Arizona TV Station Update - August 2014

New licenses

  • K38IZ-D 38.x Phoenix (Spanish Independent Broadcast Network, LLC) has been granted a license to cover maximization of its low power digital facilities. Technical specifications: Ch 38; TL 33-20-0 N, 112-3-45 W (South Mtn.); ERP 15 kW non-directional; HAAT 468 m.
  • KTVP-LD 22.x Phoemix (Mako Communications, LLC) applied for and has been granted a license to cover maximization of its low power digital facilities. Technical specifications: Ch 22; TL 33-19-58 N, 112-3-59 W (South Mtn.); ERP 15 kW directional; HAAT 460 m.
  • KFPB-LD 50.x Globe (Globe LPTV, LLC) applied for and has been granted a license to cover maximization of its low power digital facilities. Technical specifications: Ch 50; TL 33-19-57 N, 112-3-57 W (South Mtn.); ERP 15 kW directional; HAAT 469 m.
  • K38AI-D 3.x Cottonwood (KPHO Broadcasting Corporation) applied for and has been granted a license to cover modification to its digital facilities, employing new antenna rotation, electrical beam tilt and emissions mask filter. Technical specifications: Ch 38; TL 34-41-12 N, 112-6-59 W (Mingus Mtn.); ERP 15 kW directional; HAAT 770 m.
  • K18CB-D 45.x Bullhead City (Fox Television Stations, Inc.) has been granted a license to cover its flash cut to digital. Technical specifications: Ch 18; TL 35-14-50 N, 114-44-35 W (Little Peak); ERP 2.54 kW directional; HAAT 688 m.
  • K27MQ-D 4.x St. George UT (Southwest Media, LLC) applied for and has been granted for a license to cover its digital facilities. Technical specifications: Ch 27; TL 37-9-18 N, 113-52-57 W (West Mountain Peak); ERP 1.1 kW directional; HAAT 1093 m.

Programming changes

  • KTVW-DT 33.x Phoenix (KTVW License Partnership, G.P.) has added the new Grit network on channel 33.3. The SD Unimás simulcast on 33.2 went away temporarily, but is now back.
  • KFPH-DT 13.x Flagstaff (Unimás Partnership of Flagstaff) has added the new Escape network on channel 13.4. The station had also added getTV on channel 13.3 in March.
  • KUVE-DT 46.x Green Valley (Univision Tucson LLC) has added the new Escape network on channel 46.4. The station had also added getTV on channel 46.3 in March.
  • KFPH-CD 35.x Phoenix (Unimás Partnership of Phoenix) has added the new Escape network on channel 35.4. The station had also added subchannel 35.2, but later removed it. Channel 35.2 will be the future home of Bounce TV once the network moves its affiliation to Univisión sometime in 2015.
  • KVMY 21.x Las Vegas NV (KUPN Licensee, LLC) has added American Sports Network programming to its channel 21.1 lineup. American Sports Network, a new network by Sinclair, as been appearing on Sinclair stations. Sinclair owns KVMY.
  • KHMP-LD 18.x Pahrump NV (Hilltop Church) is silent.
  • KTVX 4.x (40) Salt Lake City UT (Nexstar Broadcasting, Inc.) has added WeatherNation programming to its lineup. The change should be seen in Arizona on the following translator stations:
    • K25JS-D 4.4 St. George UT
    • K28EA-D 4.4 Washington UT
    • K32DC-D 4.4 Kanab UT

Transactions

  • Journal Broadcast Corporation has proposed to merge operations with The E.W. Scripps Company. If the FCC approves, the following Journal television stations viewable in Arizona would come under control of Scripps:
    • KGUN-TV 9.x Tucson
    • KWBA 58.x (44) Sierra Vista
    • K16EO 9.x Oro Valley/Tucson
    • KTNV 13.x Las Vegas NV
    • K44JR-D 13.x Laughlin NV
  • Hispanic Christian Community Network, Inc. has proposed to assign all of its licenses to Hispanic Family Christian Network, Inc. If the FCC approves, the following Arizona television stations would be assigned, none of which is on the air:
    • KJPO-LD 49.x Parker
    • KRPO-LD 21.x Quartzsite
    • KZVE-LP 30 Littlefield
  • The merger agreement between Media General and Lin TV has been amended to reallocate post-merger shares by current stakeholders. Included in Lin TV holdings is K30GL Many Farms (Lin of Colorado, LLC), a translator of KREZ-TV Durango CO.

