Arizona TV Station Update - August/September 2020

New Licenses

  • K38CX Shonto (Digital Networks-Southwest LLC) requested and has been granted a license to cover its displacement construction permit to transition to digital, correct its broadcast coordinates, increase power and change to an in-core channel. Technical specifications: Ch 23; TL 36° 37' 10" N, 110° 34' 53" W; ERP 2 kW; HAAT 45 m.
  • K47OC-D Searchlight NV (Digital Networks-Southwest LLC) has requested a license to cover its displacement construction permit. Technical specifications: TL 35° 37' 41" N, 115° 16' 27" W (Beer Bottle Pass); ERP 3 kW directional; HAAT 327 m.

Programming Changes

  • K14RK-D 38.x Phoenix (Spanish Independent Broadcast Network LLC) has replaced Alpha Música de Fe on channel 38.2 with El Evangelio Eterno (EEE), a Spanish-language Christian station. EEE last aired in Phoenix on KEJR-LD 40.2 from March 2014 to March 2015. K14RK has also added some country music videos along with its infomercials on channel 38.5.
  • KFPB-LD 50.x (25) Globe (Globe LPTV LLC) has replaced the blank screen on channel 50.8 with infomercials.
  • KHMP-LD 18.x Las Vegas NV (DNV Spectrum Holdings LLC) has replaced real estate programming on channel 18.8 with Right Now TV (RNTV).
  • KHDF-CD 19.x Las Vegas NV (HC2 Station Group Inc.) has replaced infomercials with Aviva on channel 19.4.
  • KPVM-LD 25.x Las Vegas/Henderson NV (KPVM Television Inc.) has replaced Family Channel on channel 25.3 with America's Voice.
  • KGNG-LD 26.x Las Vegas NV (King Kong Broadcasting Inc.) has replaced Movies+ programming with Retro TV on channel 26.8 and has dropped MBC-D from channel 26.9 due to the diginet shutting off its satellite.

Call Sign Changes

  • K38CX Shonto (Digital Networks-Southwest LLC) has changed its call sign to K23PL-D following licensing of its digital facilities.

Transactions

  • Scripps Media has agreed to buy Ion Media Networks, giving Scripps an enormous boost in its national presence. There are 23 markets in which Scripps must divest of the Ion stations, but Scripps has found a buyer for all 23, who will agree to retain the stations' Ion affiliations. KPPX-TV 51.x (31) Tolleson is among the 23 Ion stations expected to be divested as part of the sale.
  • KBFY-LP 41 Fortuna (Powell Meredith Communications Company) is under contract to be sold to Jeff Chang.

