Arizona TV Station Update - December 2017

Programming Changes

  • TEGNA Inc. has announced that it will partner with Cooper Media to launch a new ad-supported multicast network called Quest, featuring adventure and exploration programming. Quest is expected to launch on TEGNA-owned stations this month. KPNX 12.x Mesa is likely to be one of the initial stations launching Quest. If history is any indication, viewers might expect to see Quest sometime during the third week of January.

  • KTVP-LD 22.x Phoenix (HC2 LPTV Holdings, Inc.) has been transferred from HC2 Holdings 2, Inc. to HC2 Broadcasting Holdings, Inc. in a pro-forma restructuring.
  • K18JL-D 25.x Phoenix (HC2 LPTV Holdings, Inc.) has been transferred from HC2 Holdings 2, Inc. to HC2 Broadcasting Holdings, Inc. in a pro-forma restructuring.
  • KEGS-LD 30.x (24) Las Vegas NV (HC2 LPTV Holdings, Inc.) has been transferred from HC2 Holdings 2, Inc. to HC2 Broadcasting Holdings, Inc. in a pro-forma restructuring.

Construction Permits and Special Temporary Authorizations (STAs) Granted

  • K04QP-D 4.x Casas Adobes (KVOA Communications LLC) requested and was granted a construction permit to relocate its transmitter location from Tumamoc Hill to Tucson Mtn, resulting in a much expanded theoretical coverage area. Technical specifications: Ch 4; TL 32° 14' 57" N, 111° 7' 1" W (Tucson Mtn.); ERP 2 kW non-directional; HAAT 600 m.
  • KPDF-CD 41.x (22) Phoenix (Northstar Phoenix License LLC) has been granted a construction permit to increase power over its assigned 3.02 kW. Technical specifications: Ch 22; TL 33° 20' 0" N, 112° 3' 47" W (South Mtn.); ERP 12.6 kW directional (1.75° electrical beam tilt); HAAT 472m.
  • KDFQ-LP 47 Prescott (Northstar Prescott License II LLC) requested and hasbeen granted a displacement application to move to channel 25, while remaining an analog operation. Its operating parameters will be near identical to its former analog operations on channel 47, with the channel being the only substantial change, and will thread the needle between Prescott Fox translator K25OM-D and current Camp Verde translator K25MK-D, which is actually an analog operation. It will only be temporary, as all analog stations must convert to digital or cease operations by July 12, 2021. Technical specifications: Ch 25+; TL 34° 41' 11" N, 112° 7' 2" W (Mingus Mtn. south site); ERP 9.9 kW directional; HAAT 771 m.

Construction Permits and Special Temporary Authorizations (STAs) Requested

  • KDTP 11.x Holbrook (Community Television Educators, Inc.) has requested once again to maximize power from a location on the Mogollon Rim, but with a shorter antenna and non-directional broadcast pattern this time. Technical specifications: Ch 11; TL 34° 23' 19" N, 110° 59' 39" W (Bennett Butler Tank); ERP 160 kW non-directional; HAAT 54 m.
  • K47IK Camp Verde (The Camp Verde TV Club) has filed a displacement application to convert to digital operations on an in-core channel. The station carries PBS programming from KAET Phoenix, so The Camp Verde TV Club may have received financial assistance from T-Mobile, which has committed to helping low power PBS stations in the 600 MHz band that have been displaced. The station has been given the call sign K30OI-D, so a grant is likely. Technical specifications: Ch 30; TL 34° 28' 13" N, 111° 52' 24" W (Squaw Peak); ERP 0.122 kW directional (3° mechanical beam tilt); HAAT 670 m.
  • KMYU 12.x (9) St. George UT (KUTV Licensee LLC) has requested maximization of its current 3.2 kW facilities, along with a pattern rotation, which will provide a significant coverage increase to the east and southeast, although it only adds about 12,000 people. Technical specifications: Ch 9; TL 37° 3' 48" N, 113° 34' 26" W (Webb Hill); ERP 160 kW directional; HAAT 57 m.

  • K42AC-D 8.x Cottonwood (Arizona Board of Regents for ASU) has transitioned to its STA operations on RF channel 35.
  • K43LW-D 8.x Prescott (Arizona Board of Regents for ASU) has transitioned to its STA operations on RF channel 23.
  • K44CN-D 15.x Cottonwood (Scripps Broadcasting Holdings LLC) has transitioned to its STA operations on RF channel 33.
  • K47DJ-D 15.x Prescott (Scripps Broadcasting Holdings LLC) has transitioned to its STA operations on RF channel 19.
  • K47GQ-D 8.x Parks (Arizona Board of Regents for ASU) has transitioned to its STA operations on RF channel 20.
  • Fox seems to be dragging its feet, as K39FC-D East Flagstaff and K43IE-D Williams were still broadcasting on their old RF channels on New Year's Day. However, the K43IE-D Legal STA application had a letter attached from T-Mobile indicating that their testing wouldn't commence until February 23, 2018.

The Quest TV website (www.questtv.com) shows that the network will be launching in both Phoenix and Tucson in January 2018. Considering that Tegna is a partner for Quest and that the entire Quest executive team is also part of the Justice Network, it seems reasonable to predict that KPNX will be the Phoenix affiliate and that KMSB will be the Tucson affiliate. Jack Sander, owner of KMSB, has deep ties to Tegna, and KMSB is the Justice Network affiliate.

Yuma/El Centro, Las Vegas and St. George (Salt Lake City) appear to be out of luck for the initial launch.

Just within the last hour so as I write this, KGW Portland, OR, has opened Ch. 8.4, running continuous promos for the new Quest subchannel. The promos list a start date of Monday, 29 January. As far as I know, KGW (NBC) is the first station to announce carriage of Quest.

The same Quest promo loop appeared on KPNX 12.4 Mesa yesterday. Nothing yet from the Tucson market as of la d t night.

Channel 11 in Tucson is now displaying an 11.4 for Quest.
It will be another Gannett joke like the Justice Channel.

The Hispanic network, Festiva, landed in Las Vegas yesterday on KLVX 50.999. Some tv's don't seem to ike that sub-channel number and are displaying the network on either 50.2, as a second dot 2 after JTV, or on 1.0.

Las Vegas: KGNG, 47.5 Rev-n has not been on the air for some time, has had misl programs, color bars and has krap for program info. KPVT 2.5 has been showing arts network and not Moxie for a while. KLSV 50 has been having channel allocation problems for the added Festiva 50.x and CMN 50.1 has been having AV problems. KHMP 18.1 France24 has been bank for the past week.
