Arizona TV Station Update - August 2011

New licenses

  • K48NH-D 12.x Globe (Multimedia Holdings Corporation [Gannett]) has applied for and has been granted a license to cover its displacement digital flash cut construction permit. Formerly K61FB. Technical specifications: Ch 48; TL 33-20-31 N, 110-52-14 W (Madera Peak); ERP 3 kW directional; HAAT 685 m.
  • K36JX-D Many Farms (KOAT Hearst Television Inc.) has been granted a license to cover its displacement flash cut to digital. Formerly K63AE. Technical specifications: Ch 36; TL 36-27-30 N, 109-5-37 W (Roof Butte); ERP 1 kW non-directional; HAAT 641 m.
  • K21CX-D Tucson (Ventana Television, Inc.) has been granted a license to cover its flash cut to digital. Technical specifications: Ch 21; TL 32-24-54 N, 110-42-56 W (Mt. Bigelow); ERP 6.2 kW directional; HAAT 1127 m.
  • K20IA Prescott (Martin D. Weiss) has been granted a license to cover its original construction permit for analog facilities. Technical specifications: Ch 20; TL 34-42-52 N, 112-31-33 W; ERP 150 kW (5 kW to horizon) directional; HAAT 113 m.
  • KHDF-CD 19 Las Vegas NV (Una Vez Mas Las Vegas License, LLC) applied for and has been granted a license its flash cut to digital. Technical specifications: Ch 19; TL 36-0-37 N, 115-0-20 W; ERP 8 kW directional; HAAT 297 m.
  • KLVD-LD 23 Las Vegas NV (Word of God Fellowship [Daystar]) has been granted a license to cover its flash cut to digital. Technical specifications: Ch 23; TL 36-0-36 N, 115-0-20 W (McCullough Mtns.); ERP 15 kW directional; HAAT 346 m.
  • KGHD-LP 6 St. George UT (Obidia Porras) applied for in July and has been granted in August a license to cover its move and COL change to Overton NV in analog. Technical specifications: Ch 6; TL 36-35-6 N, 114-36-1 W; ERP 3 kW directional; HAAT 598 m.

Programming changes

  • KNXV-TV 15.x Phoenix (Scripps Media, Inc.) has replaced its goAZ.TV traffic and weather programming with ABC's Live Well network on channel 15.2. Although Live Well is available in 720p HD, KNXV is using an 480i SD format, consistent with the other Scripps stations airing Live Well.
  • KASW 61.x (49) Phoenix (KTVK, Inc. [Belo]) temporarily added a subchannel on ch 61.2 to cover Hurricane Irene. It has since been dropped.
  • KCFG 9.x (32) Flagstaff (KM Television of Flagstaff, LLC) has begun broadcasting - the first time I have ever seen a digital signal from the station. It looks like independent programming, but KM claims to be going back to America One. KCFG hadn't operated since last Sept. 1st, and the FCC basically read KM the riot act, requiring the station to continue operations and not go dark after 24 hours like it did in 2010. The station does not appear to be operating its PSIP, and so, identifies by its RF channel, 32.x.

Transactions

  • Univision Communications, Inc., has restructured, creating sub-entity Univision Local Media, Inc., and placing the entire corporate structure containing licensees of local television and radio stations under it. Arizona television station licensees affected by the restructuring include KTVW License Partnership, G.P. (KTVW-DT Phoenix, KTVW-CD Flagstaff/Doney Park, KDOS-LP Globe, KZOL-LP Safford), Univision Tucson LLC (KUVE-DT Green Valley, KUVE-CA Tucson), Telefutura Partnership of Flagstaff (KFPH-DT Flagstaff), Telefutura Partnership of Phoenix (KFPH-CD Phoenix, K16FB Globe, K21GC Safford), Telefutura Partnership of Tucson (KFTU-CD Tucson, K48GX Tucson), and Telefutura Partnership of Douglas (KFTU-DT). Univision and Telefutura stations in the Yuma/El Centro and Las Vegas markets are not affected, as they are owned by Entravision.

