Arizona TV Station Update - November 2011

New licenses

  • K25MG-D 3.x Flagstaff (KTVK, Inc.) applied for and was granted a license to cover its displacement flash cut to digital. Technical specifications: Ch 25; TL 35-14-26 N, 111-35-48 W (Mt. Elden); ERP 1.3 kW directional; HAAT 608 m.
  • K16FB-D Globe (Telefutura Partnership of Phoenix) was granted a license to cover its flash cut to digital. Technical specifications: Ch 16; TL 33-17-21 N, 110-49-45 W (Pinal Peak); ERP 5.1 kW directional; HAAT 995 m.
  • K49ET-D 12.x Many Farms (KOB-TV, LLC) has applied for a license to cover its displacement flash cut to digital. It rebroadcasts the signal of KOBF 12.x Farmington NM. Technical specifications: Ch 49; TL 36-27-30 N, 109-05-37 W (Roof Butte); ERP 1 kW directional; HAAT 691 m.
  • K06AE-D 2.x Prescott (Multimedia Holdings Corporation) has applied for a license to cover its flash cut to digital. It rebroadcasts the signal of KNAZ-TV, instead of KPNX, as before. Like KNAZ-TV, it has only the primary subchannel, and not the weather loop that KPNX runs. Technical specifications: Ch 6; TL 34-41-14 N, 112-7-0 W (Mingus Mtn.); ERP 0.5 kW directional; HAAT 768 m.
  • K25HD-D Bullhead City (Richard D. Tatham) applied for and was granted a license to cover its flash cut to digital. Technical specifications: Ch 25; TL 35-14-48 N, 114-44-32 W (Little Peak); ERP 0.3 kW directional; HAAT 682 m.

Programming changes

  • KTAZ 39.x Phoenix (NBC Telemundo) has added SOI-TV (Sistema de Opiniòn Interactivo) to its lineup on channel 39.3, as part of a 15-market rollout of the interactive service. KTAZ now airs three subchannels, but currently has programming on only two - Telemundo on 39.1 and SOI TV on 39.3.
  • KHRR 40.x Tucson (NBC Telemundo) has added SOI-TV to its lineup on channel 40.3, and is also part of the 15-market rollout. Like KTAZ, it only has programming on 40.1 and 40.3.
  • KPPX 51.x Phoenix (America 51, L.P.) tested its Airbox subscription service for about a week in November, with ten additional subchannels broadcast using H.264 (MPEG-4) compression. (See KPPX TS Reader output for channel list.)
  • K11LC Prescott (KTVK, Inc.) has flash cut to digital. The KTVK-o&o translator adds ThisTV to its independent signal as part of KTVK's digital feed.
  • K38AI Cottonwood (KTVK, Inc.) has flash cut to digital. The KTVK-o&o translator adds ThisTV to its independent signal as part of KTVK's digital feed.
  • K44CN Cottonwood (Scripps Media, Inc.) has flash cut to digital. The KNXV-o&o translator adds Live Well Network to ABC as part of KNXV's digital feed. When licensed, its new call sign will be K30LL-D.
  • K47DJ Prescott (Scripps Media, Inc.) has flash cut to digital. The KNXV-o&o translator adds Live Well Network to ABC as part of KNXV's digital feed.
  • K57HY Kingman (Scripps Media, Inc.) has completed its displacement flash cut to digital on channel 30. The KNXV-o&o translator adds Live Well Network to ABC as part of KNXV's digital feed.
  • KFPB-LD 50.2 Phoenix (Globe LPTV LLC) has replaced Zoe TV programming with Video Zona.
  • KBLR 39.x (40) Paradise NV (NBC Telemundo) has added SOI-TV to its lineup on channel 39.3, and is also part of the 15-market rollout. Like KTAZ, it only has programming on 39.1 and 39.3.
  • KEGS-LD 30.x (24) Las Vegas NV (Mako Communications, LLC) has added SBN (SonLife Broadcasting Network) on channel 30.3. SBN is a media outreach of Jimmy Swaggart Ministries and features current and past broadcasts of services from Family Worship Center in Baton Rouge, Louisiana.
  • KNBX-CD 31.x (14) Las Vegas NV (Mako Communications, LLC) is now airing SOTH-TV (Songs of the Heart) on channel 31.1, duplicating KEGS-LD.

