KGRY-LD 28.x Gila River Indian Co (Gila River Telecommunications Inc.) requested and has been granted a six-month extension of its Silence STA, until September 1. The station's transmit facilities were damaged by a storm on September 1, 2023 and GRTI has been working to restore service since then. Some of the parts have arrived, but the rest are not expected anywhere from mid-April to early May. GRTI expects to have the station back on air shortly afterward.

K19LV-D 9.x St. George UT (Utah Board of Higher Education) has been granted a power increase from its current 0.7 kW. Technical specifications: Ch 19; TL 37° 3' 50" N, 113° 34' 23" W (Webb Hill); ERP 1.6 kW HP 1.75° EBT; HAAT 82 m / 269 ft.

The station is no longer able to produce full power and has been unable to find replacement parts due to the age of its transmitter. KLVX is seeking a new replacement transmitter.
Programming Changes

Scripps Sports has been announced as the new broadcast home of the NHL Arizona Coyotes for the 2023-24 season, allowing them to broadcast games that are not nationally-televised. Only one of the 82 2023-24 Coyotes games is scheduled to be nationally televised, a Dec. 21 matchup on ESPN+, so the other 81 games will be shown on KNXV-TV channel 15.2 in Phoenix and KGUN-TV channel 9.2 in Tucson, pre-empting Antenna TV programming in Phoenix and Laff programming in Tucson. Scripps-owned Salt Lake City UT stations KUPX channel 16.1 (Independent) and KSTU channel 13.2 (Antenna TV) will also split the Coyotes games. No KUPX translators serve Arizona, but KSTU translators are on air in Kanab UT and St. George UT that can be viewed in Arizona.

K06QW-D Sentinel (Lowcountry 34 Media LLC) has been granted a construction permit to relocate to, and change its city of license to, Gila Bend, 29 miles to the east, with its antenna on a tower near the center of town.
New Allotments

Mexico's Federal Institute of Telecommunications (IFT) has published call letters for the Agua Prieta, Sonora, television station allotment on UHF channel 26: XHCTAP-TDT. No other technical parameters for the station have been announced. The allotment is for a station in the Imagen network, but will not be able to use virtual channel 3, as most Imagen stations do, as Channel 3 is being used by Unimas affiliate KFTU-DT. (Credit: Raymie Humbert - En Frecuencia)

Mexican authorities have also approved a complementary television station for Imagen TV station XHCTAP-TDT, to be built at Agua Prieta, Son. The complementary station will broadcast from Cananea, Sonora, and it is expected to be viewable from the Palominas, Arizona area. Technical specifications: Ch 26; TL 30° 59' 11" N, 110° 16' 56" W (Ignacio Allerde & Calle 16 Este, Valle Dorado); ERP 2.306 kW DA HP; HAAT 20 m / 66 ft AGL.

XHCPCA-TDT, the new digital VHF channel 5 Telemax allotment for Cananea and Magdalena de Kino, Sonora, has been modified to broadcast on UHF channel 14 and to serve only Cananea, as Magdalena de Kino is already served by a Telemax station. The other Cananea stations are viewable in Arizona in the Palominas area; it is uncertain whether XHCPCA-TDT will be, as it is lower power and directs its signal toward the east, rather than northward. Technical specifications: Ch 14; TL 30° 58' 40" N, 110° 18' 32" W (Calle 3a Oueste, Col. Mesa Sur); ERP 1.96 kW DA HP 1.75° EBT; HAAT: approx. 65 m / 213 ft. (Credit: Raymie Humbert - En Frecuencia)

XHCPAO-TDT is a digital VHF channel 7 SPR allotment for Mexicali, Baja California. It is unknown if the station's signal will be viewable in Arizona. Technical specifications: Unknown

Correction

In the August 2023 Arizona TV Station Update, I erroneously reported that KGRX-LD 19.x Gila River Indian Co (Gila River Telecommunications Inc.) had changed programming to H&I on channel 19.1 and The Grio on channel 19.5. In reality, KGRX-LD went silent, and the programming being seen on channel 19 was from KTTU-TV 18.x Tucson, which also broadcasts on RF channel 19, and was regularly seen in west Chandler prior to the debut of KGRX-LD.

Mohave County is the only county in Arizona authorized to operate a television improvement district.

Arizona Revised Statutes Section 48-1101 authorizes establishment of a television improvement district by any county that received payments from the federal government in lieu of taxes from the proceeds of hydroelectric power developments between January 1, 1975 and January 1, 1983. Only one county in the state can meet those criteria: Mohave County.

