Arizona TV Station Update - April 2011

A quiet April, as the FCC spent a lot of its time licensing post-transition facilities of full-service stations.

New licenses

  • KSAZ-TV 10.x Phoenix (NW Communications of Phoenix, Inc. [Fox]) has been granted licenses to cover construction of its 20 kW non-directional initial post-transition digital facilities and to cover its power increase and pattern change. Final technical specifications: Ch 10; TL 33-20-3 N, 112-3-43 W (South Mtn.); ERP 48 kW directional; HAAT 558 m.
  • KSAZ-TV 10.x Phoenix (NW Communications of Phoenix, Inc. [Fox]) has been granted a license to cover construction of its post-transition digital auxiliary facilities. Technical specifications: Ch 10; TL 33-20-1 N, 112-3-32 W (South Mtn.); ERP 20 kW directional; HAAT 500 m.
  • KUTP 45.x (26) Phoenix (Fox Television Stations, Inc.) has been granted a license to cover construction of its digital auxiliary facilities. Technical specifications: Ch 26; TL 33-20-3 N, 112-3-43 W (South Mtn.); ERP 324 kW; HAAT 501 m.
  • K17DA-D 7.x Lake Havasu City (KAZT, LLC [The Londen Insurance Group]) requested and was granted a license to cover construction of its digital facilities. Technical specifications: Ch 17; TL 34-36-9 N, 114-22-13 W (Goat Hill); ERP 0.78 kW directional; HAAT 42 m.
  • K20ID-D 7.x Kingman (KAZT, LLC [The Londen Insurance Group]) requested and was granted a license to cover construction of its digital facilities. Technical specifications: Ch 20; TL 35-4-52 N, 113-54-13 W (Hualapai Peak); ERP 0.043 kW directional; HAAT 1096 m.
  • K24DK-D 7.x Bullhead City (KAZT, LLC [The Londen Insurance Group]) requested and was granted a license to cover construction of its digital facilities. Technical specifications: Ch 24; TL 35-2-9 N, 114-22-14 W (Oatman Peak); ERP 0.195 kW directional; HAAT 451 m.
  • KFPH-CD 35.x Phoenix (Telefutura Partnership of Phoenix [Univision]) has requested a license to cover construction of its digital facilities. Technical specifications: Ch 35; TL 33-20-0 N, 112-3-46 W (South Mtn.); ERP 15 kW; HAAT 491 m.
  • K27EC-D Lake Havasu City (Lake Havasu Christian Television) has applied for a license to cover construction of its digital facilities. Although the construction permit expired March 27, apparently the FCC gives a 30-day grace period. The station claims to have begun testing on April 22, within the 30-day period, but due to an employee leaving and the engineer having to do the job of two people, the consulting firm was not timely notified to file for the license. And after they were, because they were located in Ringgold GA, which was devastated by this recent tornado outbreak, the consultants were without power until now. And so it goes... Technical specifications: Ch 27, TL 34-36-4 N, 114-22-13 W; ERP 1 kW directional; HAAT 13 m.

Programming changes

  • KASW 61.x (49) Phoenix (KASW-TV, Inc. [Belo]) has added Mobile DTV to its programming stream. Also affected are digital translators K21DA-D Lake Havasu City and K34EF-D Kingman, both licensed to Mohave County Board of Supervisors.
  • KFPB-LD 50.3 Phoenix (Globe LPTV, LLC) has changed programming. Gone is Video Zona TV; in its place is English-language Christian programming, mostly from Planetshakers, but with the background tracks at normal volume and the main track missing. All of KFPB's subchannels now carry Christian programming.
  • K57HX Mesa (KAZT, LLC [The Londen Insurance Group]) has requested silent STA. It could be permanent; KAZT intends to use the K57HX antenna for the digital operations of K23BY, which will be moving from its current analog site south of Scottsdale Airpark to Usery Mtn.

Construction permits and STAs granted

  • KJPO-LP 49 Parker (Hispanic Christian Community Network, Inc.) has been granted a construction permit to flash cut to digital with a change in transmitter location to a site about seven miles east of Wenden. I do not expect an actual facility to be built there; the licensee never operated an analog facility, either in its original location near Parker, or in its currently licensed location in Bouse, and HCCN is notorious for phantom stations in Arizona. I believe that this is yet another intermediate step into the Phoenix market, and if this facility is licensed without operating, as the analog facility was, and as HCCN's other Arizona licenses have been, then the next step will be a channel change with a move to the White Tank Mtns. west of Phoenix, where the license will substantially increase in value. Technical specifications: Ch 49; TL 33-48-44 N, 113-21-37 W (Harquahala Mtn.); ERP 3 kW non-directional; HAAT 732 m.
  • KTVW-CD 6.x (27) Flagstaff/Doney Park (KTVW License Partnership, G.P.) has been granted a construction permit to maximize power. Technical specifications: Ch 27; TL 34-38-6 N, 111-30-34 W (Mormon Mtn.); ERP 15 kW directional; HAAT 461 m.
  • K42AC Cottonwood (Arizona Board of Regents for Arizona State University) requested and has been granted a construction permit to flash cut to digital. Technical specifications: Ch 42; TL 34-41-12 N, 112-6-59 W (Mingus Mtn.); ERP 5 kW directional; HAAT 752 m.
  • K21CX Tucson (Ventana Television, Inc.) has been granted a construction permit to flash cut to digital. Technical specifications: Ch 21; TL 32-24-54 N, 110-42-56 W (Mt. Bigelow); ERP 6.2 kW directional; HAAT 1127 m.

Applications filed / STAs requested

  • K30DT Flagstaff (KAZT, LLC [The Londen Insurance Group]) has applied for a construction permit to flash cut to digital. Technical specifications: Ch 30; TL 35-14-26 N, 111-35-48 W (Mt. Elden); ERP 0.95 kW (directional); HAAT m.
  • Trinity Christian Center of Santa Ana, Inc., has requested a 90-day extension of consummation for all of the TV stations that it is donating to MMTC Broadcasting LLC, including the three licensed in Arizona: K38CX Shonto, K41ER Globe/Miami, and K51IO Bullhead City.
