Arizona TV Station Update - September 2011

New licenses

  • KJPO-LD 49.x Parker (Hispanic Christian Community Network, Inc.) has applied for a license to cover its digital flash cut. While the license specifies Parker as its community of license, the station claims to transmit from atop Harquahala Mountain and to serve a mostly uninhabited area northeast of Wenden. No signal was observed from this location; it is likely another phantom as the station slowly steps into the Phoenix area. Technical specifications: Ch 49; TL 33-48-44 N, 113-21-37 W (Harquahala Mtn.); ERP 3 kW non-directional; HAAT 732 m.
  • KRPO-LD 21.x Quartzsite (Hispanic Christian Community Network, Inc.) has applied for a license to cover its displacement digital flash cut. The station is to be licensed to Quartzsite, but the antenna is reported to be located on a peak to the south of Salome, with its signal reaching northward and eastward. No signal was observed from this location; it is likely another phantom as the station slowly steps into the Phoenix area. Technical specifications: Ch 21; TL 33-43-35 N, 113-37-2 W (Little Harquahala Mtns.); ERP 15 kW non-directional; HAAT 90 m.

Programming changes

  • K38IZ-D 38.2 Phoenix (Spanish Independent Broadcast Network, LLC) has ceased airing old English-language movies and is now showing a black screen. All other subchannels continue programming as usual.
  • KCFG 9.x (32) Flagstaff (KM Television of Flagstaff, LLC) has gone silent. It wouldn't surprise me if they have shut down for good.
  • Camp Verde's network translators, K23FZ (KNXV), K47IK (KAET), K49HP (KTVK), K55IY (KPHO) and K57DC (KPNX), all owned by The Camp Verde TV Club, have gone silent, while AFTV station K19FD (Central States Communications) and 3ABN/local station K21GE (The Camp Verde TV Club) remain on.
  • KGUN 9.3 Tucson (Journal Broadcast Corporation) has dropped The Cool TV programming in favor of Live Well Network. The change also appeared on its digital translator station, K16EO-D.
  • KLAS-TV 8.2 Las Vegas NV (KLAS, LLC [Landmark Media Enterprises, LLC]) has replaced LATV programming with Me-TV.
  • KINC-TV 15.2 Las Vegas NV (Entravision Holdings, LLC) has replaced Telefutura programming with LATV.
  • K15IN-D 27.x Las Vegas NV (Entravision Holdings, LLC) has begun broadcasting as a companion channel to KELV-LP, the market's Telefutura affiliate. It is broadcasting the Telefutura programming that was formerly on KINC 15.2.
  • KGNG-LD 47.3 Las Vegas NV (King Kong Broadcasting, Inc.) has replaced AMG programming with Bounce TV.
  • KTNV-TV 13.3 Las Vegas NV (Journal Broadcast Corporation) has dropped The Cool TV programming in favor of Live Well Network. The change also appeared on its digital translator station, K44JR-D Laughlin NV.

Transactions

  • The FCC has approved the transfer of K38CX Shonto from MMTC Broadcasting LLC (Minority Media and Telecommunications Council, Inc.) to Digital Networks-Southwest, LLC (Henry Luken).
  • The FCC has dismissed the transfer of K51IO Bullhead City from MMTC Broadcasting LLC to Digital Networks-Southwest, LLC. No reason has been given.
  • K19FD Camp Verde (George V. Young dba Central States Communications) has requested to transfer its license to The Camp Verde TV Club, Inc., a three-person partnership that includes George Young.