Call sign changes

  • K54GI Flagstaff (KTVK, Inc.) has been assigned a new call sign of K25MG-D, following licensing of its digital facility.

Transactions

  • The FCC has approved the transfer of control of K28FM Yuma from Alfonso Cabada to Sergio Cabada. The transfer has been consummated.

Construction permits and Special Temporary Authorizations (STAs) granted

  • K27EJ-D 10.x Colorado City (Mohave County Board of Supervisors) has been granted a CP to flash cut to digital with its modified application, specifying a power increase. It is expected to continue to provide the signal of KSAZ-TV 10.x Phoenix. Technical specifications: Ch 27; TL 36-53-38 N, 113-1-51 W

  • K52EG Yuma (Three Angels Broadcasting Network, Inc.) requested and has been granted an STA from the FCC to begin construction of its proposed in-core digital station. Its first application was rejected without explanation by the Mexican government, and since out-of-core stations must go dark by December 31, it cannot wait for Mexican concurrence, which is notoriously slow. The station has been given a temporary call sign of K17LG-D. Technical specifications: Ch 17; TL 32-40-23 N, 114-20-16 W (Telegraph Pass); ERP 6.15 kW directional; HAAT 377 m.
  • K47DJ-D Prescott (Scripps Media, Inc.) requested and was granted an STA to broadcast at reduced power, after being recently notified by the US Forest Service that it would be arbitrarily limited to 1.2 kW power instead of the 7.5 kW, for which it had been approved by the FCC. Scripps is in negotiations with the USFS to allow it to operate at the full 7.5 kW.

Applications and STAs requested

  • KCOS-LP 28 Phoenix (Aracelis Ortiz) has filed an application to flash cut to digital. Technical specifications: Ch 28; TL 33-39-29 N, 111-38-28 W (Usery Mtns.); ERP 15 kW directional; HAAT 284 m.
  • K20IA Prescott (Martin D. Weiss) has requested an STA to cease transmission while it prepares to convert to a digital signal.
  • K38CX Shonto (Digital Networks) has requested an STA to cease transmission while it prepares to convert to a digital signal.
  • K51IO Bullhead City (MMTC Broadcasting, LLC) has requested an STA to cease transmission while it prepares to move to another channel and to convert to a digital signal.
  • The FCC has superseded an application by Jose Rivera Miramontes for a new LPTV station on channel 42 in Yuma. The amendment, filed in December 2010, reduces power from 15 kW to 1.9 kW to protect KBFY-LP 41 Yuma, a station that has been off the air since KYMA-DT first signed on its full-power pre-transition facilities on channel 41 in July 2006. Technical specifications: Ch 42; TL 32-40-22 N, 114-20-11 W (Telegraph Pass); ERP 1.9 kW directional; HAAT 386 m.
  • K44DK Kingman (Mohave County Board of Supervisors) has amended for a second time its construction permit to increase power to 1.2 kW, changing from non-directional antenna to directional oriented toward 310° and adding 1.25° mechanical and 1.75° electrical beam tilt, to protect K44JR-D Laughlin NV. The application has been superseded with this new information.
  • K21EG-D Golden Valley (Mohave County Board of Supervisors) has amended for a second time its construction permit to increase power to 0.64 kW, specifying a full service emission mask to protect K20ID-D Kingman. The application has been superseded with this new information.
  • K34EF-D Kingman (Mohave County Board of Supervisors) has amended for a second time its construction permit to increase power to 1.2 kW, changing from non-directional antenna to directional oriented toward 310° to protect a new co-channel application with proposed community of license of Buckeye, but actually to be located in the mountains south of I-10, about 5 mi. west of the LaPaz county line. The application has been superseded with this new information.
  • The FCC has superseded an application by Landover 2 LLC for a new LPTV station on channel 14 in Lake Havasu City. The amendment, filed in March 2011, changes the antenna type and changes the directional orientation from 55° to 75°, to protect K15CR Lake Havasu City. Technical specifications: Ch 14; TL 34-27-29 N, 114-21-4 W (Lake Havasu Island); ERP 0.25 kW directional; HAAT -154 m. (20 m. AGL)
  • K31HY-D Needles CA (Mohave County Board of Supervisors) has amended for a second time its construction permit to increase power to 1.06 kW, specifying a full service emission mask to protect K30BQ Bullhead City and KMCC 32 Laughlin NV. The application has been superseded with this new information.
  • The FCC has superseded an application by Tri-State Christian Radio for a new LPTV station on channel 41 in Needles CA. The amendment, filed in May 2010, reduces power from 5.53 kW to 1.43 kW, and changes from a non-directional antenna to a directional, oriented toward 270°, to protect K42EU-D Topock. Technical specifications: Ch 41; TL 34-49-43 N, 114-36-38 W (Lillyhill Dr., Needles); ERP 1.43 kW directional; HAAT -53 m. (30 m. AGL)

