Arizona TV Station Update - August/September 2016

Another busy month finds August combined with September.

As always, questions, additions, comments and corrections welcome.

Programming changes

  • KTVK 3.x (24) Phoenix (KPHO Broadcasting Corporation) is reported on the Comet TV website to be picking up Comet TV on channel 3.2, which would replace the current 24/7 newscast loop. No date has been given, and there has been no confirmation from KTVK.
  • KASW 61.x (49) Phoenix (Nexstar Broadcasting, Inc.), following its newly-inked deal with Katz Broadcasting, as added Grit on channel 61.3 and Escape on channel 61.4, duplicating programming already seen on Univision's KTVW-DT 33.3 and KFPH-CD 35.4, respectively.
  • KTVP-LD 22.x Phoenix (Mako Communications, LLC) has added Majestad TV, a Spanish-language Christian station, on channel 22.6.
  • K38IZ-D Phoenix (Spanish Independent Broadcast Network, Inc.) dropped Action TV and resumed airing Tuff TV on channel 38.2, with Gun TV continuing to air overnights.
  • KPHE-LD 44.x (16) Phoenix (Lotus TV of Phoenix, LLC) has made infomercials on channel 44.6 a permanent fixture, with the label DRTV2.
  • KFPB-LD 50.x Phoenix (Globe LPTV, LLC) has added a new subchannel to its lineup. Infomercials now air 24x7 on channel 50.7.
  • KDTP-LD 48 Phoenix (Community Television Educators, Inc.) is silent.
  • KUDF-LD 14.x Tucson (LM Media Group, Inc.) has replaced its "For Lease" graphic with infomercials.
  • KINC 15.x (16) Las Vegas NV (Entravision Holdings, LLC) has begun airing Mundomax on channel 15.2. LATV also shows on some tuners as channel 15.2, so it's not clear whether KINC added MundoMax and moved LATV to KELV-LD, if MundoMax is actually on KELV-LD, or if MundoMax is actually on a third subchannel of KINC.
  • KPVT-LD 2.x (27) Las Vegas NV (DNV Spectrum Holdings, LLC) has added two new subchannels. Channel 2.5 now features MOXiE, a 24-hour movie channel, while channel 2.6 now airs black & white movies on a channel called Oldie Goldies. Both subchannels are productions of WANN-CD in Atlanta, home of the owner of KPVT-LD and KHMP-LD. Both channels seem to be modeled after WANN, which features a program guide and Biz TV on its primary subchannel.
  • KHMP-LD 18.x Las Vegas NV (DNV Spectrum Holdings, LLC) has added a new subchannel. Channel 18.5 is the new home of LifeHacks. I'm guessing it's a lifestyle channel.
  • KEGS-LD 30.x (24) Las Vegas NV (Mako Communications, LLC) has replaced Grace TV on channel 30.1 with color bars. Unknown if it is a temporary or permanent disappearance.
  • KGNG-LD 47.x (48) Las Vegas NV (King Kong Broadcasting, LLC) has added a new subchannel to its lineup. Channel 47.9 now airs Korean station MBCD. Channel 47.2, which had been the temporary home for MBCD, has resumed Buzzr programming. KGNG is claiming on their website that they will soon have 10 channels.
  • K25JS-D 4.x St. George UT and K28EA-D 4.x Washington UT (Nexstar Broadcasting, Inc.), translator stations for KTVX Salt Lake City UT, are reflecting the parent station's replacement of WeatherNation with Laff on channel 4.3.
  • KUWB-LD 30.x (22) Bloomington UT and K48JD-D 4.x Santa Clara UT (Nexstar Broadcasting, Inc.), translator stations for KUCW Ogden UT, are reflecting the parent station's replacement of Buzzr TV with Grit on channel 30.3 and the addition of Escape on channel 30.4.
  • K16DS-D and K27MQ-D St. George UT (West American Finance Corporation), translator stations for KCSG Cedar City UT, are reflecting the parent station's affiliation with AMGTV on channel 14.2.
  • K24CY St. George UT (KJZZ Licensee, LLC), translator station for KJZZ-TV Salt Lake City UT, is reflecting the parent station's switch from 720p to 1080i.
  • K47OA-D 14.x St. George UT (University of Utah), translator station for KJZZ-TV Salt Lake City UT, is reflecting the parent station's switch from 720p to 1080i.

