New Licenses

  • K22JD Madera Peak (NW Communications of Phoenix Inc.) requested and has been granted a license to cover its flash cut to digital with virtual channel 10. Technical specifications: Ch 22; TL 33° 20' 24" N, 110° 52' 12" W (Madera Peak); ERP 1 kW directional (3° electrical beam tilt); HAAT 708 m.

Cadena Trés, the owner of Imagen TV, had been authorized to multicast in 2016, but due to financial issues, was forced to give up the authorization in spring 2017 prior to launch.
  • XHAQ-TDT 1.x (28) Mexicali BN (Television Azteca) has received permission from Mexico's IFT to rebrand Proyecto 40, seen on channel 1.2, as ADN 40. The subchannel offers news programming.
  • XHEXT-TDT 20.x (25) Mexicali BN (Television Azteca) has received permission from Mexico's IFT to add a new network, called A+, to be on channel 20.2. The network features local programmimg suited to each community it serves.
  • XHFA-TDT 1.x (15) Nogales SO (Television Azteca) has received permission from Mexico's IFT to rebrand Proyecto 40, authorized for channel 1.2, as ADN 40. The subchannel is to offer news programming, but has not yet launched.

Transactions

  • KPPX-TV 51.x (31) Tolleson (America 51 LP), along with other co-owned stations, has filed a notice of non-consummation on both of its pro forma transfer of control applications. After all of this time, Ion has given up on its restructuring plan.
  • The sale of Mako Communications LLC stations to HC2 LPTV Holdings Inc. has been approved by the FCC and includes the following stations:
    • KTVP-LD 22.x Phoenix
    • K18JL-D 25.x Phoenix
    • KVPX-LD 28.x Las Vegas NV
    • KEGS-LD 30.x (24) Las Vegas NV
    • KNBX-CD 31.x (14) Las Vegas NV
  • KMCC 34.x (32) Laughlin (Cranston Acquisition LLC) has requested another 90-day extension of time to consummate the sale of the station to Entravision.
  • K43FO-D Las Vegas NV (Three Angels Broadcasting Network Inc.) and thirteen other co-owned Class A stations nationwide have been sold to HC2 LPTV Holdings Inc., pending FCC approval. HC2 is the company that is in the process of buying all of the LPTV stations from the Mintz family (owners of Mako Communications LLC).