Construction permits and Special Temporary Authority (STA) granted

  • K38IZ-D Phoenix (Spanish Independent Broadcast Network, LLC) has been granted a construction permit to maximize power. Technical specifications: Ch 38; TL 33-20-0 N, 112-3-45 W (South Mtn.); ERP 15 kW non-directional; HAAT 468 m.
  • KPDF-CA 41.x Phoenix (Una Vez Mas Phoenix License, LLC) has requested and has been granted a six-month extension of its STA to broadcast in digital on channel 41 while it awaits Mexican response to its reconsideration request.
  • K41MO-D Lake Havasu (Landover 2 LLC) has been granted an original construction permit for a new low power digital station. Technical specifications: Ch 41; TL 34-27-29 N, 114-21-4 W (Havasu Island); ERP 0.25 kW directional; HAAT -154 m. (20 m. AGL)
  • K41MR-D Flagstaff (Una Vez Mas Flagstaff License LLC) has been granted an original construction permit for a new low power digital station. Programming is expected to be Azteca America. Technical specifications: Ch 41; TL 35-14-25 N, 111-35-49 W (Mt. Elden); ERP 1 kW directional; HAAT 599 m.
  • K43NM-D Roll (Landover 2 LLC) has been granted an original construction permit for a new low power digital station. Although the community of license specifies Roll, the station will actually be located 25 miles to the east, and will serve Dateland. Technical specifications: Ch 43; TL 32-47-43 N, 113-32-43 W; ERP 1 kW non-directional; HAAT 36 m.
  • The FCC has corrected the construction permit of K55IY Camp Verde (The Camp Verde TV Club, Inc.) to specify an analog displacement to channel 31, which is what the station originally requested. The FCC had marked it as a digital flash cut.
  • The FCC has corrected the construction permit of K57DC Verde Valley (The Camp Verde TV Club, Inc.) to specify an analog displacement to channel 25, which is what the station originally requested. The FCC had marked it as a digital flash cut.
  • K48NG-D El Centro CA (Gulf-California Broadcast Company) has been granted an original construction permit for a new low power digital station. Technical specifications: Ch 48; TL 33-3-19 N, 114-49-44 W (Black Mtn.); ERP 15 kW non-directional; HAAT 420 m.
  • KVTE-LP 35 Las Vegas NV (Mountain Ridge Holdings, Inc.) has been granted a construction permit to flash cut to digital at its current downtown Las Vegas site. Technical specifications: Ch 35; TL 36-10-19 N, 115-8-45 W (Las Vegas Club Hotel & Casino); ERP 15 kW non-directional; HAAT 64 m.
  • KHDF-CD 19.x Las Vegas NV (Una Vez Mas Las Vegas License, LLC) has been granted a construction permit to increase power. Technical specifications: Ch 19; TL 36-0-37 N, 115-0-20 W (Black Mtn.); ERP 9.6 kW; HAAT 297 m.
  • KMCC1-LD 32.x Laughlin NV (Cranston Acquisition, LLC) has requested and has been granted an extension of its experimental booster STA to broadcast from Black Mtn., serving the Las Vegas area.
  • K30MH-D Overton NV (Moapa Valley Television Maintenance District) has been granted an original construction permit for a new low power digital station, to be a translator for KSL-TV 5.x Salt Lake City UT. Although the community of license specifies Overton, the station will actually be located 30 miles to the northeast, and will serve Mesquite and Bunkerville, NV with a highly directional signal. Technical specifications: Ch 30; TL 36-53-35 N, 114-4-1 W; ERP 2.15 kW directional; HAAT -34 m. (12.2 m. AGL).
  • K34ME-D Overton NV (Moapa Valley Television Maintenance District) has been granted an original construction permit for a new low power digital station, to be a translator for KVVU 5.x Henderson NV. Although the community of license specifies Overton, the station will actually be located 30 miles to the northeast, and will serve Mesquite and Bunkerville, NV with a highly directional signal. Technical specifications: Ch 34; TL 36-53-35 N, 114-4-1 W; ERP 2.15 kW directional; HAAT -34 m. (12.2 m. AGL).

