Arizona TV Station Update - December 2013

New licenses

  • KPAZ-TV 21.x (20) Phoenix (Trinity Broadcasting of Arizona, Inc.) has been granted a license to cover maximization of its facilities. Technical specifications: Ch 20; TL 33-20-3 N, 112-3-42 W (South Mtn.); ERP 1000 kW non-directional; HAAT 489 m.
  • KUDF-LD 14.x Tucson (LM Media Group, Inc.) has been granted a license to cover its flash cut to digital. Technical specifications: Ch 14; TL 32-24-54 N, 110-42-56 W (Mt. Bigelow); ERP 3.02 kW directional; HAAT 1080 m.
  • K47GQ-D 8.x Parks (Arizona Board of Regents for Arizona State University) has been granted a license to cover its flash cut to digital. Technical specifications: Ch 47; TL 35-12-1 N, 112-12-17 W (Bill Williams Mtn.); ERP 1 kW directional; HAAT 750 m.
  • K18LG-D 5.x Shiprock NM (Regents of Univ. NM & BoE Albuquerque NM) has requested a license to cover its original construction permit. Technical specifications: Ch 18; TL 36-27-30 N, 109-5-37 W (Roof Butte); ERP 0.495 kW directional; HAAT 691 m.

Programming changes

  • KNXV-TV 15.x Phoenix (Scripps Media, Inc.) has replaced Live Well Network programming on channel 15.2 with Antenna TV, effective January 1.
  • Univisión has announced that the getTV channel will launch on February 3. It is expected to debut on one of Phoenix's Univisión stations, presumably on KFPH-CD channel 35.2. It is unknown whether the channel will appear on Univisión-owed stations KFPH-DT 13.x Flagstaff, KFTU-DT 3.x Douglas, KFTU-CD 34.x (18) Tucson, or K16FB-D Globe.
  • K25DM 25.x Phoenix (Mako Communications, LLC) is silent.
  • KSL-TV 5.x Salt Lake City UT (Bonneville International Corporation) has replaced Live Well Network programming on channel 5.2 with Cozi TV, effective January 1. The change can be seen in Arizona on Bonneville-owned translators K35FS-D 5.x Santa Clara UT and K20GJ-D 5.x St. George UT, and on affiliated translator K27JV-D Kanab UT (Western Kane County Service District #1).

Transactions

  • The FCC has approved the acquisition by Jack Sander of Belo stations KTVK 3.x (24) Phoenix, KASW 61.x (49) Phoenix, and translators K11LC-D Prescott (KTVK), K14NA-D Globe/Miami (KTVK), K15HY Williams-Ash Fork (KTVK), K25MG-D Flagstaff (KTVK), K34EE-D Prescott-Cottonwood (KASW), K38AI-D Cottonwood (KTVK) and K41JE Williams-Ash Fork (KASW). The sale has been consummated, and the stations are now licensed to Sander Operating Co. II D/B/A KTVK Television.
  • The FCC has approved the acquisition by Jack Sander of Belo station KMSB 11.x (25) Tucson. The sale has been consummated, and the station is now licensed to Sander Operating Co. V D/B/A KMSB Television.
  • The FCC has approved the acquisition by Benjamin Tucker of Belo station KTTU 18.x (19) Tucson. The sale has been consummated, and the station is now licensed to Tucker Operating Co. D/B/A KTTU Television.
  • The FCC has approved the acquisition of KSWT 13.x Yuma (Pappas Arizona License LLC) by Blackhawk Broadcasting LLC., for $900,000. Abraham Telecasting Company, LLC, of Sugar Land TX, filed an informal objection, stating that it had offered $1,125,000 for the station on October 25. Lee Shubert, who was the trustee of the Liquidating Trust at the time, acknowledged receipt of the offer on October 28, but couldn't act on it, as the sale to Blackhawk had been under contract since July 12. Abraham Telecasting had previously purchased KVVV-LD in Houston from the Pappas Liquidating Trust. Blackhawk Broadcasting had recently consummated purchase of KYMA-DT 11.x Yuma and was able to prove that KSWT qualified as a failing station, allowing it to hold a duopoly in a five-station market.
  • The FCC has approved the purchase of Una Vez Más stations by Northstar Media. The purchase includes licensed stations KPDF-CA 41.x Phoenix, KDFQ-LP 47 Prescott and KHDF-LD 19.x Las Vegas NV, and construction permit K41MR-D Flagstaff.
  • The purchase by Landover Wireless of 51 TV stations owned by Mako Communications, LLC, and other associated companies held by the Mintz family, appears to be in jeopardy, and may have been canceled. Mako filed a 90-day extension to consummate in October, and it looks as if the transaction has hit a snag, as Mako is pursuing changes to some of their stations, a pretty good sign that they are no longer contemplating a sale. The current consummation period expires at the end of January 2014. If the sale has fallen through, it may also call into question whether Landover's numerous construction permits in Arizona will be built.
  • Jack Sander has agreed to sell KTVK 3.x (24) Phoenix to Meredith Corporation, owners of KPHO-TV 5.x (17) Phoenix. The sale also includes all of the aforementioned translators of KTVK and KASW. The transaction is pending FCC approval and would need to satisfy duopoly rules. There would still be more than eight unique owners of TV stations in the Phoenix market, and KTVK finished fifth in the latest Nielsen ratings, so it is not a top four station in the market.
  • Jack Sander has agreed to sell KASW 61.x (49) Phoenix to Sagamorehill Broadcasting Co. The station would be operated by Meredith Corporation, along with KTVK and KPHO-TV. The sale is pending FCC approval.
  • Hilltop Church, Inc., owner of KHMP-LD 18.x Pahrump NV and KPVT-LP 30 Pahrump NV, has agreed to sell the stations to DNV Spectrum Holdings, LLC. Purchase price for KHMP-LD is $140,000, while the price for KPVT-LP is $10,000. The sale is pending FCC approval.
  • THe FCC has approved the sale of licensed station K17JQ St. George UT and construction permit K17LH-D Hurricane UT, along with two other stations, all owned by R & D Media Group, Inc., to EICB-TV East, LLC. The purchase price for all four stations is $8,820. The sale has been consummated.

