New licenses

  • KRPO-LD 21.x Quartzsite (Hispanic Christian Community Network, Inc.) has been granted a license to cover its displacement digital flash cut. Technical specifications: Ch 21; TL 33-43-35 N, 113-37-2 W (Little Harquahala Mtns.); ERP 15 kW non-directional; HAAT 90 m.
  • KJPO-LD 49.x Parker (Hispanic Christian Community Network, Inc.) has been granted a license to cover its digital flash cut. Technical specifications: Ch 49; TL 33-48-44 N, 113-21-37 W (Harquahala Mtn.); ERP 3 kW non-directional; HAAT 732 m.
  • K40AD Cottonwood (Meredith Corporation) has applied for a license to cover its change in antenna.

  • KVPX-LD 28.x Las Vegas NV (Mako Communications, LLC) requested and was granted a license to cover its flash cut to digital. Technical specifications: Ch 28; TL 35-56-46 N, 115-2-37 W (Black Mtn. Arden); ERP 7.5 kW directional; HAAT 547 m.
  • KNBX-CD 31.x (14) Las Vegas NV (Mako Communications, LLC) has applied for a license to cover its flash cut to digital. Technical specifications: Ch 14; TL 35-56-46 N, 115-2-37 W (Black Mtn. Arden); ERP 15 kW directional; HAAT 548 m.

Programming changes

  • KTAZ 39.2 Phoenix (NBC Telemundo License Co.) has ceased airing Inmigrante TV, although PSIP still identifies channel 39.2 as INMI-TV.
  • KTVP-LD 22.3 Phoenix (Mako Communications, LLC) has begun airing English-language Christian programming from SonLife Broadcasting Network, the media arm of Jimmy Swaggart Ministries.
  • K38IZ-D Phoenix (Spanish Independent Broadcast Network, LLC) has resumed broadcasting old English-language movies on channel 38.2.
  • K47IK Camp Verde (The Camp Verde TV Club, Inc.) has resumed broadcasting as an analog translator of KAET 8.1 Phoenix.
  • K49HP Camp Verde (The Camp Verde TV Club, Inc.) has resumed broadcasting as an analog translator of KTVK 3.1 Phoenix.
  • K57DC Verde Valley (The Camp Verde TV Club, Inc.) has resumed broadcasting as an analog translator of KPNX 12.1 Mesa.
  • K54GI (K25MG-D) 3.x Flagstaff (KTVK, Inc.) has begun broadcasting in digital on channel 25. Belo has replaced analog programming on channel 54 with a nightlight message.
  • K43FO-CD Las Vegas NV (Three Angels Broadcast Network, Inc.) has begun broadcasting in digital. It offers three television services - 3ABN, 3ABN Latino, and 3ABN Proclaim - and placeholders for three radio services - 3ABN Radio, Radio 74 and something identified to PSIP as 3ABN-RL (Radio Latino?), but word through the grapevine is that it's a temporary service.

  • The sale of K38CX Shonto from Minority Media and Telecommunications Council to Digital Networks-Southwest, LLC, has been consummated.
  • The FCC has approved the transfer of K19FD Camp Verde from George V. Young DBA Central States Communications to The Camp Verde TV Club, Inc.

