • KPPX-TV 51.x (31) Tolleson (Inyo Broadcast Licenses LLC) has replaced QVC on channel 51.5 with Defy TV, has added TrueReal on channel 51.6 and has added Grit on channel 51.7.
  • KWBA-TV 58.x (21) Sierra Vista (Scripps Broadcast Holdings LLC) has added Defy TV on channel 58.5 and TrueReal on channel 58.6.
  • K18JL-D 22.x Phoenix (HC2 LPTV Holdings Inc.) is silent.
  • KMCC 34.x (32) Laughlin NV (Ion Television License LLC) has added Defy TV on channel 34.5 and has replaced HSN on channel 34.6 with TrueReal.

Transactions

  • KDPH-LD 48.x (13) Phoenix (Community Television Educators Inc.) has been approved by the FCC to be assigned to Word of God Fellowship Inc., Daystar's commercial licensee, without compensation. The transaction has been consummated.
  • KDLU-LD 13.x (26) St. George UT (CCR-St. George IV LLC) has been approved by the FCC to be assigned to Scripps Broadcasting Holdings LLC), The transaction has not yet been consummated.
  • KVBT-LD 13.x (41) Santa Clara UT (CCR-St. George IV LLC) has been approved by the FCC to be assigned to Scripps Broadcasting Holdings LLC), The transaction has not yet been consummated.

Construction Permits and Special Temporary Authorization (STA) Requests Granted

  • K18JL-D 22.x Phoenix (HC2 LPTV Holdings Inc.) requested and has been granted a displacement construction permit. When licensed, its call sign will be K12XP-D. Technical specifications: Ch 12; TL 33° 19' 57" N, 112° 3' 59" W (South Mtn.); ERP 3 kW H (1.3° elec beam tilt); HAAT 465 m (1525 ft).
  • K19CX-D 8.x Yuma (AZ Board of Regents for ASU) has been granted a modification to its construction permit, allowing the station to be built on a different tower than previously approved. Technical specifications: Ch 19; TL 32° 40' 25" N, 114° 20' 12" W (Telegraph Pass); ERP 1.8 kW H directional; HAAT 393 m (1289 ft).
  • K30QT-D Parker (Landover 2 LLC) has been granted an extension of its construction permit, until January 10, 2022. Technical specifications: Ch 30; TL: 33° 40' 4" N, 114° 3' 31" W (Guadalupe Peak); ERP 1 kW H non-directional; HAAT 317 m (1040 ft).
  • K48NJ-D Needles CA (Good News Broadcasting Network, Inc.) has been granted a modification to its construction permit to change to a channel below the 600 MHz band. When completed, its new call sign will be K26PR-D. Technical specifications: Ch 26; TL 34° 49' 43" N, 114° 36' 41" W (Needles SDA Church); ERP 15 kW H directional (1.75° elec beam tilt, 3.1° mech beam tilt @ 300°); HAAT -67 m (-220 ft) (23 m [75 ft] AGL).

Construction Permits and STA Requests Requested

  • K18JL-D 22.x Phoenix (HC2 LPTV Holdings Inc.) has requested Silence STA. The station has been displaced by KPNX Mesa, which intends to commence operations on RF channel 18 on July 8.
  • K23HB Flagstaff (Prism Broadcasting Network Inc.) has requested an extension of it construction permit to flash cut to digital, citing medical conditions with the owner, and COVID-related delays in getting equipment from the manufacturers.
  • K42IQ-D Flagstaff (Edge Spectrum Inc.) has requested an extension of its Silence STA, first filed in July 2020. Edge Spectrum had not filed for the extension in January 2021, so this extension request was from January 25 through July 2. K42IQ-D has also filed for a waiver of 47USC 312(g), allowing it to remain silent for more than a year. Edge Spectrum is trying to implement ATSC 3.0 on all of its stations and it would make no sense to build out the repacked station on RF channel 21 in ATSC 1.0, only to have to spend more money to convert to ATSC 3.0.
  • K42LS-D Yuma (Jose Rivera Miramontes) has requested to move to an in-core channel and to relocate to a new tower in the same electronics site. The 15 kW ERP requested seems to be at odds with a 1.8 kW ERP lTechnical specifications: Ch 31; TL 32° 40' 21" N, 114° 20' 10" W (Telegraph Pass); ERP 15 W H directional (0.25° elec beam tilt); HAAT 400 m (1312 ft).
  • KMYU 12.x (9) St. George UT (KUTV License LLC) has requested a construction permit to move to the UHF band. Technical specifications: Ch 21; TL 37° 3' 48" N, 113° 34' 26" (Webb Hill); ERP 250 kW H / 130 kW V non-directional (0.8° elec beam tilt); HAAT 43 m (141 ft).
  • KGHD-LP 6 Las Vegas NV (Obidia Porras) has requested a construction permit to flash cut to digital, and, if granted, an extension of the construction permit until January 10, 2022. Technical specifications: Ch 6; TL 35° 56' 46" N, 115° 2' 37" W (Arden Peak); ERP 3 kW H directional; HAAT 571 m (1873 ft).
  • K17JQ St. George UT (Edge Spectrum Inc.) has requested an extension to its construction permit.