Construction Permits and Special Temporary Authorizations (STAs) Granted

  • K14TD-D Lake Havasu (Landover 2 LLC) has been granted an original construction permit for a new low power television station to serve Lake Havasu City. Technical specifications: Ch 14; TL 34° 27' 29" N, 114° 21' 4" W (The Nautical Beachfront Resort); ERP 0.25 kW directional; HAAT -154 m (20 m AGL).
  • K16NM-D Salome (Landover 2 LLC) has been granted an original construction permit for a new low power television station to serve I-10 near the Maricopa - La Paz County line, although its city of license will be Salome, about 10 miles north of I-10. It is to be co-located with K18NS-D and K28QP-D. Technical specifications: Ch 18; TL: 33° 35' 26" N, 113° 28' 18" W (I-10 & N. 54th St.); ERP 1.5 kW non-directional; HAAT 1 m (30 m AGL).
  • K18NS-D Salome (Landover 2 LLC) has been granted an original construction permit for a new low power television station to serve I-10 near the Maricopa - La Paz County line. It is to be co-located with K16NM-D and K28QP-D. Technical specifications: Ch 28; TL: 33° 35' 26" N, 113° 28' 18" W (I-10 & N. 54th St.); ERP 1.5 kW non-directional; HAAT 1 m (30 m AGL).
  • K21PB-D Parker (Landover 2 LLC) has been granted an original construction permit for a new low power television station to serve I-10 in the vicinity of Quartzsite. The broadcast site is to be a tower located along AZ 95 on the north side of Quartzsite, about two miles north of I-10. Although serving Quartzsite, the city of license is Parker, about 35 miles north of Quartzsite. Technical specifications: Ch 21; TL: 33° 42' 13" N, 114° 13' 4" W (AZ 95 approx. 2 miles N of I-10); ERP 0.8 kW non-directional; HAAT -44 m (20 m AGL).
  • K26PM-D Bowie (Landover 2 LLC) has been granted an original construction permit for a new low power television station to serve I-10 in the vicinity of Bowie. Technical specifications: Ch 26; TL 32° 21' 5" N, 109° 29' 27" W (NW of Central Ave. & W. Lockwood Rd.); ERP 1 kW non-directional; HAAT -17 m (30 m AGL).
  • K28QO-D Sentinel (Landover 2 LLC) has been granted an original construction permit for a new low power television station to serve I-8 in the vicinity of Sentinel. Technical specifications: Ch 28; TL 32° 51' 40" N, 113° 12' 30" W (I-8 & Agua Caliente Rd.); ERP 1 kW non-directional; HAAT 39 m.
  • K28QP-D Salome (Landover 2 LLC) has been granted an original construction permit for a new low power television station to serve I-10 near the Maricopa - La Paz County line. It is to be co-located with K16NM-D and K18NS-D. Technical specifications: Ch 28; TL: 33° 35' 26" N, 113° 28' 18" W (I-10 & N. 54th St.); ERP 1.5 kW non-directional; HAAT 1 m (30 m AGL).
  • K30QT-D Parker (Landover 2 LLC) has been granted an original construction permit for a new low power television station to serve I-10 between Quartzsite and Brenda. The proposed broadcast location is the mountaintop electronics site that hosted the old Quartzsite translator stations. Technical specifications: Ch 30; TL: 33° 40' 4" N, 114° 3' 31" W (Guadalupe Peak); ERP 1 kW non-directional; HAAT 317 m.
  • K32OP-D Roll (Landover 2 LLC) has been granted an original construction permit for a new low power television station to serve I-8 in the vicinity of Dateland, although its city of license will be Roll. Technical specifications: Ch 32; TL 32° 47' 43" N, 113° 32' 43" W (Dateland RV Park); ERP 1 kW non-directional; HAAT 36 m.
  • K32OQ-D Yuma (Landover 2 LLC) has been granted an original construction permit, as amended, for a new low power television station to serve I-8 near downtown Yuma. Technical specifications: Ch 32; TL 32° 41' 41" N, 114° 36' 45" W (18th St. E of Riley Ave.); ERP 1 kW non-directional; HAAT 42 m.
  • K38CX Shonto (Digital Networks-Southwest LLC) requested and has been granted a displacement construction permit to change to an in-core channel, increase power, change to a more directional signal and correct its broadcast coordinates. In reality, it is requesting to move to another tower, as its new coordinates match a tower about 1000' west of the current tower. When licensed, its new call sign will be K23PL-D. Technical specifications: Ch 23; TL 36° 37' 10" N, 110° 34' 53" W; ERP 2 kW; HAAT 45 m.
  • K17OQ-D Blythe CA (Landover 2 LLC) has been granted an original construction permit for a new low power television station to serve I-10 in the vicinity of Mesa Verde CA, west of Blythe. Technical specifications: Ch 17; TL: 33° 37' 3" N, 114° 46' 20" W (McCoy Mtns.); ERP 1 kW non-directional; HAAT 113 m.
  • K21PA-D Winterhaven CA (Landover 2 LLC) has been granted an original construction permit for a new low power television station to serve I-8 west of the Glamis Sand Dunes. The broadcast site is to be a tower near I-8, about 20 miles west of Winterhaven, its city of license. It is to be co-located with K23PI-D. Technical specifications: Ch 21; TL: 32° 42' 40" N, 114° 57' 39" W (I-8 & Gordon's Well Rd.); ERP 1 kW non-directional; HAAT 30 m.
  • K23PI-D Winterhaven CA (Landover 2 LLC) has been granted an original construction permit for a new low power television station to serve I-8 west of the Glamis Sand Dunes. It is to be co-located with K21PA-D. Technical specifications: Ch 23; TL: 32° 42' 40" N, 114° 57' 39" W (I-8 & Gordon's Well Rd.); ERP 1 kW non-directional; HAAT 30 m.
  • K26PN-D Winterhaven CA (Landover 2 LLC) has been granted an original construction permit for a new low power television station to serve I-8 east of the Glamis Sand Dunes. The broadcast site is to be a tower near I-8, about 12 miles west of Winterhaven, its city of license. It is to be co-located with K29NQ-D. Technical specifications: Ch 26; TL: 32° 45' 48" N, 114° 50' 17" W (I-8 & Ogilby Rd.); ERP 1 kW non-directional; HAAT 4 m (30 m AGL).
  • K29NQ-D Winterhaven CA (Landover 2 LLC) has been granted an original construction permit for a new low power television station to serve I-8 east of the Glamis Sand Dunes. It is to be co-located with K26PN-D. Technical specifications: Ch 29; TL: 32° 45' 48" N, 114° 50' 17" W (I-8 & Ogilby Rd.); ERP 1 kW non-directional; HAAT 4 m (30 m AGL).