Channel change

  • KPPX-TV 51.x Tolleson (America 51, LP) is sending out a notice that the station will be upgrading its technical facilities on October 7, and that a channel rescan would be necessary. It has been confirmed that KPPX will be changing to RF channel 31 at that time, freeing up channel 51 so that T-Mobile will be able to deploy service in their adjacent 700 MHz A block spectrum.

Transactions

  • KOAT Hearst Television, Inc. has filed a pro forma request to transfer licenses to Hearst Properties, Inc., as part of corporate restructuring. The following stations viewable in Arizona are included in the transaction:
    • K10IN Chinle
    • K36JX-D Many Farms
  • K16DS-D and K27MQ-D, both licensed to St. George UT and owned by Southwest Media, LLC, were sold to West American Finance Corporation in May. The transaction was consummated in June.
  • K24CY St. George UT (Larry H. Miller Communications Corp.) was sold to Sinclair under the licensee KJZZ Licensee, LLC, in June. The transaction was consummated in the same month.

Canceled, Denied, Dismissed, Expired or Expiring

  • The FCC has again dismissed an appeal by KBFY-LP 41 Fortuna (Powell Meredith Communications Company), seeking to overturn its recission of its 2007 grant allowing the Yuma-area station to move to channel 53 in Henderson NV. Even though the station hasn't been on the air since being forced off by KYMA 11 Yuma opening temporary digital facilities on channel 41 in 2002, it retains its license, which was renewed in March 2016, and has been invited to file for new facilities during the next yet-unannounced filing window for LPTV stations. KYMA has not been on channel 41 since 2009, and no nearby Mexican station uses that channel, so KBFY-LP could technically resume broadcasting on its currently-assigned channel, although I doubt that the broadcast facilities exist any longer.

Mexican News

Mexico is undergoing a mass transformation of their national networks.

  • A new network, called Imagen Television, is scheduled to launch October 17 at 8pm Central Time. It is the successor to CadenaTres, which Grupo Imagen Multimedia ended in October 2015.
  • On October 27, all national networks will begin to use the virtual channel of the flagship station throughout the nation, with a few exceptions in the border areas where using the national virtual channel would interfere with an American station using the same virtual channel. Regional networks will also be assigned virtual channels to be used throughout the network, and local channels may have to change their virtual channel numbers if it interferes with a national or regional network's channel.
  • Changes affecting Arizona viewers in the Yuma area:
    • New station XHCTME, an Imagen Television station, is scheduled to launch on RF channel 17, virtual channel 1.x. Eventually, the station will change to national virtual channel 3.x, after XHBC changes its virtual channel. K17LM-D, a yet-unopened LPTV station in Yuma, will either have to cease existence, or find another channel on which to operate.
    • XHBC 3.x (14) Mexicali, a local Televisa station, will change to virtual channel 4.x, due to the launch of XHCTME, the new Imagen Television station, which will use national virtual channel 3.x.
    • XHAQ 5.x (28) Mexicali, an Azteca 13 station, will change to virtual channel 16.x. National virtual channel 13.x is not available in Mexicali, due to KSWT 13.x in Yuma, and channel 5.x will be the national virtual channel for Televisa Canal Cinco.
    • XHBM 14.x (34) Mexicali, a Televisa Canal de las Estrellas station, will change to national virtual channel 2.x. It is not known whether this will interfere with XHLRT San Luis Rio Colorado, also on channel 2.x.
    • XHEXT 20.x (25) Mexicali, an Azteca 7 station, will remain on virtual channel 20.x. National virtual channel 7.x is not available in Mexicali, due to KVYE 7.x in El Centro CA.
    • XHMEX 32.x (44) Mexicali, a Televisa Canal Cinco station, will change to national virtual channel 5.x.
    • XHMEE 38.x (45) Mexicali, a Televisa Gala TV station, will remain on virtual channel 38.x. National virtual channel 9.x is not available in Mexicali, due to KECY 9.x in El Centro CA.
    • XHLRT 44.x (32) San Luis Rio Colorado, a Televisa Canal de las Estrellas station, will change to national virtual channel 2.x. It is not known whether this will interfere with XHBM Mexicali, also on channel 2.x.
    • XHRCS 50.x (30) San Luis Rio Colorado, a Telemax station, will change to the regional virtual channel 15.x. This will require Yuma LPTV station KYUM-LD, RF and virtual channel 15, to use a different virtual channel. Channel 2, KYUM's previous analog channel, will not be available due to XHLRT.
    • XHILA 66.x (46) Mexicali, an independent station, will remain on virtual channel 66.x.
  • Changes affecting Arizona viewers in the Nogales area:
    • XHFA 2.x (15), an Azteca 13 station, will change to virtual channel 16.x. National virtual channel 13.x is not available in Nogales, due to KOLD 13.x in Tucson.
    • XHNSS 7.x (31), an independent station, will change back to virtual channel 31.x. Channel 7.x is reserved as the national virtual channel for Azteca 7.
    • XHNOA 22.x (24), an Azteca 7 station, will change to national virtual channel 7.x.
    • XHNON 38.x, a Televisa Canal Cinco station, will change to national virtual channel 5.x.
    • XHNOS 50.x (41), a Televisa Canal de las Estrellas station, will change to national virtual channel 2.x.
  • Change affecting Arizona viewers in the Bisbee area:
    • XHNAC 7.x (33), a Telemax station, will change to regional virtual channel 15.x.
  • Changes affecting Arizona viewers in the Douglas area:
    • XHAPS 12.x (22), a Telemax station, will change to regional virtual channel 15.x.
    • XHAPT 17.x, a Televisa Canal de las Estrellas station, will change to national virtual channel 2.x.
    • An Imagen Television station is slated to launch sometime on RF channel 26. When it does, it will not be able to use national virtual channel 3.x, due to KTFU 3.x in Douglas, so it will likely use virtual channel 1.x.