Canceled, Denied, Dismissed, Expired or Expiring

  • The following stations have been notified by the FCC that they have not filed for a digital construction permit and that if no action is taken, their licenses will expire at 11:59 PM local time, July 13, 2021:

NextGen TV

  • KTVK 3.x (24) Phoenix (KPHO Broadcasting Corporation) requested and has been granted approval to commence ATSC 3.0 operations hosted by KFPH-CD on July 8.
  • KPHO-TV 5.x (17) Phoenix (KPHO Broadcasting Corporation) requested and has been granted approval to switch hosts for its ATSC 3.0 operations. KPHO is planning to move from KFPH-CD to KASW on July 8.
  • KPNX-TV 12.x Mesa (Multimedia Holdings Corporation) requested and has been granted approval to switch hosts for its ATSC 3.0 operations. KPNX is planning to move from KFPH-CD to KASW on July 8.
  • KNXV-TV 15.x Phoenix (Scripps Broadcasting Holdings LLC) requested and has been granted approval to license its ATSC 3.0 programming stream separately as KNXV-TV, and not as a multicast stream of KASW.
  • KASW 61.x (27) Phoenix (Scripps Broadcasting Holdings LLC) requested and has been granted a Legal STA to move two of its non-primary ATSC 1.0 programming streams to other hosts on July 8. Grit 61.2 will move to KPNX RF channel 18 and Court TV Mystery 61.3 will move to KTVK RF channel 24. HSN 61.4 will remain on KSAZ-TV RF channel 10.

KMCC-34 Vegas is now airing a simulcast of KTNV 13.1 as a stream on their 34.4. KMCC is not currently airing Mysteries. Maybe this is an intended lighthouse for KTNV, and will leave the current host of KVCW-33. If not, then what is the reasoning for KTNV on KMCC?

Scripps is doing the same thing in Tucson. Their Big 4 affiliate is on a VHF channel and their secondary affiliate is on a UHF channel. Because of issues some people are having receiving VHF broadcasts, they put their primary Big 4 stream on the UHF station also. Fox also does that in Phoenix.

Does anyone have a simplified explanation of which stations are changing on July 8? Is the KPNX switchover going to result in getTV moving off of 35.3?

ScottM you miss getTV too? Didn't realize KPNX was hosting it until I lost signal when they switched to backup transmitter and dropped power at the beginning of June. Speaking of KPNX they just going to flip the switch off on the backup transmitter and flip the switch on the new transmitter tomorrow?

Same here. Only thing I noticed different is getTV is back at 100% signal strength but showing a black screen

Some of these stations are not great about reporting when things don’t go according to plan. When 7.1 was out a couple of months ago due to the wildlife inhabiting their antenna, it took them a very long time to acknowledge that anything was wrong. As for KPNX, the rescan article on their website has no updates since July 5th.

I just saw your post tonight, and haven't had access to Phoenix TV since the 5th, but here is my understanding:

KPNX is now on RF18. The datastream consists of the following programming: NBC on 12.1, weather on 12.2, True Crime on 12.3, Quest on 12.4, Twist on 12.5, getTV on 35.3 and Grit on 61.2. All of the subchannels were being broadcast on VHF (Grit on 10, the others on 12) but everything is now on UHF.

Now that KPNX has completed its move to RF 18, I noticed a confusing change on RF 19. My LG tv channel info shows KPNX 12-12 showing the same programming as 12-1 on RF 19. This also now wipes out Tucson KTTU-18 real channel RF 19 on my tv .

The KPNX move to 18 made all the difference in the world to me. I used to only be able to pick it up occasionally, and usually at night. Now it's clear and strong all day!