Construction Permits and STAs Requested

  • KAZT-CD 7.x (36) Phoenix (KAZT LLC) has requested a modification of its license to specify a non-directional broadcast pattern instead of the current directional pattern. KAZT has been receiving complaints from viewers in Mesa, Gilbert, Apache Jct. and Gold Canyon about interference from co-channel KUVE-CD Tucson. An omnid
  • KPAZ-TV 21.x (20) Phoenix (Trinity Broadcasting of Arizona Inc.) has requested an Engineering STA to allow it to operate at 500 kW ERP instead of the 1000 kW ERP specified in its license. The station experienced equipment failure, preventing it from operating at full power.
  • KASW 61.x (27) Phoenix (Scripps Broadcasting Holdings LLC) has filed a request for a Legal STA, declaring its intention to only carry its primary stream on the NextGen broadcst. The secondary streams continue to be carried in ATSC 1.0 format on KSAZ-TV. In return, KASW carries KSAZ's primary stream in NextGen format.
  • KGNG-LD 26.x Las Vegas NV (King Kong Broadcasting Inc.) has requested a modification to its license. The station lost its lease on the tower at its licensed location and has proposed to move to a new tower 260' away in the same communications site. The new location will cause 4.23% interference to KPVT-LD 2.x (27) Las Vegas, but that is less than the the 4.35% interference that KPVT-LD already agreed to accept to move to the Black Mountain site. Technical specifications: Ch 26; TL 35° 56' 46" N, 115° 2' 37" W (Black Mountain Arden Site); ERP 15 kW directional; HAAT 539 m.

Expired, Expiring, Canceled and Dismissed

  • HC2 Station Group Inc. has declined to build out digital facilities for KDFQ-LP and has instead surrendered the station license to the FCC.
  • A new low power television station proposed by KM Communications Inc. to operate on RF channel 7 serving Yuma, has been dismissed due to objection by the Mexical government. The station that would receive interference is said to operate on RF channel 7 in Mexicali BCN, but that is not entirely true. The station in question actually is analog low-power station K07ZF, licensed to Calexico CA, but owned by the Mexican company, Broadcast Group, Ltd. KM's proposed station would have broadcast from the same tower as KESE-LP 35, at County 13th St South and South Avenue 4-1/4 East, and should have been extremely unlikely to cause impermissible interference from K07ZF.
  • A new low power television station proposed by Landover 2 LLC to operate on RF channel 28 serving Blythe CA, has been dismissed due to causing impermissible interference to K29EC Blythe CA. Landover failed to amend its application within the required time period to resolve the application.
  • The application for K31PX-D Winterhaven CA (Landover 2 LLC), a proposed new low power television station, has been dismissed due to objection by the Mexican government.

Son Life Broadcasting (SBN) is already available in the Las Vegas market on two sub-channels (KVPX 28.1 and KEGS 30.3) with nearly identical signal contours. But SBN has now been added to KNBX 31.1. Is that really good use of the sub-channel? This weekend the 28.1 signal looked like a poor analog stream.

Yesterday, Oct 23rd, KPVT-2 Las Vegas limped back into operation after three months of unexcused absence. All the former sub-channels have been restored, however colorbars occupy several instead of normal programming. Meanwhile sister station KHMP-18 regained France 24 on 18.1 after a similar long extended hiatus.

Las Vegas viewers have regained the AMG network. That diginets has been gone from the Valley for several five years, but is now on KPVT 2.6. AMG had aired on KGNG, then KEEN, and lastly on KHMP.

I get KUAT just fine. I cannot get KUAS because it is blocked by the Tucson mtns, but it is just a repeater station. I have an outdoor antenna Db4e