The Mohave County television improvement district operates more than 40 television translators, and is overseen by the Mohave County Board of Supervisors, which serves as the licensee of each translator. The translator stations rebroadcast KTVK Phoenix, KPHO-TV Phoenix, KAET Phoenix, KSAZ-TV Phoenix, KPNX Mesa and KNXV-TV Phoenix via microwave link, and KLAS Las Vegas NV and KLVX Las Vegas NV via over-the-air pickup, and serve Lake Havasu City, Bullhead City & the Mohave Valley (including Needles CA), Kingman, Golden Valley, Chloride, Dolan Springs, Meadview, Peach Springs, Littlefield & Beaver Dam (including Mesquite NV), Colorado City, and Moccasin & Fredonia.

Transactions

K08QN-D and K34QY-D Golden Valley (Lowcountry 34 Media LLC) are part of a proposed purchase by Bridge News of seven Lowcountry 34 Media LPTV stations for $1.9 million. In exchange, Lowcountry 34 Media would purchase three LPTV stations owned by Bridge News for $300,000. Both AZ stations that Bridge News would acquire are part of the 2009 Rural LPTV Station allotment, so Bridge New would not be able to move either station within 75 miles of the Phoenix, Tucson or Las Vegas NV reference points.

K04SE-D Parker (Lowcountry 34 Media LLC) requested and was granted a modification to its construction permit to specify a build site about 333 feet west of where previously authorized, and to reduce radiated power from its authorized 1 kW.
Construction Permits and Special Temporary Authorizations (STAs) Requested

K06QW-D Sentinel (Lowcountry 34 Media LLC) has requested to relocate to, and change its city of license to, Gila Bend, 29 miles to the east. It is proposed to mount the antenna on a tower near the center of town, although the only structure that appears at that location matching the height specified is a utility pole. The station was part of the 2009 Rural LPTV Station allotment which specifies that it must be no closer than 121 km (75 mi) from the Phoenix reference point of 33° 27' 12" N, 112° 4' 28" W. Gila Bend is only 83 km (52 mi) from Phoenix, but is terrain-shielded from Phoenix and cannot receive any Phoenix television station, so it may still meet the criteria for a rural location. Technical specifications: Ch 6; TL 32° 56' 42" N, 112° 43' 32" W (510 E. Pima St.); ERP 0.9 kW H DA; HAAT -26 m / -85 ft (6 m / 20 ft) AGL.

Canceled, Dismissed, Expired or Expiring

Despite the expiration of their contract with Weigel to carry MeTV, KAZT-TV and KAZT-LD continue to carry the channel, possibly on a month-to-month basis, and Weigel's KEJR-LD continues to carry MeTV+ on both 40.1 and 40.2 subchannels.
Construction Permits and Special Temporary Authorizations (STAs) Granted

KMCC 34.x (32) Laughlin NV (Ion Television Licensee LLC) requested and was granted a construction permit to change the broadcast antenna, increase the power, lower the antenna height, and change polarization to 50% elliptical at its DTS2 location.

Construction Permits and STAs Requested

KAZF 32.x Flagstaff (Gray Television Licensee LLC) has requested to move its broadcast antenna lower on its tower due to interference from other equipment attached to the tower. The antenna model will also change. Technical specifications: Ch 32; TL 34° 58' 8" N; 111° 30' 31" W (Mormon Mtn.); ERP 100 kW H / 30 kW V DA 1° EBT; HAAT 433 m / 1421 ft.

K04SE-D Parker (Lowcountry 34 Media LLC) has requested to relocate permanent operations to a tower 24 miles east of the licensed site. Complicating the request is a condition that Lowcountry 34 Media agreed to in order to build the station that the licensed broadcast site was to be permanent and that the station would not move for at least one year following licensing. Although the station commenced operations on or about June 6, 2022, it was not licensed until October 18, due to Mexican coordination delays. The tower at the licensed location is severely damaged and the tower owner has no plans to repair it, nor will they allow Lowcountry 34 Media to repair it. Accordingly, Lowcountry 34 Media is requesting waiver of the license condition due to circumstances beyond its control. Although the proposed new location is 24 miles closer to Phoenix, the antenna rotation would direct the main lobe of the signal toward the west, toward the current licensed site and away from Phoenix. Technical specifications: Ch 4; TL 33° 35' 45" N, 113° 21' 1" W (Near jct. I-10 & Ave. 75 E); ERP 1.0 kW DA HP; HAAT -12 m / -39 ft (6 m / 20 ft AGL).

K32MH-D 9.x Washington UT (University of Utah) has requested a displacement construction permit to move to channel 29. The station currently receives 14.39% interference from both K31EA-D Littlefield and K32NC-D Toquerville UT, and causes 55.8% interference to K32NC-D. Since Entravision decided not to convert KWWB-LP to digital, channel 29 is open. Technical specifications: Ch 29; TL 37° 9' 19" N, 113° 52' 59" W (West Mtn. Peak); DA HP 1.75° EBT; HAAT 1078 m / 3536 ft.