Construction Permits and Special Temporary Authorizations (STAs) Granted

  • KPPX-TV 51.x (31) Tolleson (America 51 LP) has been granted its major change request to continue operations on channel 31 instead of moving to channel 14, which was its spectrum repack channel assignment. I'm not sure what is left for them to do; I would imagine that the repack is completed for them, other than wrap-up paperwork.
  • K21GE Camp Verde (The Camp Verde TV Club) requested and has been granted an STA to remain silent for six months due to transmitter damage from a lightning strike.
  • K31LZ Camp Verde (The Camp Verde TV Club) requested and has been granted an STA to remain silent for six months due to transmitter damage from a lightning strike.
  • K38AI-D 3.x Cottonwood (KPHO Broadcasting Corporation) requested and has been granted a displacement STA after after receiving notice from T-Mobile that it must stop broadcasting on channel 38 by December 1. The station will have the call sign K28OA-D. Technical specifications: Ch 28; TL 34° 41' 12" N, 112° 7' 2" W (Mingus Mtn.); ERP 15 kW directional (1.8° electrical beam tilt); HAAT 772 m.
  • K39FC-D 10.x East Flagstaff (NW Communications of Phoenix, Inc.) requested and has been granted a displacement STA after receiving notice from T-Mobile that it must stop broadcasting on channel 39 by December 1. The station will have the call sign K26NH-D. Technical specifications: Ch 26; TL 35° 14' 25" N, 111° 35' 52" W (Mt. Elden); ERP 0.61 kW directional (1° electrical beam tilt); HAAT 576 m.
  • K39IT-D 10.x Prescott (NW Communications of Phoenix, Inc.) requested and has been granted a displacement STA after receiving notice from T-Mobile that it must stop broadcasting on channel 39 by December 7. The station will have the call sign K25OM-D. Technical specifications: Ch 25; TL 34° 29' 20" N, 112° 32' 18" W (Mt. Francis); ERP 0.973 kW directional (1° electrical beam tilt); HAAT 445 m.
  • K40AD-D 5.x Cottonwood (KPHO Broadcasting Corporation) requested and has been granted a displacement STA after receiving notice from T-Mobile that it must stop broadcasting on channel 40 by December 1. The station will have the call sign K29LM-D. Technical specifications: Ch 29; TL 34° 41' 12" N, 112° 7' 2" W (Mingus Mtn.); ERP 15 kW directional (1.2° electrical beam tilt); HAAT 772 m.
  • K41JE Williams (Nexstar Broadcasting, Inc.) requested and has been granted an STA to remain silent for six months due to leasing issues. Nexstar is considering relocation options.
  • K42IQ-D Flagstaff (The Edge Spectrum, Inc.) has requested an amendment to its STA, substituting channel 21 instead of channel 33, and increasing power to the site maximum of 1 kW, which it had on channel 42. Technical specifications: Ch 21; TL 35° 14' 28" N, 111° 36' 38" W (Mt. Elden); ERP 1 kW directional; HAAT 103 m.
  • K43IE-D 10.x Williams (NW Communications of Phoenix, Inc.) requested and has been granted a displacement STA after receiving notice from T-Mobile that it must stop broadcasting on channel 43 by December 1. The station will have the call sign K31NE-D. Technical specifications: Ch 31; TL 35° 12' 1" N, 112° 12' 16" W (Bill Williams Mtn.); ERP 1.28 kW directional (1° electrical beam tilt); HAAT 773 m.
  • K44CN-D 15.x Cottonwood (Scripps Broadcasting Holdings LLC) has requested a displacement STA after receiving notice from T-Mobile that it must stop broadcasting on channel 44 by December 1. The station will have the call sign K33NZ-D. The STA is still pending, but the FCC has assigned a new call sign for channel 33, indicating that a grant is likely. Technical specifications: Ch 33; TL 34° 41' 12" N, 112° 7' 3" W (Mingus Mtn.); ERP 15 kW directional (1.75° electrical beam tilt); HAAT 756 m.
  • K46IL-D 32.x Camp Verde (The Camp Verde TV Club) requested and has been granted a displacement STA after receiving notice from T-Mobile that it must stop broadcasting on channel 46 by December 1. The station will have the call sign K31NF-D. Its move to channel 31, would almost certainly cause interference to K31LZ Camp Verde that would normally not be permissible, but since both stations are co-owned, Camp Verde TV Club agrees to the interference. K31LZ is currently off air due to lightning damage, and Camp Verde TV Club intends to resume operations in digital on a different channel, so there will be no actual interference. Technical specifications: Ch 31; TL 34° 41' 14" N, 112° 7' 3" W (Mingus Mtn.); ERP 2.26 kW directional (1.75° electrical beam tilt); HAAT 765 m.
  • K47IK Camp Verde (The Camp Verde TV Club) requested and has been granted an STA to remain silent for six months due to transmitter damage from a lightning strike.
  • KJPO-LD 49.x Parker (Iglesia Manmin Toda la Creación USA, Inc.) has been granted its request for a displacement STA and a change in the community of license to Tonopah. I don't expect to see an operational station here; max power with a non-directional pattern would be a lot of broadcasting to nobody. The new authorized location is an electronics site along I-10 about 8 miles west of Tonopah and lies within 30 miles of the White Tank Mtns., which could be the next move for the station. The original owner got the station authorized for Parker and tried to move it into the Phoenix metro area before selling to the current owners, who have continued that quest. Technical specifications: Ch 25; TL 33° 31' 55" N, 113° 6' 32" W (Burnt Mtn.); ERP 15 kW (non-directional); HAAT 118 m.
  • K50HU-D 5.x Flagstaff (KPHO Broadcasting Corporation) requested and has been granted a displacement STA after receiving notice from T-Mobile that it must stop broadcasting on channel 50 by December 1. The station will have the call sign K17MO-D. Technical specifications: Ch 17; TL 35° 14' 26" N, 111° 35' 51" W (Mt. Elden); ERP 1 kW directional (1.8° electrical beam tilt); HAAT 628 m.
  • FanVision has requested and been granted an STA to broadcast on RF channel 44 from Phoenix International Raceway during the Sprint Cup races during the second weekend of November.