  • KDOS-LD 50.x (29) Globe (KTVW License Partnership, G.P.) has been granted its request to change antenna type, reduce power, raise height, and employ mechanical beam tilt.   • K55IY (K31LZ-D) 5.x Camp Verde (The Camp Verde TV Club, Inc.) has requested and has been granted a construction permit to flash cut to digital on its recently approved in-core channel. When licensed, its call sign will be K31LZ-D and it will be a translator of KPHO-TV 5.x Phoenix. Technical specifications: Ch 31; TL 34-28-12 N, 111-52-23 W (Squaw Peak); ERP 0.165 kW directional; HAAT 670 m.
  • K57DC (K25MK-D) 12.x Camp Verde (The Camp Verde TV Club, Inc.) has been granted a construction permit to flash cut to digital on its recently approved in-core channel. When licensed, its call sign will be K25MK-D and it will be a translator of KPNX 12.x Phoenix. Technical specifications: Ch 25; TL 34-28-12 N, 111-52-22 W (Squaw Peak); ERP 0.287 kW directional; HAAT 669 m.
  • K04QP-D 4.x Casas Adobes (KVOA Communications, Inc.), has been granted its request to increase power from 300 W to 2 kW. Technical specifications: Ch 4; TL 32-12-53 N, 111-0-20 W (Tumamoc Hill); ERP 2 kW directional; HAAT 153 m.
  • K40AD Cottonwood (Meredith Corporation) was granted a change in its antenna to another make, to be used both for its current analog and future digital operations. A license to cover the change has already been filed.
  • K25HD Bullhead City (Richard D. Tatham) requested and was granted a CP to increase power of its digital facilities from 0.006 kW to 4.75 kW. Technical specifications: Ch 25; TL 35-14-48 N, 114-44-32 W (Little Peak); ERP 4.75 kW directional
  • K55DB (K43LW-D) 8.x Prescott (Arizona Board of Regents/ASU) requested and was granted a CP to lower its transmitting antenna by 8 meters, to be used by its digital facilities. Technical specifications: Ch 43; TL 34-29-25 N, 112-31-59 W (Mt. Francis); ERP 0.615 kW directional; HAAT 458 m.
  • K06AE Prescott (Multimedia Holdings Corporation) has been granted a CP to move to a different tower at a nearby developed site on Mingus Mtn., with an increase in power. Technical specifications: Ch 6; TL 34-41-14 N, 112-7-0 W (Mingus Mtn.); ERP 0.5 kW directional; HAAT 768 m.
  • The FCC has proposed granting an application by the Gila River Indian Community to build a new LP DTV station on channel 30, to broadcast from the proposed Lone Butte site at the Gila River Telecommunications offices near I-10 and Loop 202. It is the first of eight stations proposed by the Community. Apparently, the FCC agrees that the Community qualifies as rural, despite being within 75 miles of a major city. The proposed transmission site stands half a mile from the line between the reservation and the city of Chandler; while serving a handful of Indian residences around the Lone Butte, Wildhorse Pass and Komatke areas, it may serve more than a million residents in Ahwatukee, Chandler, Tempe, Gilbert and Mesa, as well. A 30-day window is in effect to file petitions to deny. Technical specifications: Ch 30; TL 33-17-13 N, 111-57-43 W (Lone Butte); ERP 15 kW directional; HAAT 30 m.
  • The FCC has proposed granting an application by Tri-State Christian Radio to build a new LP DTV station on channel 48 at Needles CA, to broadcast from a site near the junction of I-40 and US 95 South. The station is proposed to serve the city of Needles and points southeast, including Topock AZ. A 30-day window is in effect to file petitions to deny. Technical specifications: Ch 48; TL 34-49-43 N, 114-36-38 W (South Needles); ERP 11.4 kW directional; HAAT -53 m. (30 m. AGL).
  • KGHD-LP 6 Overton NV (Obidia Porras) has been granted an STA to broadcast from a location near Apex NV, just short of 30 miles from its licensed facilities near Glendale NV. Its intended broadcast pattern goes to the southwest, into northern Las Vegas. Technical specifications: Ch 6; TL 36-19-24 N, 114-55-49 W (Apex); ERP 3 kW directional; HAAT 42 m.
  • The FCC has proposed granting an application by Cranston Acquisition, LLC, to build a new LP DTV station on channel 33 at Laughlin NV from the middle tower of a 3-tower array located about 0.7 miles west of Needles Hwy. & Cougar Rd. in Laughlin. It is to be a translator of KMCC and replace an STA facility already serving Laughlin and Bullhead City, and for which there was no record of renewal beyond its last known expiration date in November 2008. A 30-day window is in effect to file petitions to deny. Technical specifications: Ch 33; TL 35-10-8 N, 114-38-9 W (Needles Hwy.); ERP 2 kW directional; HAAT -45 m. (82.3 m. AGL).