Construction permits and Special Temporary Authority (STA) granted

  • KCFG 9.x (32) Flagstaff (KM Television of Flagstaff, LLC) has requested and was granted an STA to commence broadcasting from its former facilities on Mt. Elden, thus avoiding by one day going twelve consecutive months without broadcasting and losing its license. The FCC has authorized operations only until October 15, 2011. KM has 30 days to either file for full-power operations at another permanent site, or to file for permanent operations at the Mt. Elden site, where the station is limited to 1 kW ERP. The station has a third possible option: to surrender its license.
  • K61FB 12.x Globe (Multimedia Holdings Corporation [Gannett]) was granted a displacement digital flash cut construction permit. It has been operating for several months on channel 48 via STA, using the same specifications found in its construction permit. Now K48NH-D. Technical specifications: Ch 48; TL 33-20-31 N, 110-52-14 W (Madera Peak); ERP 3 kW directional; HAAT 685 m.
  • KFTU-CA 34.x (18) Tucson (Telefutura Partership of Tucson [Univision]) has been granted a construction permit to increase its antenna height by eleven meters and change to a composite directional antenna. Technical specifications: Ch 18; TL 32-24-54 N, 110-42-56 W (Mt. Bigelow); ERP 15 kW; HAAT 1090 m.
  • KFPB-LD 50.x Phoenix (Globe LPTV LLC) has been granted a construction permit to increase power from 4.5 kW to 15 kW and to change from a stringent to a full service emission mask to better protect adjacent full power station KPPX Tolleson, with an agreement from Ion Media, owners of KPPX, to allow the power increase with use of the full service mask. Technical specifications: Ch 50; TL 33-19-57 N, 112-3-57 W (South Mtn.); ERP 15 kW directional; HAAT 469 m.

Applications submitted and Special Temporary Authority requested

  • KWTA-LP 31 Tucson (Venture Technologies Group, LLC) is requesting displacement digital flash cut, claiming interference from co-channel KSAZ in Phoenix. KSAZ hasn't broadcast on channel 31 in over two years, since the end of full-power digital transition. Technical specifications: Ch 27; TL 32-24-54 N, 110-42-56 W (Mt. Bigelow); ERP 15 kW; HAAT 1079 m.
  • K04QP-D 4.x Casas Adobes (KVOA Communications, Inc.), taking advantage of new rules for LPTV digital stations on VHF, has requested to increase power from 300 W to 2 kW. Technical specifications: Ch 4; TL 32-12-53 N, 111-0-20 W (Tumamoc Hill); ERP 2 kW; HAAT 153 m.
  • K52EG Yuma (Three Angels Broadcasting Network, Inc.) has once again requested a displacement digital flash cut. It first proposed new VHF facilities similar to the last displacement request, then refiled on a UHF channel, asking that the VHF request be dismissed. Technical specifications: Ch 17; TL 32-40-23 N, 114-20-16 W (Gila Mtns.); ERP 6.15 kW; HAAT 377 m.
  • K51IO Bullhead City (MMTC Broadcasting, Inc.), taking advantage of the recent FCC order concerning channel 51, has filed a displacement application to move from channel 51 to channel 38 and flash cut to digital, while actually moving to Searchlight NV. Sounds to me like an attempt to increase the value of the station by moving it into Las Vegas. If so, they need to hurry; Obidia Porras is doing the same thing on the same channel, but moving the station from St. George UT. Technical specifications: Ch 38; TL 35-28-14 N, 114-55-10 W (Doherty Mtn.); ERP 15 kW; HAAT m.
  • K57BD Tucson (Trinity Broadcasting of Arizona, Inc.) has requested a displacement flash cut to digital. Technical specifications: Ch 50; TL 32-26-31 N, 110-46-51 W (Mt. Bigelow); ERP 15 kW directional; HAAT 1204 m.
  • KVTE-LP 35 Las Vegas NV (Mountain Ridge Holdings, Inc.) has requested to flash cut to digital. It is proposing to broadcast a maximized low power signal from its current downtown Las Vegas location. Technical specifications: Ch 35; TL 36-10-19 N, 115-8-45 W (Las Vegas Club Hotel & Casino); ERP 15 kW; HAAT 64 m.
  • KHDF-CD 19.x Las Vegas NV (Una Vez Mas Las Vegas License, LLC) has requested to increase power from 8 kW to 9.6 kW. Technical specifications: Ch 19; TL 36-0-37 N, 115-0-20 W (Black Mtn.); ERP 9.6 kW; HAAT 297 m.
  • KGHD-LP 6 Overton NV (Obidia Porras) has requested Remain Silent Authority, claiming that the generator that powers their broadcast transmitter does not function adequately, providing erratic service. I'm sure that's true.