Construction Permits and Special Temporary Authorizations (STAs) Requested

  • KTAZ 39.x (29) Phoenix (NBC Telemundo License LLC) has filed an application to increase power over its assigned 425 kW. Technical specifications: Ch 29; TL 33° 20' 3" N, 112° 3' 41" W (South Mtn.); ERP 595 kW directional (1.2° electrical beam tilt; HAAT 552 m.
  • KHRR 40.x (16) Tucson (NBC Telemundo License LLC) has filed an application to increase power over its assigned 235 kW. Technical specifications: Ch 16; TL 32° 14' 56" N, 111° 6' 59" W (Tucson Mtns.); ERP 396 kW directional (0.75° electrical beam tilt); HAAT 622 m.
  • KPDF-CD 41.x (22) Phoenix (Northstar Phoenix License LLC) has filed an application to increase power over its assigned 3.02 kW. Technical specifications: Ch 22; TL 33° 20' 0" N, 112° 3' 47" W (South Mtn.); ERP 12.6 kW directional (1.75° electrical beam tilt); HAAT 472m.
  • KUVE-CD 42.x (36) Tucson (Univision Tucson LLC) has filed an application to increase power over its assigned 8.2 kW, and to change to a different tower in the same antenna farm. Technical specifications: Ch 36; TL 32° 14' 56" N, 111° 7' 0" W (Tucson Mtn.); ERP 15 kW directional (1.5° electrical beam tilt); HAAT 582 m.
  • KUVE-DT 46.x (34) Green Valley (Univision Tucson LLC) has filed an application to increase power over its assigned 137 kW. The station has also revised its height above average terrain (HAAT), although the height of radiation center above sea level and the height of radiation center on the tower have not changed. Technical specifications: Ch 34; TL 32° 24' 54" N, 110° 42' 58" W (Mt. Bigelow); ERP 185 kW directional (1.8° electrical beam tilt); HAAT 1124 m.
  • KASW 61.x (27) Phoenix (Nexstar Broadcasting Inc.) has filed an application to increase power over its assigned 200 kW. Technical specifications: Ch 27; TL 33° 20' 1" N, 112° 3' 47" W (South Mtn.); ERP 1000 kW non-directional (0.5° electrical beam tilt); HAAT 547 m.
  • KBLR 39.x (20) Paradise NV (Telemundo Las Vegas License LLC) has filed an application to increase power over its assigned 630 kW. Technical specifications: Ch 20; TL 36° 0' 34" N, 115° 0' 23" W (Black Mtn.); ERP 1000 kW directional (0.75° electrical beam tilt); HAAT 371 m.

Canceled, Dismissed, Expired and Expiring

  • K45CU Shiprock NM (Ramar Communications, Inc.) has surrendered its license and has gone off the air. The station had served parts of the Arizona-New Mexico border region of the Navajo Nation from its transmission site on Roof Butte in the Chuska Mountains in Apache County.

Spectrum Repack

  • The following stations have filed their 3Q 2017 Transition Status Reports:
    • KTAZ 39.x Phoenix (NBC Telemundo License LLC) reports needing no FAA approvals, but government permits will be necessary to begin construction. RF tower studies have been completed and structural tower studies are in progress. Once completed, the necessary permits can be requested. The station has placed orders for a new antenna, transmission line and mask filter for its main facility and has placed orders for all equipment necessary for the auxiliary antenna. Delivery of equipment is expected in time to meet the construction deadline. Substantial tower modifications are deemed necessary, and all work is expected to be completed in time to meet the construction deadline.
    • KHRR 40.x Tucson (NBC Telemundo License LLC) reports needing no FAA approvals or government permits. It has completed RF tower studies, and structural tower studies are in progress. The station has placed orders for antenna, transmission line, and mask filter for the main facility, and auxiliary antenna and related equipment. It has not received its equipment, but anticipates receiving everything in time to complete construction by deadline. Tower modification is necessary but is not expected to be substantial, and should be completed by the deadline. A new auxiliary antenna is required.
    • KPDF-CA 41.x Phoenix (Northstar Phoenix License LLC) reports needing no FAA approvals, but government permits will be necessary to begin construction. The permits have not yet been requested and the station is working on it with its landlord, American Towers. RF tower studies are not required and structural tower studies are in progress. The station has not yet placed orders for its main facility antenna and mask filter, and auxiliary equipment is not required. Delivery of equipment is expected in time to meet the construction deadline. Tower modification is necessary but is not expected to be substantial, and should be completed by the deadline.
    • KUVE-CD 42.x Tucson (Univision Tucson LLC) reports needing no FAA approvals or government permits, but RF and structural tower studies are both necessary; neither have been started. It will be necessary to order a new antenna and mask filter for the main facility. Neither have been ordered, but the station anticipates receiving all necessary equipment to meet construction deadlines once it is ordered. Tower modifications will be required but are not expected to be substantial, and all tower work is expected to be completed in time to meet construction deadlines.
    • KUVE-DT 46.x Green Valley (Univision Tucson LLC) reports needing no FAA approvals or government permits, and no RF and structural tower studies are necessary. Only a mask filter for the main facility will be necessary; it hasn't been ordered, but is anticipated to arrive in time to meet construction deadlines once it is ordered. No tower modifications will be required.
    • KPPX-TV 51.x (31) Tolleson (America 51, LP) reports needing no FAA approvals or government permits, no tower studies, no station equipment, and no tower or antenna issues. The only issue reported is awaiting FCC approval to remain on channel 31, broadcasting with current specifications.
    • KASW 61.x (49) Phoenix (Nexstar Broadcasting, Inc.) reports needing no FAA approvals or government permits, and no RF tower studies. Structural tower studies are in progress. It has placed no orders for new equipment but anticipates that once orders are placed, all equipment will arrive in time to meet the construction deadline. Substantial tower modification is anticipated but has not been started because its Schedule 399 budget has not yet been approved and the reimbursement account has not yet been funded. An auxiliary antenna system will not be required.
    • KBLR 39.x (40) Paradise NV (Telemundo Las Vegas License LLC) reports having secured FAA approvals and all government permits, and having completed all necessary RF and structural tower studies. Antenna, transmission line and mask filter have been ordered for the main facility and all auxiliary antenna equipment have also been ordered. All equipment is anticipated to be delivered in time to meet construction deadlines. Substantial tower modification work is required and has been scheduled, but has not yet been completed. A new auxiliary antenna will be needed. Construction has not been started but is anticipated to be completed in time to meet deadlines.
  • T-Mobile has informed LPTV stations in PEA 180 (Coconino and Yavapai Counties) that it has delayed testing of its 600 MHz spectrum operations in some areas. Stations that had been notified to clear the spectrum by October 31 now have until December 1 to go off the air or move to a channel below the 600 MHz band. Those with a December 7 deadline were not affected. To date, ten affected LPTV stations have filed to move, one has elected to go off the air, and three have been granted a six-month silent STA. The following five displaced LPTV stations have not yet filed:
    • K47DJ-D 15.x Prescott (Scripps Broadcasting Holdings LLC)
    • K42AC-D 8.x Cottonwood (Arizona Board of Regents for ASU)