Construction permits and STAs granted

  • K23BJ Lake Havasu City (Tri-State Broadcasting, LLC) has been granted a digital flash cut permit. The station is a repeater of KKAX-LP 36 Kingman, and so, could carry a virtual channel of 36.x, but may not, because there is already a channel 36 in Lake Havasu City. Technical specifications: Ch 23; TL 34-36-9 N, 114-22-13 W (Goat Hill); ERP 2.41 kW directional; HAAT 39 m.
  • K03ID-D Flagstaff (One Ministries, Inc.) requested and was granted a six-month extension of its original construction permit, its second extension request. The permit now expires July 19, 2014.
  • Tiny Tortoise Investments, LLC stations KMSQ-LD 15.x, KTTB-LD 19.x and KVMP-LD 21.x, all of Mesquite NV, have applied for and have been granted six-month extensions of their original construction permits. The permits now expire June 2, 2014.

Applications and STAs requested

  • K25DM 25.x (18) Phoenix (Mako Communications, LLC) has requested a modification of its displacement construction permit to change the antenna from an off-the-shelf directional model to a directional composite model. The station is also looking to lower its broadcast height by 0.2 meters and to reduce power from 3.8 kW to 3 kW. Technical specifications: Ch 18; TL 33-19-58 N, 112-3-59 W (South Mtn.); ERP 3 kW directional; HAAT 458 m.
  • K25DM 25.x Phoenix (Mako Communications, LLC) has requested a Silent STA so that it may replace the current facilities with digital facilities on its approved displacement channel, channel 18.
  • K50LV-D Prescott (Luke Shelton) has requested modification of its original construction permit, citing displacement due to proposed adjacent-channel operations from K49KI-D (Sara Diaz Warren). Shelton, who represents Good News TV and Más TV, has requested to move to channel 20, even though there is a 5 kW co-channel operation licensed to Prescott on channel 20, although its service contour is in Chino Valley. Technical specifications: Ch 20; TL 34-29-25 N, 112-31-57 W (Mt. Francis); ERP 1.2 kW directional; HAAT 487 m.
  • KEGS-LD 30.x (24) Las Vegas NV (Mako Communications, LLC) has requested to change its RF channel from 24 to 25, citing interference from KLVD-LD 23.x (Word of God Fellowship, Inc.) Technical specifications: Ch 25; TL 35-56-46 N, 115-2-34 W (Black Mtn.); ERP 15 kW directional; HAAT 547 m.

Canceled, Dismissed, Expired or Expiring

  • K25DM 25.x Phoenix (Mako Communications, LLC) has directed the FCC to dismiss its digital flash cut application on channel 25 in order to pursue buildout on channel 18.

Glad to see 3 and 61 will not be in the clutches of Gannett. I just knew the FCC would not let that go through. I filed a letter of protest on that one. I just hope that the news on 3 remains independent of 5.

In Las Vegas, several stations seems to be cutting back on their sub-channels, or not maintaining the ones they normally have. KEEN 17.3 Worship Videos has been off air for over a week, while KEEN 17.7 Video-1 has been silent for nearly two months. KHMP seems to have recurring problems keeping TUFF on their 18.4. It's absent as I post this. Biltmore's 50.1 Jewelry TV on KLSV disappeared a week ago, and remains gone. Two days ago KLSV 50.3 Infomercials disappeared, leaving the station with no service or PSIP.

Tucson: The Arizona daily star and 13(KOLD) will now be owned by Gannette, they already operate the news from KMSB 11.

Not quite. Gannett has half interest in the newspaper and has financed the purchase of KMSB and KTTU by Jack Sander and Ben Tucker, respectively. Through shared services agreements, Gannett represents both KMSB and KTTU, but KOLD-TV continues to be owned and operated by Raycom Media and still has a shared services agreement with KMSB and KTTU. Whereas Raycom dealt with Belo in matters concerning the SSA, now Raycom deals with Gannett, who is acting on behalf of both Sander and Tucker.

Re GetTV........I guess it is on in Flagstaff 13.3 but not here. Univision has not made any provision for the channel and will not respond to Sony's inquiries as to why it is not on in the Phoenix market. Below is a response from GetTV.

I'm so sorry that you can't get the channel, and thanks for all of the info you've sent. We don't have any updates yet from Univision on increasing carriage.
