New Licenses

  • K15HY 3.x Williams-Ash Fork (KPHO Broadcasting Corporation) has been granted a license to cover its flash cut to digital. Technical specifications: Ch 15; TL 35° 12' 1" N, 112° 12' 18" W (Bill Williams Mtn.); ERP 1 kW directional; HAAT 761 m.

Programming Changes

  • KEJR-LD 40.x Phoenix (Hero Licenseco LLC) has dropped América TV programming from channel 40.1 and the ID slide from channel 40.2 and replaced both with Azteca América programming. The two subchannels are carrying identical programming, but are different from the programming on KPDF-CA 41.1.
  • KPDF-CA 41.x Phoenix (HC2 Network Inc.) has replaced the blank slide on channel 41.3 with ESNE programming. It is ESNE's second affiliate in the Valley.
  • K15HY-D 3.x Williams-Ash Fork (KPHO Broadcasting Corporation) has flash cut to digital.
  • K19FD Camp Verde (The Camp Verde TV Club Inc.) has returned to air with programming from the Evine shopping channel.
  • K43IE-D 10.x Williams (NW Communications of Phoenix Inc.) has transitioned to in-core channel 31 with temporary call sign K31NE-D.
  • KHDF-CD 19.x Las Vegas NV (HC2 Network Inc.) has added ESNE programming on channel 19.2, replacing the Azteca simulcast that had been there prior to Azteca relocating to KMCC.
  • KGNG-LD 47.x (48) Las Vegas NV (King Kong Broadcasting Inc.) is announcing the addition of diginets SET (Simply Entertainment Television) and Quest, both coming soon. SET will be on channel 47.6; Quest's channel is unknown at this time. King Kong Broadcasting has not announced a launch date for either.
  • K16IL-D 8.x Kanab UT (Western Kane County Special Service District #1) is silent to accommodate repacking in the translator daisy chain. The station will eventually relocate to channel 34.
  • K18DN-D 11.x Kanab UT (Western Kane County Special Service District #1) is silent to accommodate repacking in the translator daisy chain. The station will eventually relocate to channel 31.
  • K20EC-D 2.x Kanab UT (Western Kane County Special Service District #1) is silent to accommodate repacking in the translator daisy chain. The station will eventually relocate to channel 26.
  • K23DP-D 9.x Kanab UT (University of Utah) is silent to accommodate repacking in the translator daisy chain. The station will eventually relocate to channel 30.
  • K24II-D 7.x Kanab UT (Western Kane County Special Service District #1) is silent to accommodate repacking in the translator daisy chain. The station will eventually relocate to channel 29.
  • K28IT-D 6.x Kanab UT (Western Kane County Special Service District #1) has replaced its KMTI-LD programming on program #3 with KUTV channel 2.1.
  • K40JM-D 13.x Kanab UT (Western Kane County Special Service District #1) has transitioned to in-core channel 33 with temporary call sign K33NT-D.

  • KPPX-TV 51.x (31) Tolleson (Ion Media Phoenix License LP) has proposed a pro forma restructuring of its upstream ownership. Ion Media of Phoenix Inc. will be merged into Ion Media Television Inc., pending FCC approval.
  • HC2 Network Inc. has proposed a pro forma transfer of the following stations to HC2 Station Group Inc., pending FCC approval:
    • KPDF-CA 41.x Phoenix
    • KDFQ-LP 47 Prescott
    • KHDF-CD 19.x Las Vegas NV
  • HC2 is reorganizing its corporate structure and requested to create HC2 Broadcasting Intermediate Holdings LLC as a subsidiary between HC2 Broadcasting Holdings Inc. and the licensees. The reorganization, which has been approved by the FCC, affects the following stations:

    • K43CC-D Santa Clara UT

  • Live Sport Radio LLC requested and was granted Special Temporary Authority to operate a low power analog television station for an event to be held at the J.W. Construction Permits and STAs Requested