- XHBC-TDT 4.x (14) Mexicali BCN (Televisora de Mexicali) is broadcasting on its post-transition channel assignment. Technical specifications: Ch 14; TL 32° 36' 41" N, 115° 29' 49" W; ERP 200 kW
- XHMEE-TDT 38.x (15) Mexicali BCN (Televimex) is broadcasting on its post-transition channel assignment. Technical specifications: Ch 15; TL 32° 36' 41" N, 115° 29' 49" W; ERP 200 kW

Programming Changes

- KYMA-DT 11.x Yuma (Blackhawk Broadcasting LLC) has added ION Television on channel 11.2.

- KVYE 7.x (22) El Centro CA (Entravision Holdings LLC) has added Azteca America programming on channel 7.2.
- XHAQ 1.x (28) Mexicali BCN and complementary station XHAQ 1.x (28) San Luis Rio Colorado SON (Television Azteca) have changed the branding of Proyecto 40 to ADN 40 on channel 1.2. As Raymie had stated above, the rebranding actually occurred earlier in the year; this just confirms the rebranding, as Azteca's XHFA Nogales SON does not carry it.
- XHEXT 20.x (25) Mexicali BCN and complementary station XHEXT 20.x (25) San Luis Rio Colorado SON (Television Azteca) have added diginet A+ on channel 20.2. As Raymie had stated above, the new channel was actually added earlier in the year; this just confirms the addition, as Azteca's XHNOA Nogales SON does not carry it.
- XHCTME 3.x (17) Mexicali BCN (Grupo Imagen Multimedia) has added Excelsior TV on channel 3.4. The station has just channels 3.1 and 3.4.

The Las Vegas OTA dial added one new sub-channel this week. KLSV 50.1 has become the Country Music Net TV with the familiar guitar logo. They have been absent in Las Vegas since departing KVCW 33.3 in Jun 2013. The former sub-channel tenants of KLSV all slide up a notch: Jewelry 50.2; Liquidation 50.3; Cornerstore 50.4; and Revenue Frontier 50.5. Both Country Music TV and Jewelry are displaying in 16x9 while the remainder are all 4x3. All sub-channels are in 480i. Las Vegas now hosts 23 tv stations broadcasting 92 sub-channels.

After a week and a half, new Las Vegas entrant The Country Network , KLSV 50.1, is still operating without audio. The service has had several down times displaying a technical problem display graphic.

The Country Network on KLSV 50..1 Las Vegas gained audio on Monday after many days going without. It just took the teamwork of the affiliate and the network.

K46IL-D 32.x Verde Valley and K39IT-D 10.x Prescott have transitioned to their new channels, 31 and 25, respectively.

Pre-transition, K46IL-D's virtual channel was 32. Post-transition, K31NF-D's virtual channel is 31, but the station description is still K32LO-D, the parent station from Prescott.

TBD Network is up, with screen crawl hashtag "#TBDWhatsnext" it is airing on 50-7 display channel, station ID lists it as TVA. TVA is airing on 50-8, but the station ID says it's TBD. Maybe they'll switch soon to the proper locations.

They say that broadcast TV is dead? Nonsense. We keep getting more and more broadcast networks. The only Americans I personally know who pay for CATV are over the age of 50.

Wish me luck on my attempts to self-install my free to air Ku-band satellite. If any of your readers are interested in receiving more channels for free check it out. Of course you won't receive HBO or pay cable, a lot of the channels are foreign or religious, but there are too many radio stations and other interesting things to list. I wouldn't recommend it but to folks who like stuff like amateur or shortwave radio buffs, or hard core TV watchers.