Applications submitted and Special Temporary Authority requested

  • K06AE Prescott (Multimedia Holdings Corporation) has requested a move to a different tower at a nearby developed site on Mingus Mtn., with an increase in power, now permitted under FCC rules for VHF low power DTV stations. Technical specifications: Ch 6; TL 34-41-14 N, 112-7-0 W (Mingus Mtn.); ERP 0.5 kW directional; HAAT 768 m.
  • KKAX-LP 36 Hilltop (Tri-State Broadcasting, LLC) has requested to flash cut to digital on its current analog channel. Technical specifications: Ch 36; TL 35-4-53 N, 113-54-14 W (Hualapai Pk.); ERP 0.022 kW directional; HAAT 1076 m.
  • K57BD Tucson (Trinity Broadcasting of Arizona, Inc.) has requested an STA to remain silent, claiming to have gone silent on July 3rd. I was not aware that they had resumed broadcasting since 4/13/2010, when they last reported going silent.
  • K57DC Verde Valley (The Camp Verde TV Club, Inc.) has requested to flash cut to digital on channel 25. The station's former digital flash cut application was actually meant to be an analog displacement to channel 25. Technical specifications: Ch 25; TL 34-28-12 N, 111-52-22 W (Squaw Pk.); ERP 0.287 kW directional; HAAT 669 m.
  • KDOS-LD 50.x (29) Globe (KTVW License Partnership, G.P.) has requested to change antenna type, to reduce power but raise HAAT, and to employ mechanical beam tilt. Technical specifications: Ch 29; TL 33-17-21 N, 110-49-45 W (Pinal Peak); ERP 10 kW directional (1-deg tilt to 25-deg azimuth); HAAT 1001 m.
  • K40AD Cottonwood (Meredith Corporation) has applied to change its antenna to another make, as the current make of antenna is no longer supported. The same antenna will be used for its digital operations, so its digital construction permit must also be modified to specify the new antenna.
  • KGHD-LP 6 Overton NV (Obidia Porras), unable to get a consistent signal from its Glendale transmitter location, has requested an STA to broadcast from another location within 30 miles of the licensed site. Big surprise - that site is near Apex, right at the 30-mile limit, and the proposed broadcast pattern goes to the southwest, into northern Las Vegas. I predict the next request will be to license from there, and once a license is granted, then signal problems will force them to relocate to another site within 30 miles of Apex. A site like, say, Black Mountain? Just a hunch. Technical specifications: Ch 6; TL 36-19-24 N, 114-55-49 W (Apex); ERP 3 kW directional; HAAT 42 m.

Applications reinstated

  • The FCC has reinstated an application by Amy Meredith for a new low power DTV station serving Parker on channel 5. The original application had technical deficiencies and the FCC had sent out a letter requesting that the application be amended within 30 days. However, Meredith had moved and not updated her address in the FCC database, so the 30 days passed without a response, and the FCC dismissed the application. Meredith filed a petition for reconsideration and the FCC has granted the request. Meredith has 30 days to amend the application.
  • The FCC has reinstated a digital flash cut application for KPDF-CA 41 Phoenix (Una Vez Mas Phoenix License, LLC). The Mexican government had objected to the flash cut proposal, as it felt that the station would interfere with a proposed full-power channel 41 station for Sonoita, Sonora. KPDF petitioned for reconsideration, providing documentation that there would be no interference. The FCC had granted them an STA to operate the digital station in the meantime. The application goes back to the Mexican government for approval.
  • The FCC has reinstated a digital flash cut application for K22JD Madera Peak (NW Communications of Phoenix, Inc. [Fox]). The Mexican government had objected to the flash cut proposal, as it felt that the station would interfere with proposed co-channel full-power digital operations for XHNOA in Nogales, Sonora. K22JD petitioned for reconsideration, providing documentation that there would be no interference, and the application will go back to the Mexican government for approval.

Dismissed, canceled, expiring or expired

  • KKAX-LD 38 Hilltop (Tri-State Broadcasting, LLC) digital companion channel construction permit, to retransmit KKAX-LP 36, expired on August 25.
  • K44BB Window Rock (The Navajo Nation) analog construction permit to move to a location near the Window Rock airport, expired on September 16.