Applications and STAs requested

  • KCFG 32.x Flagstaff (KM Television of Flagstaff LLC) has requested Silent STA, claiming to have gone silent on Sept. 6 due to a failed DTV encoder. Its stated intent is to replace the encoder and be back on the air within 30 days of its Oct. 6 filing.
  • K57BD Tucson (Trinity Broadcasting of Arizona, Inc.) has requested new displacement digital flash cut authorization. Its previous request for channel 50 would have likely been opposed by Mexican authorities, as it is co-channel with XHNOS Nogales SO. Instead, Trinity Arizona proposes to use the UHF channel vacated by KGUN in 2009, which still has a protected contour and should not need Mexican coordination, plus, the new application is for 5 kW, rather than the 15 kW in the old application. Technical specifications: Ch 35; TL 32-26-31 N, 110-46-51 W (Mt. Lemmon); ERP 5 kW directional; HAAT 1219 m.
  • Landover 2 LLC has submitted an amendment to its application to build a new digital LPTV station on channel 51 in Yuma, due to the FCC's removal of channel 51 for future use in the television spectrum. Landover is proposing changing to channel 32 and lowering ERP from 2 kW to 1 kW, while keeping all other broadcast parameters the same, but Mexicali BCN station XHMEX broadcasts on channel 32, so I don't believe that this amendment will pass muster with the Mexican authorities. Technical specifications: Ch 32; TL 32-41-41 N, 114-36-45 W (South Park Industrial Dist.); ERP 1 kW non-directional; HAAT 42 m.
  • KZVE-LD 30.x (51) Littlefield (Hispanic Christian Community Network, Inc.) has submitted an amendment to its application for a digital companion to KZVE-LP. The station seeks a channel change, as its companion channel application was for channel 51, which has been designated by the FCC as a buffer between television and broadband/wireless services. All other parameters remain the same. Technical specifications: Ch 17; TL 36-36-14 N, 114-6-9 W (Virgin Peak); ERP 15 kW non-directional; HAAT 986 m

  • KGHD-LP 6 Overton NV (Obidia Porras) has requested to move to a site near Apex NV, and to change its community of license to Las Vegas NV. The broadcast specs in the application match exactly those granted in a STA. Technical specifications: Ch 6; TL 36-19-24 N, 114-55-49 W (Apex); ERP 3 kW directional; HAAT 42 m.
  • KBBB-LD 14.x Boulder City NV (Gerald Benavides) has filed for Silent STA, claiming inability to secure a long term lease at the authorized transmitter site. Although the STA request was filed on Oct. 12, Benavides claims that the station went silent on Apr. 30. I have never picked up the station on any frequency, either in digital or in analog, in Boulder City NV, Dolan Springs AZ, or Kingman AZ, its original community of license.
  • The FCC has reinstated an application by R & D Media Group for an LP station on channel 35 at Mesquite NV. The application was dismissed on Sept. 29 because the transmitter site was within 75 miles of a top-100 market, which was not permitted in the filing window. As the specified site was 71 miles from Las Vegas, the FCC granted R & D Media's request for reconsideration so that they could find another site outside the 75-mile limit that would serve Mesquite.

Dismissed, canceled, expiring or expired

  • The FCC has dismissed an application by R & D Media Group, at the applicant's request, to build an LP DTV station on channel 19 at Mesquite NV. The station wold have caused interference to full-power station KUEW 18 St. George UT, and the applicant was not able to commission studies to amend the application within the 30-day window given by the FCC.

Late additions from the FCC:

Canceled, Dismissed, Expired or Expiring

  • The FCC has dismissed application 960710KR, a full-service television station on channel 17 for Page, proposed by Lake Powell TV Association. The application was for an analog station, and since a construction permit was not granted by June 12, 2009, the end of the digital transition for full-service stations, the FCC contends that it no longer has legal authority to grant any construction permit for a full-service analog station.
  • The FCC has dismissed application 960710LC, a full-service television station on channel 43 for Coolidge, proposed by The American Legacy Foundation, for the same reason as the Page application. Depending on how serious the applicants for this station are, they may petition for reconsideration. The Coolidge application was originally for analog operation, but unlike the Page application, in April 2009, two months before the end of the digital transition, the Coolidge applicants filed an amendment to specify digital operation at 1000 kW, and the original application was superseded by the digital application.