Several slight changes to your Las Vegas channel lineups: KEGS 30.4 is HSN2, while K43FO 40.3 has been removed from the PSIP. KGHD-6 is actually operating a Franken FM station in analog that can be received on radios, but not on most tv's.

Already a change: in Phoenix, shopping network Evine (formerly ShopNBC) has replaced The Country Network on K38IZ-D channel 38.4.

KPPX 51 Phoenix has completed its transition to UHF 31. As of 5am this morning (when I checked) 51 is off the air and KPPX is not coming in on UHF 31.

Why did the fcc agree to KPPX 51 moving to UHF 31.This move is causing adjacent channel problems with Tucson UHF 32 and UHF 30. Wouldn't a move to Uhf 28 been better?

KUAS 27.1 in Tucson, a full-power station, is on RF 28.

Phoenix had a full-power station on RF 31 during the DTV transition - KSAZ. Why would there be problems now with KPPX when there weren't with KSAZ?

Phoenix and Tucson had several adjacent channel full-power stations before KPPX's move: KAET-8, KGUN-9 & KSAZ-10; KTTU-19 & KPAZ-20; KVOA-23, KTVK-24, KMSB-25 & KUTP-26; KOLD-32 & KTVW-33; KTAZ-39 & KHRR-40. If KPPX is causing interference to KUAT and KOLD, then it should be reported and rectified.

I should have clarified that the KPPX uhf 31 move has minimal effect on KUAT uhf 30 but because KOLD uhf 32 has weaker ERP than the other Tucson UHF transmitters and is now penned in by full power Phoenix uhf 31 and uhf 33 adjacent channels it is now unusable at my fringe location.Just one adjacent channel uhf 33 wasn't a problem or two adjacent channels against a full power Tucson channel such as uhf 25 was still received okay.Oh-well, I just used KOLD 32 once in a while for NFL games that weren't shown in Phoenix. If I ever feel more ambitious to try a different antenna I may try a different uhf yagi with a more narrow beam width.

The Mexican government has released an update list for the upcoming virtual channel realignment. Changes to stations viewable in Arizona:
- XHAQ 5.x (25) Mexicali BCN will become channel 1.x
- XHCTME (17) Mexicali BCN will become channel 18.x
- XHFA 2.x (15) Nogales SON will become channel 1.x
- XHNSS 7.x (31) Nogales SON will become channel 8.x
Although the changes officially take place on Oct. 27, stations can begin identifying with their new virtual channel beginning Oct. 20. Many are expected to do so.

Mexico's TV Azteca has announced 10/25 as the date that they plan to switch to national virtual channels. Azteca trece becomes virtual channel 1 and Azteca 7 becomes virtual channel 7. Also, programming from Proyecto 40 will be found on channel 1.2.

PBS in Tucson has put "World" on 6.3 from 6pm to 6am and "Ready TV" which previously was 24 hours is on from 6am to 6pm. VeMe 6.2 is now "PBS kids". I can't pick up the 27.1- 27-3 channels so I don't know if any changes have been made their. I'm not happy the cut the hours of ready TV.