Canceled, Dismissed, Expired or Expiring

  • The FCC has dismissed application 960710KR, a full-service television station on channel 17 for Page, proposed by Lake Powell TV Association. The application was for an analog station, and since a construction permit was not granted by June 12, 2009, the end of the digital transition for full-service stations, the FCC contends that it no longer has legal authority to grant any construction permit for a full-service analog station.
  • The FCC has dismissed application 960710LC, a full-service television station on channel 43 for Coolidge, proposed by The American Legacy Foundation, for the same reason as the Page application. Depending on how serious the applicants for this station are, they may petition for reconsideration. The Coolidge application was originally for analog operation, but unlike the Page application, in April 2009, two months before the end of the digital transition, the Coolidge applicants filed an amendment to specify digital operation at 1000 kW, and the original application was superseded by the digital application.
  • The original construction permit for analog station K05MK Flagstaff (Jackalope Broadcasters) is set to expire on December 15.
  • The application modification for K48AY Kingman (Mohave County Board of Supervisors) to increase power to 1.14 kW has been dismissed by the FCC. The original modification was determined to cause interference to a new co-channel application for Needles CA, so on November 16, Mohave County was notified that it had 30 days to amend the application modification. They filed an amendment on November 23 to specify a directional antenna oriented toward true north, with 2.75° mechanical and 1.75° electrical beam tilt, but on November 30, it was determined that the amended application would still cause interference, and the modification was dismissed. I guess you only get one shot to amend, and not the full 30 days.
  • The application modification for K50CY Kingman (Mohave County Board of Supervisors) to increase power to 1.3 kW has been dismissed by the FCC. The original modification was determined to cause interfernece to a new co-channel application for Parker, so on November 16, Mohave County was notified that it had 30 days to amend the application modification. They filed an amendment on November 23 to specify a directional antenna oriented toward 310° true, with 1.75° electrical beam tilt, but on November 30, it was determined that the amended application would still cause interference, and the modification was dismissed.

Out-of-Core Licenses Canceled

On December 31, all analog licenses for channels 52 and above will expire.

The following stations not made arrangements for digital operations and will permanently cease operations on that day:

  • K52CM Flagstaff (KNXV 15 Phoenix) - did not flash cut to ch 24 on November 30 due to high winds; rescheduled for week of December 5.
  • K52EG Yuma (3ABN) - has an ungranted application to flash cut to ch 17; has STA to begin operations immediately.
  • K53IJ Prescott (silent) - has a CP to move to Sun City and to flash cut on ch 21.
  • K55DB Prescott (KAET 8 Phoenix) - has a CP to flash cut on ch 43.
  • K55IY Camp Verde (silent) - has a CP to flash cut on ch 31.
  • KDLQ-LP 55 St. George UT (silent) - has a CP to flash cut on ch 29.
  • K57BD Tucson (silent) - has an ungranted application to flash cut on ch 35.
  • K57DC Verde Valley (KPNX 12 Mesa) - has a CP to flash cut on ch 25.
  • KDTP-LP 58 Phoenix (silent) - has a CP for a digital companion on ch 9; analog and digital probably will go dark, as programming is on RF 46-2.
  • KUTG-LP 58 St. George UT (Independent) - has a CP to flash cut on ch 14.
  • K63HJ Laughlin NV (silent) - has a CP to flash cut on ch 10.