Construction permits, CP modifications and Special Temporary Authorizations (STAs) granted

  • K38AI-D 3.x Cottonwood (KPHO Broadcasting Corporation) was granted a construction permit to modify its rotation from 45° to 65°, add a 3° electrical beam tilt to its signal, and to utilize a full service emissions mask filter. Broadcast channel, location, and signal strength remain the same.
  • K40NW-D 40.x Yuma (Hispanic Family Christian Network, Inc.) was granted a major change application to relocate a construction permit from channel 7 in Brownwood TX to channel 40 in Yuma AZ. Technical specifications: Ch 40; TL 32-32-55 N, 114-39-7 W (Corner of County 19th St. and B Ave.); ERP 15 kW non-directional; HAAT 42 m.
  • K21MD-D Gila River Indian Community (Gila River Telecommunications, Inc.) requested and has been granted a modification to its construction permit, changing from a directional to non-directional antenna, from a PSI antennal to one from Dielectric, and moving the antenna about 23 m. lower. Technical specifications: Ch 21; TL 33-1-49 N, 111-34-29 W (Corner of Blackwater Rd. & Firestation Ln.); ERP 7 kW non-directional; HAAT 0 m. (33 m. AGL)
  • K27MQ-D 4.x St. George UT (Southwest Media, LLC) has been granted a construction permit for its permanent digital facilities. Technical specifications: Ch 27; TL 37-9-18 N, 113-52-57 W (West Mountain Peak); ERP 1.1 kW directional; HAAT 1093 m.

  • K19JV-D Gila River Indian Community (Gila River Telecommunications, Inc.) has requested modification to its construction permit, changing the rotation from 65° to 205°, changing from a Scala antenna to one from Dielectric, and moving the antenna about 23 m. lower. Technical specifications: Ch 19; TL 33-22-37 N, 112-13-31 W (Corner of Baseline Rd. & 75th Ave.); ERP 15 kW directional; HAAT -26 m. (33 m. AGL)
  • K29KP-D Gila River Indian Community (Gila River Telecommunications, Inc.) has requested modification to its construction permit, changing from a directional to non-directional antenna, changing from a PSI antennal to one from Dielectric, and moving the antenna about 23 m. lower. Technical specifications: Ch 29; TL 33-9-39 N, 111-48-4 W (Corner of Sesame Rd. & Stotonic Rd.); ERP 15 kW non-directional; HAAT 1 m. (33 m. AGL)
  • James R. MacDonald, Jr., applicant for a new low power TV station to serve Sierra Vista on channel 17, has modified his application, changing the antenna model and changing the rotation from 330° to 300°, but keeping the antenna make and all other specifications the same. The stated goal is to minimize interference concerns to co-channel station XHAPT Agua Prieta, Son., Mex. MacDonald's original application was filed five years ago and submitted to Mexican authorities for coordination, but no action has been taken since. Technical specifications: Ch 17; TL 31-28-53 N, 109-57-34 W (Juniper Flats); ERP 5 kW directional; HAAT 674 m.
  • K39KW-D Yuma (Arizona Conference Corporation of Seventh-Day Adventists) has requested STA for an extension of time to construct its new facilities. It is the station's third extension request. The original construction permit, which was granted in September 2010, and which the SDA Church purchased, was approved for a 15 kW facility broadcasting from the Gila Electronics site at Telegraph Pass, however, the US Bureau of Land Management and the users association that operates at Telegraph Pass agreed in to restrict
  • KHMP-LD 18.x Pahrump NV (Hilltop Church) has requested Silent STA due to equipment failure on or about August 1.

Dismissed, canceled, expiring or expired

  • The FCC has dismissed the request of extension of time for K49LZ-D Lake Havasu City (Luke Skelton) to construct its original facilities, likely at the request of the applicant. The construction permit for K49LZ-D had expired in May.
  • The original construction permit for K41MR-D 41.x Flagstaff (Una Vez Mas Flagstaff License LLC) will expire on September 22, unless Una Vez Mas requests an extension.
  • The original construction permit for K41MO-D 41.x Lake Havasu (Landover 2 LLC) will expire on September 22, unless Landover requests an extension.
  • The original construction permit for K43NM-D 43.x R (Landover 2 LLC) will expire on September 22, unless Landover requests an extension.

License renewals

  • K45LU-D 5.x Window Rock (The Navajo Nation) has applied for a renewal of its license.
  • KVOA 4.x (23) Tucson (KVOA Communications, LLC) has amended both its 2006 and 2014 license renewal applications to reflect the pro forma change of licensee name from KVOA Communications, Inc. to KVOA Communications, LLC. License renewals for K20FO Sierra Vista and K04QP-D Casas Adobes also reflect the change.
  • KMSB 11.x (25) Tucson (Sander Operating Company V LLC) has amended its license renewal application to reflect the fact that not all information was timely placed in its public file.
  • KTTU 18.x (19) Tucson (Tucker Operating Company LLC D/B/A KTVK Television) has amended its license renewal application to reflect the fact that not all information was timely placed in its public file.
  • K38AU-D 5.x Tohatchi NM (The Navajo Nation) has applied for a renewal of its license.