  • KTVP-LD 22.x Phoenix (HC2 LPTV Holdings Inc.) has amended its displacement construction permit, lowering the radiation center about two feet. Technical specifications: Ch 23; TL 33° 20' 0" N, 112° 3' 51" W (South Mtn.); ERP 15 kW directional; HAAT 460 m.
  • KGRQ-LD 29.x Gila River Indian Co (Gila River Telecommunications Inc.) has requested a construction permit for a new channel, having been displaced by KTAZ Phoenix, and a location change for the antenna. Although the new channel will cause impermissible interference to KGRY-LD, both stations are co-owned, and the Gila River Nation agrees to accept the interference. Technical specifications: Ch 21; TL 33° 0' 7" N, 111° 40' 28' W (Sacaton Peak); ERP 15 kW directional; HAAT 435 m.
  • KEJR-LD 40.x Phoenix (Hero Licenseco LLC) has requested a displacement construction permit to vacate the 600 MHz band. Technical specifications: Ch 32; TL 33° 20' 0" N, 112° 3' 51" W (South Mtn.); ERP 15 kW directional (1.5° electrical beam tilt); HAAT 471 m.
  • KBFY-LP 41 Fortuna (Powell Meredith Communications Company) has requested a displacement construction permit to vacate the 600 MHz band and to flash cut to digital. Technical specifications: Ch 2; TL 32° 40' 19" N, 114° 20' 12" W (Gila Mtn.); ERP 0.0021 kW directional; HAAT 349 m.
  • KVPA-LD 42.x Phoenix (KRCA License LLC) has requested a displacement construction permit to vacate the 600 MHz band. The station has also requested an Engineering STA to make the change as soon as it is ready, having received a 120-day notification letter from T-Mobile. Technical specifications: Ch 34; TL 33° 19' 57" N; 112° 4' 0" W (South Mtn.); ERP 15 kW directional (2° electrical beam tilt); HAAT 465 m.
  • KDFQ-LD 47 Prescott (HC2 Network Inc.) has requested a six-month extension of its STA to operate on an in-core channel. Currently, the station is silent and is requesting to operate on channel 27 instead of channel 25, as specified in the original STA request.
  • KDPH-LD 48.x Phoenix (Community Television Educators Inc.) has requested an amendment to its displacement application in order to avoid a mutually exclusive application with KEJR-LD. Technical specifications: Ch 13; TL 33° 20' 1" N, 112° 3' 48" W (South Mtn.); ERP 3 kW directional (1° electrical beam tilt); HAAT 498 m.
  • KFPB-LD 50.x Globe (Globe LPTV LLC) has requested an STA in order to make the change to channel 21 as soon as it is ready. T-Mobile has declared its intention to commence service on the channel 50 frequencies on November 30.
  • K16EO-D 9.x Oro Valley/Tucson (Scripps Broadcasting Holdings LLC) has requested a construction permit for a new channel, having been displaced by KHRR Tucson. Technical specifications: Ch 27; TL 32° 12' 52" N, 111° 0' 21" W (Tumamoc Hill); ERP 9 kW directional (1.5° electrical beam tilt); HAAT 189 m.
  • K20FO Sierra Vista (KVOA Communications LLC) has requested a construction permit to transition to a digital signal on a new channel, having been displaced by KWBA Sierra Vista on an adjacent channel. It was displaced by co-owned K46IL-D Cottonwood when the latter moved to channel 31 in order to clear the 600 MHz band for use by T-Mobile. Although the transmitter coordinates have changed slightly, the station is not changing towers; it is a minor correction to the coordinates. Although the station is predicted to cause nearly 4% interference to the channel 33 application for K51AC Pahrunp NV and over 52% interference to the channel 33 application for K21GW-D Toquerville-Hurricane UT, both stations have agreed to accept the interference. Spectrum Repack

The LPTV Displacement Filing Window closed on May 15 for displaced operational stations. All operational stations reaching Arizona have requested a permanent in-core channel, either during the filing window, or in the two weeks since. Several non-operational stations still have not filed:

  • K38CX Shonto
  • K41JE Williams (Silence STA)
  • K51IO Bullhead City
  • K40KZ St. George UT (Silence STA)

Thanks to careful planning and coordination in both Arizona and Utah, there has only been one instance of mutually exclusive applications:

  • St. George UT/Mesquite NV channel 29 - K49AS-D 2.x Santa Clara UT (KUTV Licensee LLC) and KWWB-LP 45 Mesquite NV (Entravision Holdings LLC)

A "flash cut" is when a station ceases broadcasting in analog and begins broadcasting in digital, either on the same RF channel, or on a new RF channel. There is no overlap, that is, no time at which the station is broadcasting in both formats using a companion channel, such as most full power stations did prior to June 12, 2009. Most low power stations have transitioned to digital via flash cut, however, some have been able to use a companion channel, such as KDPH-LP/LD, when they had an analog signal on RF channel 48, and a digital signal on RF channel 46.