Dismissed, canceled, expiring or expired

  • The license for K52KG-D Washington UT (Newport Television License LLC) has been canceled at the request of the licensee. The station has been replaced by a flash cut of K28EA and last month's silent authorization filing was inadvertent; it was supposed to be a cancellation.

LPTV displacement from 700 MHz band

  • Corrections:
  • K52EG Yuma (Three Angels Broadcasting Network, Inc.) was incorrectly reported last month to have a displacement application in process. Its previous application to move to channel 10 was dismissed in March 2010 due to requesting 550 Watts, when the limit at the time for an LPTV VHF digital station was 300 Watts. The station has once again submitted a displacement application.
  • KUTG-LP 58 St. George UT (Lamar Veasey) was incorrectly reported last month to not have a plan filed to move into the core channels. The station was granted a displacement digital flash cut construction permit for channel 14 last January, which was covered in the January 2011 TV Station Update.
    • The following licenses will be canceled on or before 12/31/2011, due to failure to file displacement relief from the 700 MHz band:

- K03IL-D 8.x Bullhead City (Mohave County Board of Supervisors) is on air, having replaced KAET Phoenix translator K02HR-D, which was determined to cause interference to KSNV Las Vegas NV.
- K05MR-D 5.x Bullhead City (Mohave County Board of Supervisors) is on air, having replaced KPHO Phoenix translator K11LX-D, which was determined to cause interference to KLVX Las Vegas NV.
- K08PK-D 12.x Bullhead City (Mohave County Board of Supervisors) is on air, having replaced KPNX Mesa translator K09KG-D, which was determined to cause interference to KVVU Henderson NV.

- KLAS 8.x (7) Las Vegas NV (KLAS, Inc.) has added a Mobile/Handheld stream to its data signal. The stream is also picked up by Kingman translator K31BI-D.
- KUEN 9.x (36) Salt Lake City UT (Utah State Board of Regents) has added to its data signal a Mobile/Handheld stream, which is picked up by its many translators, including K50KC-D Washington UT, K32FQ-D St. George UT, K17JK-D Hildale UT and K23DP-D Kanab UT, all of which feed a signal into Arizona.
- K30BQ-D 12.x Needles CA (Needles Community TV Club, Inc.) has added KPNX's Mobile/Handheld stream to its signal.
- K28EA-D 4.x Washington UT (Newport Television License LLC) has put its digital signal on air as a translator for KTVX Salt Lake City UT via K18FU-D Rural Beaver County UT.
- K48JD-D 30.x Santa Clara UT (High Plains Broadcasting License Company) has put its digital signal on air as a translator for KUCW Ogden UT.
- K16DS-D 16.x St. George UT (Southwest Media LLC) has put its digital signal on air as a translator for KCSG Cedar City UT. It airs programming from Me-TV on 16.1, My Family TV on 16.2, and KCSG local origination on 16.3.
